Two questions were submitted.
(1) The first question asked the Area Committee to support a request from Dial Park Allotment holders to install a ‘T junction’ pipe and grid to allotment site boundary to enable removal by pump of excess flood waters, to be carried out as part of works currently being carried out on site.
In response, Councillors expressed support for the proposal and indicated that in the event of resources being needed encouraged the allotment holders to consider an application to the Area Committee for funds.
(2) The second question expressed concerns about speeding vehicles on Hempshaw Lane and The Fairway, Offerton and ask if the mobile speed indicators signs could be deployed in these locations.
In response, a representative of the Democratic Services Manager reported that a location on Hempshaw Lane had already been included on the programme for deployment of the Area Committee’s Speed Indicator Sign.
RESOLVED – That the Corporate Director for Place Management & Regeneration be requested to:-
· ensure that a ‘T junction’ pipe be installed at Dial Park Allotments as part of current drainage works in the area; and sites on Hempshaw Lane and The Fairway be included in the programme of deployment for the Area Committee’s Speed Indicator Sign. |

Public Realm The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality. Additional documents: Minutes: Carolyn Turner, Public Realm Inspector, attended the meeting to answer questions from councillors and members of the public in relation to highway and environmental quality issues within the area represented by the Stepping Hill Area Committee.
The following additional update was provided:-
· Highway inspections were ongoing. Resurfacing was taking place on London Road. · The Great British Spring Clean events were postponed on the weekend of 2/4 March 2017 due to the inclement weather. · The Community Payback crew had cleared litter from Cow Lane. They had also been tasked with clearing the verge on Sanderling Road. · The Gully Cleansing team had cleared the main Offerton and Hazel Grove routes. Stepping Hill ward would be completed in the coming months. Ad-hoc cleansing had been done as appropriate at individual sites, including Woodsmoor Lane. · As part of a campaign to tackle dog fouling “We are watching you” signs had been moved to new location on Douglas Road, Eden Road, Sundial Road and Peregrine Road. · Because of the snow and cold weather, street cleansing had been scaled back to focus on gritting. There was a programme of litter bin replacement on the A6 through Hazel Grove. 11 receptacles had been identified as damaged and would be replaced. · Carriageway resurfacing was taking place on London Road between the Civic Hall and Chester Road (night working); planned works on Chester Road between Jackson’s Lane and the Cheshire Boundary and following that at the junction with Jacksons Lane and Dean Lane, which would require road closures and diversions overnight; Southwood Road during the Easter Holidays, including gulley cleansing; resurfacing of Bean Leach resurfacing between pinch point and play park was planned although no date had yet been set; footway resurfacing had been completed on Beech Avenue although follow-up works were required. · A report of waste accumulation on a roof of a public house in Hazel Grove had been received and resolved. · A Formal Notice had been served on a business in Hazel Street, Hazel Grove for inappropriate disposal of their waste. · The resurfacing of the grass verge on Dial Park Road had been completed.
The following additional issues were raised:-
· The was fly tipping near the shops on Fulmar Road behind the dentist. · Potholes had developed on Fulmar Road near junction of Poisebrook Drive; Marple Road near Holiday Lane; Kelbrook Court, Lisburne Lane near fire station; Shearwater Road approaching the junction with Marple Road; Bean Leach Road near the junction with Marple Road. · Problem hedges on the corner of Sanderling Road opposite Brambling Close. · An update was sought on the request to jet the land drain on Knypersley Avenue. · A request was made that the site of the demolished garages on Stansbury Place be kept as parking area. · Swanage Avenue was to be resurface as part of the redevelopment of the Dialstone Centre but this had not yet happened. · There were two non-functioning street lamps on Marple Road (plc71 & plc72) · An update was sought on the works agreed to covert verges to laybys on Lisburn Lane. · The surface of Crosswaite Road surface was deteriorating significantly. · Reports received of standing water on Bean Leach Road, possibly caused by the snow melting. · A request was made for a grit bin at the end of Bean Leach Road near the junction with Marple Road. · Clarification on the timing for the resurfacing of Chester Rd from Station Road to Grundey Street as there were urgent repair needs to make this section safe. · Potholes had developed on Alma Road and Garthland Road. · There was a damaged traffic signal on the A6 on north bound approach to the junction with Mill Street. · The ‘no entry’ sign on Chapel Street was missing. · Clarification was sought on when the barriers outside The Grapes Public House on the A6 be replaced. · There were concerns about the condition of the footways on the A6 outside the memorial gardens, especially around flagged area. · The street light outside no. ... view the full minutes text for item 4.(iii) |

To consider a report of the Corporate Director for Place Management & Regeneration.
The report sets out a number of formal objections received following the advertising of Traffic Regulation Orders associated with the expansion of Warren Wood Primary School on Turnstone Road, Offerton. The report also includes the response of the Corporate Director for Place Management & Regeneration to the issues and concerns raised in the objections.
The Area Committee is recommended to make the Orders as advertised, subject to amending to reduce the limited waiting times on Turnstone Road to Monday to Friday 8:45am to 9:15am and 3pm to 3:30pm, and to agree to a series of additional Orders as a consequence (as set out in the report).

Minutes: A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) inviting the Area Committee to consider objections received to various proposed measures, including waiting restrictions, associated with the recent expansion of Warren Wood Primary School. A response of the Corporate Director to the issues raised in the objections was also set out in the report, and proposed modifications to the measures were proposed as a result.
RESOLVED – (1) That in light of objections received, the Metropolitan Borough Council of Stockport (Warren Wood Primary School, Offerton) (Prohibition and Restriction of Waiting) (School Clearway) and (Revocation) Order 2017 be made as advertised, subject to the following amendments:-

Road Safety around Schools Update PDF 119 KB To consider a report of the Corporate Director for Place Management & Regeneration.
The Council’s overall strategic transport ambition is to increase the numbers of children walking or cycling to school, both to reduce congestion on roads, improve local air quality, and improve health outcomes. In order for this to be achieved, it is important that walking or cycling to school is, and is perceived to be, a safe option for children and their families. Work has continued to progress the Council’s programme of activity to improve road safety around schools across the borough. The purpose of this report is to provide an update on the 2017/18 road safety around schools programme and the recommended list of schools for the 2018/19 financial year.
The Area Committee is invited to comment on the report.

The following comments were made/ issues raised:-
· Where initiatives had been undertaken with local schools there had been positive feedback about the efficiency of having the additional measures implemented. · In relation to a question about slippage in the current year’s programme it was clarified that this was in most part due to the time taken to progress particular schemes where a component involved a Traffic Regulation Order, due to the lengthy legal processes involved. · Concerns were expressed that few schools in Hazel Grove had been included in the programme and clarification was sought on the criteria used. Following the explanation of the matrices used to determine priority further concerns were expressed that economic considerations were being too great a weight over the safety of pupils given that this need not necessarily correlate to levels of affluence of parents.
RESOLVED – That the report be noted and the Corporate Director for Place Management & Regeneration be requested to circulate further information in relation to the scoring matrices used to identify priority schools for inclusion in the Road Safety around Schools Programme. |

To consider a report of the Corporate Director of Place Management and Regeneration
The report sets out an application from Life Leisure to hold a Tough Tribe event in Woodbank Memorial Park and Vernon Park and the Poise Brook Valley on 23 September 2018.
The report is being considered by the Stepping Hill Area Committee because part of the route of the event falls within the Offerton Ward. The matter will also be considered by the Central Stockport Area Committee on 8 March 2018.
