Councillor Call for Action (CCfA) - Woodley Precinct Under the provisions of CP12 in the Constitution ‘Councillor Call for Action (CCfA) – Protocol’, Councillor Joe Barratt has submitted a CCfA in connection with in relation to repair works at Woodley Precinct.
Councillor Barratt in making the CCfA has requested that the Area Committee take into consideration the following:-
Whilst action has recently been taken to repair the uneven setts by the side of Medichem Pharmacy, which is most welcomed, the damaged fascia boards above GT News and Woodley Hardware are still in urgent need of repair and have been since February 2022 - over three years ago.
The damage to the fascia boards negatively impacts the amenity of our area and is preventing us from moving forward with our community art project on the shop shutters, due to the fact that we wish for the necessary repairs to have taken place before we attempt to beautify the precinct.
We are particularly disappointed at the lack of action and communication from the Estates and Asset Management service, as they informed both myself and Cllr Rosemary Barratt back in September 2024 that, following a survey of the canopies, we should expect to be informed once a date for minor repairs, including replacement of the fascia boards, would take place. Despite this commitment, we have yet to receive any confirmation of this action being proposed to take place since then and have grown tired of repeatedly chasing him for answers - as we have done so for most of the past year.
In addition to this request, we would also ask that the council formally communicates it's stance to us on the currently vacant WC on the precinct, which has attracted commercial interest from the owners of Medichem Pharmacy, as well as the future use of the Woodley Eyecare building, which has been allowed by the council to be operated by a tenant who only wishes to use the building for storage. We find that approach to be letting our community down, as it is counter-productive to the One Stockport aim of creating 'Thriving Neighbourhoods', where people have pride in their local area, and 'Best Health and Care', as it is preventing another opticians who wish to operate from this site from delivering an important service to the people of Woodley, particularly elderly residents who find it difficult to travel for eye-tests.
Under the terms of the Constitution, the Area Committee may decide to:-
(a) Assist with the resolution of the issue if it has the necessary power within its terms of reference and delegated budgets. (b) Make recommendations to the appropriate Cabinet Member or Corporate Director. (c) Establish a working group to look at the issue in more detail i.e. undertake a local scrutiny review of the issue. (d) Take no further action but give reasons as to why it has decided to take no further action. (e) A combination of the above.
Members are invited to debate the issue and agree the way forward as set out at (a) – (e) above.
