Chair's Announcements To receive any announcements from the Chair about local community events or issues. Additional documents: Minutes: The Chair announced that the council had been selected to be part of the Government's Design Code Pathfinder Programme. Following a competitive procurement process, the council had now selected its preferred consultant and work had begun on the project. One of the key aims of the design code project was to 'reduce opposition to new development, by empowering local communities to set standards that they expect all new development to meet, by winning hearts and minds.' To achieve this aim the project would include a series of engagement exercises with local residents and stakeholders to gain their views. This was scheduled to take place over the coming months and would include a mix of in-person and online events.
The Chair announced that the Romiley Christmas light switch-on would take place on 7 December 2024 following a postponement from 23November 2024 due to adverse weather conditions.
It was also announced that the Woodley light switch-on had taken place on 30 November 2024 where the Christmas tree was blessed by the Reverand Andy Bull, presents were given out and St Mark’s School Choir sang. |

Ward Flexibility Funding - Civic Hall Indoor Bowling To consider an application received from Civic Hall Indoor Bowling for Ward Flexibility Funding for a grant of £600 towards the cost of a replacement short bowling mat. Ward Flexibility Funding - Hurricane Cheerleaders To consider an application received from Hurricane Cheerleaders for Ward Flexibility Funding for a grant of £1,000 towards the cost of hosting and insurance for a Community Family Fun Day and artisan market for the residents of the local community, the proceeds of which will go towards installing a sprung floor for the Hurricane Cheerleaders team. . Ward Flexibility Funding - Sustainable Living Romiley To consider an application received from Sustainable Living Romiley for Ward Flexibility Funding for a grant of £304.95 towards the cost of running a Green Week during February half term 2025 aiming to promote sustainable activities within the community and an appreciation of the local environment. The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action within the Werneth Area Committee area.
The Area Committee is recommended to note the report.

To consider a report of the Director of Place Management.
The report requests the Area Committee to consider whether to dedicate a Highway with public rights for pedestrians and cyclists over land it owns in Romiley, as shown marked A – D on the plan at Appendix 1 of the report. This route is considered a safe route to school for pedestrians and cyclists.
The Area Committee is recommended to authorise the dedication of the highway for pedestrians and cyclists over Points A – D, as shown on the plan at Appendix 1 of the report.

Minutes: A representative of the Director of Place Management submitted a report (copies of which had been circulated) requesting the Area Committee to consider whether to dedicate a Highway with public rights for pedestrians and cyclists over land it owned in Romiley, as shown marked A – D on the plan at Appendix 1 of the report. This route was considered a safe route to school for pedestrians and cyclists.
The following comments were made/ issues raised:
· The path was a key route to school for those living on the Cherry Tree estate. · It was felt that the proposal provided a balanced approach for current users. · In response to a question about any costs associated with the proposed highway dedication, it was reported that there would not be a cost as the path was already established. · In response to a question about whether trail bikes and horse riding would be allowed on the highways, it was reported that the council can specify who uses a pathway. This pathway would be owned by Highways and managed by the Neighbourhoods Team which deals with antisocial behaviour, including that related to vehicles. · The inclusion of this pathway on the dedicated rights of way map would help to protect it from future development.

Romiley District Centre Action Plan Update To consider a report of the Deputy Chief Executive.
The report provides an update on delivering Romiley District Centre Action Plan including recent successes and priorities for the next six months.
The Area Committee is recommended to:
(1) Note the progress made in delivering projects and events.
(2) Provide feedback on initial ideas for priority projects to allocate the £5,000 UKSPF which will be discussed with Romiley Vision Group.

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.

Members encouraged residents to apply for funding. · Members noted that the vehicle operated sign on Werneth Road was now in place and operational; it was hoped that the sign would be effective in slowing down traffic on the estate.
