8.

Introduction of changes to the council's checklist for the validation of planning applications pdf icon PDF 312 KB

To consider a report of the Deputy Chief Executive and Director (Corporate & Support Services).

 

The report sets out the proposed re-adoption of the council’s Application Validation Checklist (AVC) for the validation of planning applications. As a Local Planning Authority, the council must publish a local list of information requirements for submitted planning applications, pursuant to the National Planning Policy Framework.

 

The Area Committee is requested to note:

 

a)    that the Planning Application Validation Checklist (Appendix A) is to be consulted upon; and

b)   that following consultation, the Deputy Chief Executive and Director (Corporate & Support Services) would make any refinements, amendments, additions and/or deletions to the list as they consider reasonably necessary in response to any comments received from the consultation, and provided that no significant changes are required and that no significant objections are received, to issue a final Planning Application Validation Checklist based upon the draft attached at Appendix A.

Proposed Changes to the Scheme of Delegation for Determining Planning Applications and the Planning Protocol pdf icon PDF 168 KB

To consider a report of the Deputy Chief Executive.

 

The planning system in England has undergone a period of significant change over recent years. During this time multiple new types of applications have been introduced and most recently an increased focus is being placed on the importance of making timely decisions.

 

In light of the changes to the planning system and the increased emphasis placed on the speed and quality of planning decisions it is considered necessary to consider the need to make a number of changes to the scheme of delegation for the determination of planning applications. In parallel it is also considered appropriate to review the Planning Protocol to ensure that it reflects accurately long-standing custom and practice in how we exercise our planning powers.

 

The Area Committee is recommended to consider and comment on the proposed amendments in the attached documents.

Proposed diversion of footpath 64 Bredbury and Romiley pdf icon PDF 136 KB

To consider a report of the Director of Place Management.

 

The report requests the Area Committee to consider whether to authorise the diversion of a section of footpath 64 Bredbury and Romiley (“64 BR”) from a route shown as a black solid line between Points A – F, to a route shown in a broken black line between points B-C-D-E-F, as shown on the plan attached at Appendix A.

 

The Area Committee is recommended to:-

 

(1) Authorise the making of an Order under Section 119 of the Highways Act, diverting the section of footpath 64 BR from a route shown as a black solid line between Points A – F, to a route shown in a broken black line between points B-C-D-E-F, as shown on the plan attached at Appendix A.

(2)  In the event that objections are received and sustained to the Order, authorise

officers to forward the Order to the Secretary of State for confirmation.

(3)  Authorise that the Order will be drafted to include a provision to allow the

Definitive Map and Statement to be amended without further recourse to Committee.

Proposed Traffic Regulation Order on Hillside Road, Pennine Road and Werneth Road, Woodley pdf icon PDF 317 KB

The report sets out the findings of a consultation exercise and seeks approval for the introduction of Traffic Regulation Order (TRO) in relation to the S278 St Marks Church Cricket Club Development, Planning Ref: DC/066645.

 

The Area Committee is recommended to request that the Cabinet Member for Parks, Highways and Transport Services approves the legal advertising of the following Traffic Regulation Order (TRO):

 

Hillside Road, Woodley

 

Both Sides:

From the intersection of the north easterly kerb line of Pennine Road for a distance of 10metres in an easterly direction

 

Werneth Road, Woodley

 

Both Sides:

From the intersection of the south westerly kerb line of Pennine Road for a distance of 10metres in a westerly direction

 

Pennine Road, Woodley

 

East Side:

From a point, 10 metres north of the intersection of the northern kerb line of Hillside Road to a point, 10 metres south of the intersection of the southern kerb line of Hillside Road.

 

West Side:

From the intersection of the northern kerb line of Werneth Road for a distance of 24metres in a north westerly then northerly direction

 

Proposed Toucan Crossing

 

Werneth Road, Woodley

 

From a point 31 metres from the southern kerb line of Hillside Road, and subject to no objections being received within 21 days from the advertisement date, the order can be made.

ATF4 Romiley Traffic Regulation Orders pdf icon PDF 332 KB

To consider a report of the Director of Place Management.

 

This report details the proposed Traffic Regulation Orders (TROs) associated with the ATF4 Romiley project. The initial proposals were developed under the Mayor’s Cycling and Walking Challenge Fund (MCF) as part of the ‘Romiley District Centre’ and ‘Romiley to Stockport’ packages. These were previously presented along with the consultation reports containing representations by residents and businesses and approved by this Committee at meetings that took place on 8 March and 21 November 2021 respectively. Web-links to these reports have been provided within for reference.

 

The Area Committee is recommended to request that the Cabinet Member for Parks, Highways & Transport Services approves the legal advertising of the TROs set out as Appendices A and B and illustrated on the attached drawings and that; subject to no objections being received within 21 days from the advertisement date the orders be made.

The report provides an update on developing an Action Plan for The Rocks Shopping Parade, Higher Bents Lane, Bredbury to recommend visual improvements for the benefit of local people and in support of the traders at this location.

The Area Committee is recommended to request that the Cabinet Member for Finance & Resources approves the use of £2,250 from the Ward Discretionary Fund (Bredbury Green and Romiley ward allocation) towards the costs of artwork and planting at The Rocks.

The report details an application from the Friends of Tangshutt Fields to hold their annual May Day on the Meadow event on Monday, 6 May 2024.
