Public Realm The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality. Minutes: The Chair reported that the Public Realm Inspector had been unable to attend this meeting of the Area Committee, however it was stated that a summary of activities with the Public Realm service area had been circulated to members of the area committee separately.
The following comments were made/ issues raised:-
· The investigatory works into ongoing problems of flooding at the junction of Church Lane and Stockport Road, Romiley were welcomed. · Concern was raised in relation to the excessively disruptive nature of resurfacing works on Compstall Road, Romiley. It was suggested that the works could have taken place during the week and that limiting the works to Sundays only had unnecessarily prolonged the duration of the resurfacing and consequent disruption to residents and businesses.

Park Avenue, Romiley - Residents’ Permit Parking
To consider a petition received on behalf of the residents of Park Avenue, Romiley signed by 12 signatories requesting the introduction of a Residents’ Permit Parking Scheme.
The Area Committee is recommended to refer the report to the Corporate Director for Place Management & Regeneration for investigation.

Open Forum - Medium Term Financial Plan Update PDF 115 KB The Area Committee and members of the public are asked to comment on the key considerations arising from the Council’s Medium Term Financial Plan and provide suggestions as to how the Executive can best utilise the Committee to engage with local residents in their area.
The Plan is a medium term plan (up to 2020/21) and forecast of the Council’s expected financial position and looks at both the income the Council is forecast to receive and the spending pressures it is facing. Minutes: A representative of the Democratic Services Manager submitted a report of the Deputy Chief Executive (copies of which had been circulated) outlining the medium term plan up to 2020/21 and a forecast of the Council’s expected financial position and which looked at both the income the Council was forecast to receive and the spending pressures it was facing.
The Area Committee and members of the public were requested to comment on the key considerations arising from the Council’s Medium Term Financial Plan and provide suggestions as to how the Executive could best utilise the Committee to engage with local residents in their area.

· The report did not at this stage contain any meaningful proposals to consult upon. · It was important to engage with the public as part of the budget setting process and the use of area committees as a means to achieve this was welcomed. · There needed to be appropriate publicity and sufficient notice provided so as to ensure wide participation.

Open Forum - Communities & Local Government Inquiry (Public Parks) PDF 127 KB On 11 July 2016, the Communities and Local Government Committee launched an inquiry into public parks to examine the impact of reduced local authority budgets on these open spaces and consider concerns that their existence is under threat. The Committee will look at how parks should be supported now and in the future.
As part of the Inquiry, the Committee has invited submissions of written evidence which need to be received by 30 September 2016.
This is the response submitted on behalf of the Council by the Leader of the Council (Councillor Alex Ganotis) and the Executive Councillor for Communities & Housing (Councillor Sheila Bailey).
The report is for information only as the deadline for submission means that it cannot now be amended. However, any comments that Area Committees wish to make can be fed into the Council's own Open Spaces Review which is currently ongoing.
The Area Committee is recommended to comment on and note the response. It was noted that the Executive proposed to respond that it should be a statutory duty to provide parks and open spaces that met the criteria of accessibility, quality and provided an offer that met the needs of the local population. The Area Committee welcomed this proposal.

· It was requested that a report be submitted to the next meeting of the Area Committee detailing proposed measures to improve highway safety on Carlton Avenue, Romiley which should include junction protection measures and the feasibility of the introduction of buildouts and chicanes. · In respect of previous requests for lining and junction improvement measures at the junctions of School Brow and Berrycroft; and at Bredbury Green and Hatherlow it was requested that a report be brought to the next meeting of the Area Committee detailing proposed measures to resolve these matters.
