Public Realm The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality. Minutes: Robin Boardman (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Werneth Area Committee.
The following comments were made/ issues raised:-
· United Utilities had accepted liability for the void at 60 Stockport Road East and repairs were substantially complete; · Resurfacing works on Harrytown and Highfield Avenue, Romiley had been completed; · There had been reports of noise nuisance from the Rising Sun Public House, Bredbury, and an action plan to reduce noise had been agreed which included sound insulation and a noise limit for live music; · The road surface on Smithy Green, Woodley was slippery and the road markings required relining; · The paint had worn off on the cycle lane on Hyde Road, Woodley near its junction with Pennine Road, and cars had started parking on it; · A length of fencing on Woodstock Road, Woodley needed renewing as its condition had significantly deteriorated; · A complaint was made that lighting columns at the junction of Mill Lane and Woodlands Avenue, Woodley and at the junction of Lambeth Grove and Botany Road, Woodley were not working; · The names of soldiers who died in the Great War needed to be remarked on Bredbury War Memorial.

Chapel Street, Woodley - Carriageway Repairs PDF 92 KB To consider a report of the Corporate Director for Place Management & Regeneration.
The report details a proposal to carry out repairs to carriageway on Chapel Street, Woodley at a total cost of £900 with 50% to be funded from the Area Committee’s Delegated Budget (Bredbury & Woodley ward allocation) with the remainder being funded by Woodley Methodist Church.
The Area Committee is recommended to give approval to carry out carriageway bitmac repairs on Chapel Street, Woodley (approximately 22 square metres) at an approximate cost of £900 (50% to be funded from the Area Committee’s Delegated Budget (Bredbury & Woodley ward allocation)).

Review of Transport Operations at Stockport Sports Village, Woodley Update Report PDF 594 KB To consider a report of the Corporate Director for Place Management & Regeneration.
This report provides an update on the actions taken since the Werneth Area Committee meeting in April to resolve the traffic issues associated with Stockport Sports Village, Woodley.
The Area Committee is recommended to:-
(1) give approval to the installation of timber fencing on Mill Lane and Riverdale View as shown in Appendix B and C to the report.
(2) recommend that the Executive Councillor (Supporting Places) give approval to the proposed junction improvement shown on plan 5056/GA/Rev.A in Appendix D to the report.

The following comments were made/issues raised:-
· Network Rail had examined the bridge over the railway on Mill Lane and were satisfied that it was safe and did not require the imposition of a weight limit. · The Fire Service and Police had confirmed that they could gain access to the Mill Lane estate in the event of an emergency. · The keep clear marking on Hyde Road, Woodley at its junction with Mill Lane needed remarking. · Concerns were expressed in relation to the costs associated with both the proposed scheme and the alternatives discounted within the report. · Any alterations to the junction of Mill Lane and Hyde Road needed to make passive provision for the creation of a signalised junction at this location at some point in the future. · It was suggested that the widening of the egress from Mill Lane onto Hyde Road to permit two lanes of traffic would provide some relief to traffic congestion on the Mill Lane estate but may not wholly resolve issues of traffic congestion.
RESOLVED – (1) That the report be noted.
(2) That approval be given to the installation of timber fencing on Mill Lane and Riverdale View, Woodley as detailed in Appendices B and C to the report.
(3) That the Executive Councillor (Supporting Places) be recommended to give approval to the proposed junction improvement as detailed in Appendix D to the report. |

Town Centre Access Plan Schemes - Phase 2 Consultation PDF 89 KB To consider a report of the Corporate Director for Place Management and Regeneration
The report provides an opportunity for the Area Committee to comment on the proposed Stockport Town Centre (TCAP) Phase 2 schemes and also provides an update on the progress with the Phase 1 schemes.
The Area Committee is requested to comment on the proposed schemes to be included in the Town Centre Access Package Phase 2 final business case.

Minutes: A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) outlining the proposed Stockport Town Centre Phase 2 schemes and also provided an update on the progress of those schemes included within Phase 1.
The following comments were made/issues raised:-
· It was suggested that the recent footpath and cycle route works on Newbridge Lane had impeded traffic flow along Newbridge Lane, In response, it was stated that when complete, that experience from elsewhere would indicate that the new cycle way would be well used and that the increase in width of the footways had not been achieved at the cost of the loss of carriageway width, · It was stated that the Newbridge Lane route formed part of the works associated with the Cycle City Ambition Grant and would eventually join up to other routes from Bredbury. · There were plans to widen the bridge on St Mary’s Way over the River Mersey to improve traffic flow and to introduce a right turn filer lane onto St Marys Way from Newbridge Lane for traffic travelling from Stockport Town Centre to ease congestion.

The report summarises the receipt of play and open space commuted sums received from developments in the Bramhall & Cheadle Hulme South Area Committee area or that must be used in the area, and makes recommendations about how these sums can be used.
The Area Committee is recommended to approve the use of the following sums:-
· to allocate £4,182.50 from development no.1139 (DC050430) former Greave Tennis Club towards future play improvements at Romiley Recreation Ground · to allocate £501.93 from development no.1142(DC054278) Amatar House, Manor Road, towards Riverside Play Area. The sums could also be allocated to Smithy Green Play Area or Bredbury Recreation Ground. · to allocate £3,011.58 from development no.1191 (DC056088) Oakwood Hall, Oakwood Road, Romiley towards future play improvements at Romiley Recreation Ground. · to allocate £4,517.37 from development no.1195 (DC056337) Bredbury Day Nursery, Highfield Park Road, Bredbury, towards safer surface improvements in Bredbury Recreation Ground. The sums could also be awarded to Goyt Valley Play Area.
