6.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

The Chair welcomed Councillor Stuart Corris to his first meeting of the Werneth Area Committee following his election in the Bredbury & Woodley ward. The Chair also congratulated and welcomed Councillor Syd Lloyd who was re-elected in the Bredbury Green & Romiley ward.

 

The Chair also extended the Area Committee’s congratulations to William Wragg, the newly elected Member of Parliament for the Hazel Grove constituency and wished the retiring MP, Sir Andrew Stunell well in his retirement.

6.(ii)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Robin Boardman (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Werneth Area Committee.

 

·         The resurfacing of Beech Lane and Beerycroft Lane, Romiley had been completed.

·         A member of the public expressed concern in relation to the proposal to introduce a safety barrier on the footpath between the Sherwood Road entrance to Woodley Primary School and Station Road as this would reduce the width of the footway.

·         Concern was expressed in relation to the structural integrity of Bunkershill Road following works undertaken as part of the United Utilities sewer replacement scheme on Otterspool Road, Romiley which had involved the removal of part of the embankment which supported the highway above.

 

RESOLVED – That Robin Boardman be thanked for his attendance.

Sherwood Road to Station Road, Woodley-Barrier pdf icon PDF 90 KB

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report details a proposal to provide and install a safety barrier to prevent children running on road on the footpath between Woodley Primary (Sherwood Road entrance) to Station Road.

 

The Area Committee is recommended to give approval to the proposed works at an approximate cost of £717 to be funded from the Area Committee’s Delegated Budget (Bredbury and Woodley ward allocation).

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) detailing a proposal to provide and install a safety barrier to prevent children running on road on the footpath between Woodley Primary (Sherwood Road entrance) to Station Road.

 

RESOLVED - That approval be given to the provision and installation of a safety barrier to prevent children running on road on the footpath between Woodley Primary (Sherwood Road entrance) to Station Road at an approximate cost of £717 to be funded from the Area Committee’s Delegated Budget (Bredbury and Woodley ward allocation).

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report details a proposal to replace approximately 8 metre square of grassed area at each end of the central island of The Crescent, Bredbury with either bitmac or concrete following a request from local councillors.

 

The Area Committee is recommended to give approval to the proposed works at an approximate cost of either £1,137 (bitmac) or £1551 (concrete) to be funded from the Area Committee’s Delegated Budget (Bredbury & Woodley ward allocation).

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) providing an update on the activities that are being pursued to resolve the traffic issues associated with activities at Woodley Sports.

 

The following comments were made/ issues raised:-

 

·         A package of funding had been secured to provide improvements to the junction of Mill Lane and Hyde Road, Woodley to facilitate more efficient vehicular movements from Mill Lane into Hyde Road.

·         A further report was awaited on the outcome of investigations by the Planning Enforcement service into the implementation of the planning permission at Stockport Sports Village, Woodley.

·         In response to a member’s comment relating to the feasibility of introducing a signalised junction at Mill Lane and Hyde Road, it was stated that the cost of such a scheme would exceed the allocated funding for traffic improvements at this location.  In addition, it was stated that there would need to be modifications to the location of the current pedestrian crossing.

·         A member of the public commented that it would be useful if a public meeting were to be convened to allow members of the public the opportunity to contribute to the discussion on proposals relating to the future development of the Stockport Sports Village site and any potential solutions to ameliorate residents’ concerns.

·         Any forthcoming planning applications for the Stockport Sports Village site needed to be consulted upon widely and extensively.

 

RESOLVED – (1) That the Corporate Director for Place Management & Regeneration be requested to make the necessary arrangements for the convening of a public meeting with the residents of the Mill Lane Estate, Woodley to discuss the transport operations of the Stockport Sports Village, Woodley.

 

(2) That, at this stage, the Corporate Director for Place Management & Regeneration be requested to not proceed further with the current proposals for the modification of the junction of Mill Lane and Hyde Road, Woodley pending the outcome of the public meeting to be convened with the residents of the Mill Lane Estate, Woodley.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

 

One public question was submitted relating to an ongoing consultation on proposals to convert the existing 'free' Permit Parking Scheme on John Street, Romiley to a 'chargeable' Permit Parking Scheme and to include a number of properties on Stockport Road who access their properties from John Street which the new scheme.  The questioner expressed his view that the proposal would place significant additional pressure on the very limited parking capacity on John Street.

 

Members of the Area Committee replied that should the public have concerns in relation to the proposals, then these should be expressed in the form of formal objections to the Scheme which would subsequently be reported to the Area Committee to make a decision on whether or not to proceed with the proposal.

Open Forum

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

10.(iv)

Area Flexibility Funding - Move it or Lose It pdf icon PDF 245 KB

To consider any applications for Area Flexibility Funding or to receive feedback from organisations who have received funding.

Minutes:

Julie Burns attended the meeting and submitted an application on behalf of ‘Move It or Lose It’ for Area Flexibility Funding towards the cost of providing two free exercise classes to older people and less-able adults.

 

RESOLVED - That the Democratic Services Manager be requested to make a grant of £967 (£487 from the general fund and £480 from the ‘kickstart’ fund) to ‘Move It or Lose It’ towards the cost of providing two free exercise classes to older people and less-able adults.

Area Flexibility Funding - Romiley Rise & Shine Group pdf icon PDF 760 KB

Minutes:

A representative of the Democratic Services Manager submitted an application on behalf of the Romiley Rise & Shine Group for Area Flexibility Funding towards the cost of transportation to facilitate the Club’s annual ‘day out’.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £250 to the Romiley Rise & Shine Group towards the cost of transportation to facilitate the Club’s annual ‘day out’.

The Area Committee is requested to recommend that the Planning & Highways Regulation Committee grant planning permission.

A representative of the Chief Executive, Stockport Homes Ltd submitted a report (copies of which had been circulated) providing an update on progress in the delivery of Stockport Homes Neighbourhood Action Plans. The report also requested Councillors to comment on further issues which the Action Plans may address in 2015/2016.

 

The following comments were made/ issues raised:-

 

·         It was queried why the number of tenants with a disability in the Werneth area appeared to be significantly higher than the rate for the rest of the Borough.

·         It was stated that a number of activities were planned to be undertaken on the Mill Lane Estate by Stockport Homes over the course of the forthcoming year.

·         A discussion took place in relation to the measures put in place by Stockport Homes to tackle anti-social behaviour and whether there had been increase in reported incidents following recent changes to relax the age restriction of properties.

 

RESOLVED – That the report be noted.

Proposed Waiting Restrictions at Bredbury Park Way pdf icon PDF 90 KB

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report outlines the outcome of a consultation undertaken following an investigation into traffic issues on Bredbury Park Way as parked vehicles immediately north of the access to Endeavour House, are said to be causing reduced highway visibility for motorists exiting from the Endeavour House access creating a hazard.  The report details proposals for an extension to the existing ‘No Waiting At Any Time’ restrictions.

 

The Area Committee is recommended to give approval to the legal advertising of the following scheme, and, subject to no objections being received within 21 days from the advertisement date, the subsequent making of the order at a cost of £550 to be funded form the Area Committee’s Delegated Budget (Bredbury & Woodley ward allocation):-

Bredbury Park Way - West side, from a point 37 metres from the northerly kerb line of Corrie Way for a distance of 25 metres in a northerly direction.
