The Minutes (copies of which had been circulated) of the meeting held on 4 August 2014 were approved as a correct record and signed by the Chair.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to submit questions to the Area  Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

 

Three public questions were submitted relating to (i) proposed amendments to the Definitive Map and Statement for Stockport in respect of the footpath at Healdwood Road, Woodley; (ii) why the footway on Oxford Drive had only been partially resurfaced; and (iii) parking enforcement outside Werneth and Harrytown High Schools.

 

The question relating to parking enforcement outside Werneth and Harrytown High Schools was answered at the meeting.

 

RESOLVED – (1) That the Corporate Director for Place Management and Regeneration be requested to submit a report to the next meeting of the Area Committee in relation to any proposed amendments to the Definitive Map and Statement for Stockport regarding the footpath at Healdwood Road, Woodley.

 

(2) That, in respect of the question relating to the footway on Oxford Drive, Woodley, in accordance with the Code of Practice, the Democratic Services Manager be requested to respond to the questioner in writing within seven days.

4.(iii)

Public Realm

The Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Alan Whitfield (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Werneth Area Committee.

 

The following comments were made/ issues raised:-

 

·         The Council had investigated an incident of fly-tipping on Welkin Road, Bredbury from which evidence of the dumped material’s origin had been recovered.  The business was contacted and had provided details of the company which had been contracted to remove the material.

·         A further investigation into an incident of fly-tipping on land at Bredbury Green Civic Hall, off Agecroft Road, Bredbury was ongoing and evidence had been retrieved.

·         Clarification was requested on the phasing of the works associated with the grant made by central government in June 2014 for pothole repairs.

 

RESOLVED – That Alan Whitfield be thanked for his attendance.

Petitions

To receive petitions from members of the public and community groups.

 

Greave Primary School

 

To report on the receipt of a petition signed by 118 signatories requesting improvements to the traffic calming measures outside Greave Primary School (to include school flashing warning signs and road markings between the junction of Oxford Drive and the entrance to Greave Primary School) and for zebra crossings to be installed (i) inbetween the junction of Oxford Drive and the school entrance; and (ii) inbetween the Foresters Arms and the junction of Cowlishaw Brow.

A representative of the Democratic Services Manager reported on the receipt of a petition signed by 118 signatories requesting improvements to the traffic calming measures outside Greave Primary School, Woodley.

 

RESOLVED – That the petition be referred to the Corporate Director for Place Management and Regeneration for investigation.

The report provides details of the proposed Town Centre Access Package and consultation process.

 

The Area Committee is recommended to comment on the on the individual schemes proposed as part of the package.

Sue Stevenson (Investing in Growth Manager, Stockport Council) attended the meeting to present a report providing details of the proposed ‘Town Centre Access Package’ and outlined the consultation process that would be followed.

 

The package of proposals that affected the area represented by the Werneth Area Committee included:-

 

·         The upgrade of a crossing on Stockport Road West to allow pedestrian and cycle use including footway widening to allow provision of off road cycle route between Osborne Street and Elm Tree Road, Bredbury.

·         A new pedestrian and cycle path proposed to link Vernon Park to Stockport Road West and an off-road route proposed along New Bridge Lane.

·         A new pedestrian and cycle path proposed in Woodbank Park linking the park to Dark Lane, Bredbury which would include a new pedestrian/ cycle river crossing over the River Goyt.

·         Surface improvements to the route between Dark Lane and Clapgate, Bredbury.

 

The following comments were made/ issues raised:-

 

·         The proposed cycleway on Stockport Road West consisted of two very short lengths of designated cycleway which did not contribute to a wider cycleway scheme and it was questioned whether this would provide any significant contribution to road safety or the ability of cyclists to effectively and safely negotiate this junction.

·         The proposed cycleway alongside the River Goyt would require significant earthworks to ensure that it provided a surface suitable for cycling in the light of the topography of that area and the cost and logistics associated with this would need to be closely evaluated.

·         Concern was expressed by the operators of Middle Farm, Bredbury as to the effect of the proposed new bridge and cycleway on the safe and efficient operation of their business.

·         It was commented that there was already a bridge crossing the River Goyt in this area which, with suitable amendments to the proposed cycleway route, could avoid the additional expense of constructing a further crossing.

 

RESOLVED – That the comments expressed by the Area Committee and members of the public be taken into consideration as part of the consultation on the Town Centre Access Package proposals.

To consider any applications for Area Flexibility Funding or to receive feedback from organisations who have received funding.

The report details a proposal to resurface part of Barrack Hill Close, Bredbury.

 

The Area Committee is recommended to give approval to the part resurfacing of Barrack Hill Close, Bredbury at a cost of £9,500 to be funded from the Area Committee’s Highway Maintenance and Traffic Management Delegated Budget.

Road safety in the vicinity of Harrytown and Werneth High Schools

This item has been placed on the agenda at the request of Councillor Syd Lloyd.

Minutes:

The Chair report that this item had been placed on the agenda at the request of Councillor Lloyd.

 

Councillor Lloyd reported that there had recently been a road traffic accident involving a pupil from Harrytown Catholic High School and that the school had requested the Council to consider additional measures to reduce the speed of traffic in the vicinity of the school.

 

RESOLVED – That the Corporate Director for Place Management & Regeneration be requested to convene a meeting with the Bredbury Green & Romiley ward spokespersons to discuss potential solutions to the problems being experienced on Harrytown and Bredbury Green, Bredbury.
