Community Engagement

4.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

The Chair announced that the Friends of Tangshutt Park were (subject to Area Committee approval) seeking to hold a ‘May Day Celebration’ event on 5 May 2014 on Tangshutt Playing Fields and the meadow area of Tangshutt Local Nature Reserve.

 

The Chair further stated that the recently opened St Marks’ Foodbank was operating well and that the Council had worked to increase the resources available to the network of foodbanks in the Stockport area.

4.(ii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to put questions to the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

 

One public question was submitted relating to whether an update could be provided with regard to the Highgate Day Centre, Bents Avenue, Bredbury.

 

In response, it was stated that following interventions from local councillors, proposals were now being developed to bring the centre back into use which were scheduled to be considered by the Area Committee at its next meeting on 14 April 2014.

4.(iii)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Alan Whitfield (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Werneth Area Committee.

 

The following comments were made/ issues raised:-

 

·         Evidence had been retrieved following a number of reported incidents of fly-tipping.

·         A number of fridges and freezers had been abandoned on the public highway which had been removed.  It was commented that such items would be collected by the Council for free.

·         Work was shortly due to commence on the resurfacing of the footways on Guywood Lane, Romiley.

·         The part resurfacing of Roundcroft and St Aldates, Romiley had been completed.

·         Cowlishaw Road, Romiley was scheduled to be part resurfaced with the work due to begin by the end of March 2014.  A member of the public requested that consideration be given to the application of non-slip surfacing as part of these works to provide better grip for horse riders.

·         A discussion took place with regard to the ongoing sewer works on Otterspool Road, Romiley and the resultant significant disruption for traffic and local businesses. It was suggested that the projected nine month duration of the works could be reduced by a combination of extended working hours and weekend working.

 

RESOLVED – (1) That Alan Whitfield be thanked for his attendance.

 

(2) That the Corporate Director for Place Management and Regeneration be requested to liaise with United Utilities to seek additional methods of reducing the impact of the highway works on Otterspool Road, Romiley.

The report provides an update on the progress of the delivery of Stockport Homes’ Neighbourhood Action Plans.

A representative of the Chief Executive of Stockport Homes submitted a report (copies of which had been circulated) providing an update on the progress of the delivery of Stockport Homes’ Neighbourhood Action Plans.

 

The following comments were made/ issues raised:-

 

·         The information disseminated to councillors by Stockport Homes relating to the impact of welfare reform on tenants was welcomed.

·         The recent works at the Cherry Tree Community Centre had significantly improved the facility for its users, and the thanks of the Area Committee were extended to Stockport Homes and the contractors working on the Centre.

 

RESOLVED – That the report be noted.

The report details a request to extend the area currently occupied by the Agricultural Rural Centre at Quarry Road, Romiley, Stockport.

 

The Area Committee is recommended to note the the report and provide any comments on the request that a five year lease be granted to Paula Forth in respect of the land as shown single and cross hatched on the attached plan for the purposes mentioned in this report.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) detailing a request to extend the area currently occupied by the Agricultural Rural Centre at Quarry Road, Romiley, Stockport by way of a five year lease in respect of land shown as single and cross hatched on the plan attached to the report.

 

Concern was expressed with regard to the loss of public open space, particularly in the light of the distance that residents would need to travel to alternative recreational open space.

 

RESOLVED - That the Corporate Director for Place Management and Regeneration be recommended to negotiate further with the proposed lessor to reduce the proposed extent of the land subject to be leased to enable a proportion of the site to continue to be used as public open space by the local community.

Sandy Lane Traffic Calming Review, Romiley pdf icon PDF 48 KB

To consider a report of the Corporate Director for Place Management and Regeneration.

 

The report details the results of an investigation with regards to the traffic calming measures introduced on Sandy Lane, Romiley, in 2009, as requested at the Area Committee meeting of 3 February 2014.  This report was requested in response to a public question inferring that there were a number of accidents that had occurred on Sandy Lane, Romiley since 2009 which were linked to the traffic calming measures.

 

The Area Committee is requested to recommended that the Executive Councillor (Economic Development and Regeneration) takes no further action.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) detailing the results of an investigation with regards to the traffic calming measures introduced on Sandy Lane, Romiley, in 2009. 

 

This report had been requested by the Area Committee at its meeting on 3 February 2014 in response to a public question which had inferred that there were a number of accidents that had occurred on Sandy Lane, Romiley since 2009 which were linked to the introduction of traffic calming measures at that location.

 

The following comments were made/ issues raised:-

 

·         It was noted that the report identified that the mean average speeds on Sandy Lane following the introduction of the scheme were within the speed limit; however residents had reported that vehicles travelled at speeds of up to 60mph.

·         Concern was expressed in relation to the accuracy of the ‘Police STATS19 Accident Data Records’ which stated that there had been one incident on Sandy Lane.  A local resident reported that there had been an accident at this location on Sandy Lane to which both the police and ambulance services had been called since the last meeting of the Area Committee.

 

RESOLVED – (1) That the report be noted.

 

(2) That the Corporate Director for Place Management and Regeneration be requested to undertake additional works to the bollards in Sandy Lane, Romiley to improve their visibility to vehicular traffic.

 

(3) That the Corporate Director for Place Management and Regeneration be recommended to undertake a further reassessment of the traffic calming measures on Sandy Lane, Romiley following the implementation of the outstanding planning developments that had been approved in the immediate vicinity.

10.

Highways Act 1980 Section 119, Diversion of the western section of footpath 91 Bredbury & Romiley pdf icon PDF 33 KB

The report details a proposal to divert a section of footpath 91 Bredbury & Romiley from a route shown by a solid black line between points A - B to a route shown by a broken black line between Point A- B as shown in the plan attached at Appendix 1 to the report.

 

The Area Committee is recommended to give approval to the making of an order under section 119 of the Highways Act 1980 to divert that part of footpath 91 Bredbury & Romiley shown as a solid black line marked as A – B to a broken black line marked A – B on the plan at Appendix 1 to the report.

RESOLVED - That the Executive Councillor (Economic Development and Regeneration) be recommended to give approval to the following scheme at a cost of £1,000 to be funded from the Strategic Network Budget:-

Werneth Road - West side from a point level with the projected Northerly kerb line of Werneth Low Road for a distance of 8 metres in a Northerly direction.

 

Revoke No Waiting Monday to Friday 8am – 6pm

 

Werneth Road - South West side from a point 15 metres North West of the North Westerly kerb line of Oxford Drive for a distance of 37 metres in a South easterly direction.

Osborne Street - South side from a point 10 metres West of the Westerly kerb line of Dark Lane in an Easterly direction to a point level with the projected Westerly boundary line of No. 98 Osborne Street.

 

Yew Tree Drive - Both sides from the Northerly kerb line of Osborne Street for a distance of 12 metres in a Northerly direction.

 

Dark Lane - West side from the junction with Osborne Street in a Southerly direction to the limit of Adopted Highway (a distance of approx. 148 metres).

RESOLVED – That the Corporate Director for Place Management and Regeneration be advised that the Area Committee support the proposals, insofar as they affect the area represented by the Area Committee, namely the grant of a temporary occupational agreement to Step Out in respect of the Ada Kay Resource Centre.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) detailing an application from the Friends of Tangshutt Park for the use of Tangshutt Park on the 5 May 2014 for their annual May Day Event.

 

RESOLVED – That approval be given to the use of Tangshutt Playing Fields and the meadow area of Tangshutt Local Nature Reserve by the Friends of Tangshutt Park on 5 May 2014 between 11.00 and 15.00 hours for a ‘May Day Celebration’ event subject to the submission of a comprehensive risk assessment for the proposed event.
