Neighbourhood Policing Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team. Minutes: A representative of the Democratic Services Manager reported that there were no representatives of Greater Manchester Police present at the meeting. |

Public Question Time Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres. You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions. Minutes: Members of the public were invited to put questions to the Chair and members of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.
One public question was submitted relating to the Application Guidelines for the Area Flexibility Grant Fund and whether an application previously considered by the Area Committee had fully complied with these.
In response, it was stated that members had been satisfied that the application had been in accordance with the Guidelines and that the Area Committee had exercised its judgement in the consideration of the application in question. However, it was requested that the applicant be contacted to provide feedback on the use of the funding and the number of young people in the Werneth area who had benefited from the use of the grant. |

Public Realm The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality. Minutes: Alan Whitfield (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Werneth Area Committee.
The following comments were made/ issues raised:-
· Ongoing roadworks on Stockport Road West, Bredbury by the Council and United Utilities to resolve drainage issues was scheduled to be completed within the coming two weeks. · A programme of weed spraying throughout the Borough was completed at the beginning of November. · A number of warning letters had been sent with regard to flyposting on Stockport Road West and Ashton Road in the Werneth area. · An investigation was ongoing in relation to evidence that had been recovered from an incident of flytipping on Ruskin Grove, Bredbury.

To consider an application for £1,000 for funding towards the cost of rejuvenating two areas of land adjacent to the Woodley Allotments site.
(b) St Mark’s Parochial Church Council
To consider an application for £1,000 for funding towards the cost of redeveloping an area of land adjacent to St Mark’s Church, Woodley. Additional documents:

Mr Roy Preston attended the meeting and submitted an application on behalf of the Woodley Allotment Association for Area Flexibility Funding towards the cost of rejuvenating two areas of land adjacent to the Woodley Allotments site.

Annual Review of Outcomes Tour PDF 22 KB To consider a report of the Service Director (Place Development).
The report outlines the proposed arrangements for the Annual Review of Outcomes Tour and requests the Area Committee to submit their recommendations for a completed development site within their area to be included on the list of sites to be inspected by the Tour delegates. In addition the Area Committee is asked to provide nominations for delegates to attend.
The Area Committee is recommended to:-
(1) Nominate a completed development site to be included on the list of sites to be inspected on the Annual Review Tour.
(2) Nominate Members to attend the Annual Review Tour on Friday, 15th March 2013.

Minutes: (NOTE: The Chair was of the opinion that this item, although not included on the agenda, should be considered as a matter of urgency in accordance with Section 100 B(4)(b) of the Local Government Act 1972 to enable the Area Committee to make nominations for the Annual Review of Outcomes Tour sufficiently in advance of the proposed date of the Tour to enable the necessary logistical arrangements to be made).
A representative of the Democratic Services Manager submitted a report of the Service Director (Place Development) (copies of which had been circulated) detailing proposals to hold the Annual Review of Outcomes Tour on Friday, 15th March 2013 and requesting the Area Committee to submit a recommendation for a completed development site within the Werneth area to be included on the list of sites to be inspected by the Tour delegates. In addition the Area Committee was also asked to provide nominations for delegates to attend.
RESOLVED – (1) That the Annual Review of Outcomes Tour be requested to inspect the development at Woodley Sports Centre, Woodley.

Hillside Road, Pennine Road, Werneth Road Proposed Traffic Regulation Order, Woodley PDF 36 KB To consider a report of the Service Director (Place Management).
The report details the results of a public consultation exercise which was carried out in October 2012 regarding proposed waiting restrictions on Hillside Road, Pennine Road and Werneth Road, Woodley and seeking approval to proceed with the implementation of the waiting restrictions and associated Traffic Regulation Orders.
The Area Committee is requested to give approval to a package of proposed No Waiting At Any Time waiting restrictions on Hillside Road, Pennine Road and Werneth Road, Woodley and to recommend that the Executive Councillor (Economic Development & Regeneration) gives approval to those proposals which fall within 15 metres of the kerbline of a strategic or district distributor road.

RESOLVED – That the Executive Councillor (Economic Development and Regeneration) be recommended not to proceed with the proposals. |

The report seeks approval to make an Experimental ‘No Waiting at Any Time’ Traffic Regulation Order (ETRO) on Range Drive, Woodley permanent following concerns that on street parking on Range Drive close to its junction with Pennine Road was causing a safety hazard by reducing highway widths, resulting in head on encounters.
The Area Committee is requested to recommend that the Executive Councillor (Economic Development & Regeneration) gives approval to the following:-

Range Drive, Woodley, both sides from the easterly kerb line of Pennine Road for a distance of 10 metres in an easterly direction.

The representative of the Democratic Services Manager reported that since the agenda had been issued, a further request for the Area Committee to make a reappointment of a governor at Woodley Primary School (Liberal Democrat nomination) had been made.
RESOLVED – (1) That the Executive Councillor (Lifelong Learning and Achievement) be recommended to approve the appointment of Mrs M Nutall to the vacancy at St Mark’s CE Primary School.
(2) That notwithstanding the Area Committee having no objection to the reappointment of Mrs M Nutall to the Governing Body of Woodley Primary School, the Executive Councillor (Lifelong Learning and Achievement) be recommended to take no action pending clarification of whether the action was necessary in the light of previous recommendations made by the Area Committee in relation to this Governing Body. |

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.
