Minutes: A representative of the Democratic Services Manager reported that there were no representatives of Greater Manchester Police present at the meeting. |

Public Question Time Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. Public Realm The local Area Conditions Officer and the Highways Officer will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality. Minutes: Alan Whitfield (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Werneth Area Committee.
The following comments were made/ issues raised:-
· The Dog Warden service was continuing to monitor Woodley Precinct following complaints in relation to dog fouling. · There had been a report of fly-tipping at Bredbury Green Civic Hall which had now been removed from the site, however no evidence was recovered which would enable the offender to be identified. · Work was being undertaken with the Community Payback teams to remove litter and overgrown vegetation throughout the Werneth area. · Since the last meeting of the Area Committee progress had been made through the list of scheduled works in the Capital Programme, including the resurfacing of Werneth Low Road and Carlton Avenue, Romiley and Broadway, Bredbury. · A drain had collapsed on Hyde Road, Woodley and reinstatement works had now been completed such that the temporary traffic lights currently on site would shortly be removed.
In addition, members continued to express their ongoing concern in relation to the surface adhesion of the tiled footway outside the NatWest Bank in Romiley District Centre as a result of sap accumulations from an overhanging tree which had initially been reported at the last meeting of the Area Committee on 23 August 2012. The Area Committee was advised that the site had since been inspected and had been found to meet current highway specifications. However, notwithstanding the outcome of the inspection, members reported that there had been further instances of residents falling at this location which continued to call into question the safety of this particular type of pavement surfacing at this particular location.
RESOLVED – (1) That Alan Whitfield be thanked for his attendance.
(2) That the Service Director (Place Management) be requested to investigate further possible solutions to the surface adhesion problems on the footway outside the NatWest Bank in Romiley District Centre. |

To consider a petition received from residents of Reeman Close, Woodley requesting the creation of a Residents Only Parking Scheme. Minutes: One petition with seven signatories was submitted by residents of Reeman Close, Woodley requesting the creation of a Residents Only Parking Scheme.

Open Forum Stockport Kill the Chill/ Toasty Stockport
To consider a presentation from Clare Redfern (Strategic Housing) in relation to the ‘Toasty Stockport’ campaign which ends in December and which offers free cavity wall and loft insulation to all private sector residents.
The ongoing ‘Kill the Chill’ campaign offers vulnerable residents a support programme from the Council to improve their energy usage. Minutes: Stockport Kill the Chill/ Toasty Stockport
Clare Redfern (Strategic Housing, Stockport Council) attended the meeting to advise the Area Committee that the ‘Toasty Stockport’ campaign which offered free cavity wall and loft insulation to all private sector residents was scheduled to end in December and that those residents who had not yet availed themselves of the service needed to register by the end of November.

The report details the provision of the borough’s festive lights and festive trees, notably in the Town Centre, the District Centres and several key Local Centres.

The representative of the Service Director (Place Development) circulated detailed plans of the proposed location of festive lights and trees within the Romiley District and Woodley Local Centres and examples of the type of lights that would be installed as part of the programme.
The following comments were made/ issues raised:-
· The new festive lighting would be provided only in white as this had been identified as being most visually attractive. · It was commented that a local community group had procured lights separate from the provision made by the Council for installation in areas not served by the Council’s schemes. Members stated that although these lights were stored by the Council they should not be disposed of and that they should continue to be installed by the Council as had been agreed in previous years. · It was requested that it be confirmed that pea lights would continue to be provided in trees at the junction of Sandy Lane and Compstall Road; and Lyme Grove and Compstall Road, Romiley. · It was requested that the feasibility of providing additional lighting in trees on Compstall Road, Romiley be investigated to replace those that had previously been damaged. · Clarification was sought in relation to the type of tree that would be provided in Woodley Local Centre. · It was requested that consideration be given in future years to the maintenance of the nativity scene installation provided for the Werneth area.
RESOLVED – That the report be noted and the comments of the Area Committee be take into consideration during the planning of the provision of festive lights and trees for the Werneth area. |

Potential Cycle Projects for the Transportation Capital Programme PDF 30 KB To consider a report of the Service Director (Place Management).
The report details proposals for potential cycle projects that could be included within the transportation capital programme to encourage cycling to local and district centres for 2012/13.
The Area Committee is recommended to consider and comment on the list of potential schemes and identify their priorities to enable a final programme to be developed for approval by the Executive Member for Economic Development and Regeneration.

The report details a proposal to introduce a No Waiting At Any Time Traffic Regulation Order on Barrack Hill Close, Bredbury.
The Area Committee is recommended to give approval to the following scheme and that the Executive Councillor (Economic Development and Regeneration) gives approval to that element of the scheme that fell within 15 metres of the kerb line of a strategic or district distributor route:-

Barrack Hill Close, Bredbury North side from a point approximately 4.6 metres east of the eastern kerb line of George Lane (to tie in with existing restrictions) for a distance of approximately 56 metres in an easterly direction (including the southerly return).
