To approve as a correct record and sign the Minutes of the meeting held on 17 October 2022.

The Minutes (copies of which had been circulated) of the meeting held on 17 October 2022 were approved as a correct record and signed by the Chair.

Councillors and officers were invited to declare any interests which they had in any of the items on the agenda for the meeting.

Personal & Prejudicial Interest

To receive any announcements from the Chair about local community events or issues.

The Chair reported on the successful and well-attended Christmas light switch-on in Romiley that had been held on Saturday, 19 November 2022.  It was further reported that the Christmas light-switch on held in Woodley on Saturday, 26 November 2022 had also been similarly successful.

The Chair then stated that a planning application had now been submitted in relation to a proposed large development at Godley Green in Tameside.  It was noted that although the proposed development sat outside the boundaries of Stockport, it would nonetheless have an impact on adjacent areas by virtue of its scale.  The Chair encouraged residents to submit any comments in relation to the proposed development on Tameside Council’s planning website.

The Chair welcomed the recent police activity within the area as a result of Operation Avro that had resulted in high profile and visible policing taking place.

Finally, the Chair welcome the launch of the Warm Spaces scheme in Stockport.  It was stated that there were a number of buildings within the Werneth area that would be operated by the Council as ‘warm spaces’ and that there was a map on the Council’s website to show where these were. 

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to put questions to the Chair on any matters in the powers or duties of the Area Committee, subject to the exclusions set out within the Code of Practice.

One public question was submitted where the questioner was not in attendance at the meeting and in accordance with the Code of Practice, the Chief Executive was requested to respond to the questioner in writing.

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

A representative of the Assistant Director – Legal & Democratic Governance (Monitoring Officer) reported that no organisations had indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

To consider an application for Ward Flexibility Funding received from Bee Sober CIC for a grant of £84.50 towards the cost of organising walk and talk events, supplying refreshments, and the printing of leaflets and posters to increase awareness to support those in recovery.

A representative of the Assistant Director – Legal & Democratic Governance (Monitoring Officer) submitted an application received on behalf of Bee Sober CIC for a grant from the Ward Flexibility Budget towards the cost of organising walk and talk events, supplying refreshments, and the printing of leaflets and posters to increase awareness to support those in recovery.

RESOLVED – That approval be given to an application from Bee Sober CIC for a grant of £84.50 from the Ward Flexibility Budget towards the cost of organising walk and talk events, supplying refreshments, and the printing of leaflets and posters to increase awareness to support those in recovery.

To consider an application for Ward Flexibility Funding received from the Cheshire Regiment Association for a grant of £63.16 to support members of the Cheshire Regiment Association to attend a commemoration event.

(NOTE: The Chair was of the opinion that this item, although not included on the agenda, should be considered as a matter of urgency in accordance with Section 100B(4)(b) of the Local Government Act 1972 (as amended) in order that the Area Committee could consider the application in advance of the proposed event taking place).

A representative of the Assistant Director – Legal & Democratic Governance (Monitoring Officer) submitted an application received on behalf of the Cheshire Regiment Association for a grant from the Ward Flexibility Budget to support members of the Cheshire Regiment Association to attend a commemoration event.

RESOLVED – That approval be given to an application received from the Cheshire Regiment Association for a grant of £63.16 from the Ward Flexibility Budget to support members of the Cheshire Regiment Association to attend a commemoration event.

To consider a report of the Corporate Director for Place Management & Regeneration.

The following development applications will be considered by the Area Committee:-

A representative of the Assistant Director – Legal & Democratic Governance (Monitoring Officer) outlined the procedure for public speaking on planning applications.

Proposed development comprising of Class B2, B8 and E(g) (iii) units, associated parking, landscaping and infrastructure.

The Area Committee is requested to recommend that the Planning & Highways Regulation Committee grants planning permission subject to:-

·         the receipt of revised plans to address the residual, detailed design issues highlighted by the Council’s Highway Engineer;

·         the imposition of necessary planning conditions;

·         completion of Section 106 agreement to secure biodiversity net gain habitat enhancements and £7500 funding for the necessary traffic regulation orders and formal Quiet Lane status on Castle Hill to help ensure safe and practical access arrangements.

To consider a report of the Strategic Head of Service (Legal & Democratic Governance and Monitoring Officer).

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action within the Werneth Area Committee area.

A representative of the Assistant Director – Legal & Democratic Governance (Monitoring Officer) submitted a report (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Werneth Area Committee.

To consider a report of the Director of Development & Regeneration.

The report provides an update on the Council’s partnership with the Institute of Place Management in supporting the development of Romiley District Centre.

The Area Committee is requested to:

(1) Note and comment on the final report from the Institute of Place Management on Romiley District Centre.

(2) Authorise the District Centre Manger, in collaboration with local stakeholders, to develop an Action Plan for Romiley District Centre based on the recommendations in the Institute of Place Management Report.

(3) Request that the District Centre Manager reports progress on delivering the Action Plan to the Area Committee on a quarterly basis.

A representative of the Director of Development & Regeneration submitted a report (copies of which had been circulated) providing an update on the Council’s partnership with the Institute of Place Management in supporting the development of Romiley District Centre.

The following comments were made/ issues raised:-

·         The local stakeholder workshop held in Romiley on 10 March 2022 had been very successful.

·         It was noted that work was due to take place on the underpass at Romiley Station in the New Year, and the platform canopies were scheduled to be replaced in February 2023.

·         The suggestion of a young people’s market was welcomed.

·         The quality of the evidence used was noted, with particular regard to footfall counts and conversations with stakeholders.

·         Compstall Road can be perceived as barrier or divide in the district centre.

·         Concern had been expressed in relation to a perception that investment was being focussed on certain parts of Romiley.

·         It was important that the district centre was made accessible to all residents.

·         It was suggested that copies of the report should be made widely available, including at Bredbury Library.

·         It was stated that while the Area Committee would welcome regular reports on progress in delivering the action plan, this need not be on a quarterly basis.

RESOLVED - (1) That the report be noted.

(2) That the District Centre Manger, in collaboration with local stakeholders, be authorised to develop an Action Plan for Romiley District Centre based on the recommendations in the Institute of Place Management Report.

(3) That the District Centre Manager be requested to report progress on delivering the Action Plan to the Area Committee.

To consider a report of the Director of Place Management.

This report provides results of a consultation on the City Region Sustainable Transport Settlements (CRSTS) proposals to improve active travel routes between Bredbury and Woodley, which include the improvement of existing unbound footpaths / bridleways, modifications to existing junctions to improve safety and creating new cycling links to Woodley Precinct.

RESOLVED – (1) That the Cabinet Member for Economy & Regeneration be recommended to give approval to the implementation of the scheme and the legal advertising of the associated Traffic Regulations as detailed at Appendix B to the report, and subject to the receipt of no objections within 21 days, the subsequent making of the orders.

(2) That the Cabinet Member for Economy & Regeneration be recommended to give approval to the following scheme elements:-

(i)            Section A – Resurfacing of existing bridleway between Bredbury Parkway and Mill Lane;

(ii)          Section B – Resurfacing of existing footpath between Mill Lane Recreation Ground and Stockport Road East with street lighting provided and a new cycling and walking link from Rodney Drive to that path;

(iii)         Section C – New junction layout provided at Rodney Drive / Mill Lane junction;

(iv)         Section D – New road closure for vehicular traffic at Hyde Road / Mill Lane (west);

(v)          Section E – New cycle link from Mill Lane (west) to the Toucan crossing on Hyde Road at Woodley Precinct;

(vi)         Section F – Upgrading of the existing crossing on Hyde Road from a puffin to a toucan crossing.

(vii)        Section G – To allow cycling on paths within Woodley Precinct.

The report details the findings of a consultation exercise and seeks approval for the introduction of a Traffic Regulation Order 'No Waiting At Any Time' on Elm Street, Bredbury and other nearby roads.

The Area Committee is recommended to give approval to the legal advertising of the following Traffic Regulation Orders, and subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders at a cost of £1,100 to be funded from the Area Committee’s Delegated Budget (Bredbury & Woodley ward allocation):-

The report details an objection made in relation to the proposed Traffic Regulation Order 'No Waiting At Any Time' (double yellow lines) on Lansdowne Avenue, Romiley.

The Area Committee is requested to recommend that the Cabinet Member for Highways, Parks and Leisure Services makes the orders as advertised.

A representative of the Director of Place Management submitted a joint report of the Director and the Assistant Director – Legal & Democratic Governance (Monitoring Officer) (copies of which had been circulated) detailing an objection made in relation to the introduction of a 'No Waiting At Any Time' Traffic Regulation Order on Lansdowne Avenue, Romiley.

It was commented that the proposal outlined in the report sought only to regularise existing rules in relation parking at junctions which would then permit civil enforcement officers to issue fines for future contraventions.

RESOLVED - That the Cabinet Member for Highways, Parks and Leisure Services be recommended to make the orders as advertised.

To consider a report of the Director of Place Management.

The report details an application received from Friends of Chadkirk Country Estate for a Wassail Event to take place on Saturday the 7th of January 2023.

The Area Committee is recommended to grant the application subject to all appropriate paperwork, licences and fees being submitted to the Council at least one week prior to the event taking place.

To consider a report of the Strategic Head of Service (Legal & Democratic Governance and Monitoring Officer).

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.

The Area Committee is recommended to note the report.

A representative of the Assistant Director – Legal & Democratic Governance (Monitoring Officer) submitted a report (copies of which had been circulated) updating the Area Committee on progress on decisions taken by the Area Committee since the last meeting and the current position on the Area Flexibility and the Delegated budget.

The following comments were made/ issues raised:-

·         It was noted that the Area Committee was due to consider matters related to pollution in local waterways at a future meeting.

·         An allocation of Ward Flexibility Funding had been returned to the Area Committee’s budget by an applicant that no longer required the funding.
