To approve as a correct record and sign the Minutes of the meeting held on 9 December 2019.

The Minutes (copies of which had been circulated) of the meeting held on 9 December 2019 were approved as a correct record and signed by the Chair.

Councillors and officers were invited to declare any interests which they had in any of the items on the agenda for the meeting.

No declarations of interest were made.

To receive any announcements from the Chair about local community events or issues.

The Chair announced that a number of events had been held during the course of the day, both locally and nationally, to mark International Holocaust Remembrance Day, and that a further event was due to be held later in the day at 7.00 pm at Stockport’s Central Library.

The Chair then referred to a recent fire that had taken place at an industrial unit at Bredbury which had been attended by ten fire appliances. The Chair expressed her thanks to the Greater Manchester Fire and Rescue Service for their work in bringing the fire under control.

Finally, it was reported that the Romiley Village Market would be taking place on Saturday, 1 February 2020 between 9.30 am and 3.30 pm.  It was stated that the market would continue to take place throughout the year on the first Saturday of the month.

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to submit questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee.

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

A representative of the Deputy Chief Executive reported that the Public Realm Inspector had been unable to attend the meeting, however it was stated that any outstanding issues relating to the public realm that councillors and members of the public wished to raise at the meeting would be reported back to the appropriate officer for a response following the meeting.

The following comments were made/ issues were raised:-

·         The slot drains in the footways on either side of Compstall Road in the centre of Romiley had become silted up causing water to pool during periods of heavy rainfall.

·         A significant proportion of the gullies on the southbound carriageway of  George Lane, Bredbury from its junction with Hyde Road were blocked.

RESOLVED – That the issues raised be referred to the Public Realm Inspector.

To receive petitions from members of the public and community groups.

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

A representative of the Deputy Chief Executive reported that no organisations had indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

To consider any applications for Area Flexibility Funding or to receive feedback from organisations who have received funding.

There were no applications to consider.

It was commented that there remained a surplus within the Ward Flexibility Budget and it was suggested that efforts be undertaken to contact local community organisations within the Werneth area to promote the availability of funding.

A representative of the Deputy Chief Executive submitted a report (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Werneth Area Committee.

To consider a report of the Corporate Director for Place Management & Regeneration.

The report details an application received from the Friends of Romiley Park to hold their annual Community Fun Day in the park on Saturday 20th June 2020 from 11am - 3pm, with access from 8am - 5pm.

The Area Committee is recommended to grant the application.

A representative of the Deputy Chief Executive submitted a report of the Corporate Director for Place Management & Regeneration (copies of which had been circulated) detailing an application from the Friends of Romiley Park to hold a Community Fun Day at Romiley Park on 20 June 2020.

A representative of the applicant was also in attendance to answer councillors’ questions.

The following comments were made/ issues raised:-

·         The Friends of Romiley Park encouraged members of the local community to become involved in its wider activities which were advertised on the park’s noticeboard or through the organisation’s Facebook page.

·         A discussion took place in relation to a recent communication relating to the insurance requirements of those organisations that wished to have a stall at the Fun Day.  In response, it was stated that it was understood that while the event itself would require insurance, this did not extend to individual stallholders, however this would be clarified with officers from within the Council’s Greenspace Team.

·         It was commented that local councillors had previously requested a stall at the event, however this had been declined in past years.  In response, it was stated that the Friends had discussed this matter and had agreed that their approach was to be a non-political organisation and for the Fun Day itself to be perceived by the public to be non-political.  It was also suggested that councillors already had access to other avenues to publicise their activities that were not necessarily available to other community-based organisations.

·         Concern was expressed in relation to the disposal of bagged waste generated by the event. In response it was stated that the waste management arrangements for the event were being reviewed and discussed with officers in the Greenspace Team.

RESOLVED – That the application be granted.

To consider a report of the Corporate Director for Place Management & Regeneration.

The report details the results of a consultation on the Mayor’s Challenge Fund (MCF) proposal for creation and upgrading of foot and cycle routes between Lower Bredbury and Brinnington including creation of a Bridleway.

The Area Committee is recommended to:-

(1) Consider the contents of the report, noting the results of the recent consultation exercise carried out with residents and businesses in the Brinnington and Bredbury areas.

(2) Authorise the Council to enter into a dedication agreement with private landowners to create a public right of way (bridleway) to enable adoption by the Council and to authorise/approve the Council to designate a public right of way (bridleway) across Council land as detailed in Appendix C of this report.

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) detailing the results of a consultation on the Mayor’s Challenge Fund (MCF) proposal for creation and upgrading of foot and cycle routes between Lower Bredbury and Brinnington including the creation of a Bridleway.

The following comments were made/ issues raised:-

·         Concern was expressed in relation to the alternative alignment of the proposed bridleway over land owned by the Council as it passed through a field leased by the Council to a third party for the keeping of horses and there was the potential for conflict between these uses.  In response, it was stated that the Council aimed to deliver its original proposed alignment.

·         A discussion took place in relation to the proposed measures to delineate the bridleway as it passed through Warth Meadow Playing Fields.  It was identified that the intention was to provide a fenced path with a clearly indicated walking route.  It was also noted that similar arrangements had been put in place at other locations in the borough, such as at Brabyns Park, which had not resulted in issues of conflict between the different uses.

·         It was noted that a number of respondents to the consultation had identified the misuse of motorcycles as a potential issue.  It was stated that work was taking place to ensure that the route was as accessible as possible while also limiting the opportunities for access to the route by motorcycles.

RESOLVED – (1) That the results of the recent consultation exercise carried out with residents and businesses in the Brinnington and Bredbury areas in relation to the proposal to enhance the walking and cycling link between Lower Bredbury and Brinnington be noted.

(2) That approval be given to the designation of a permissive path (as detailed in Appendix B of the report) and to authorisation be given for the Council to enter into a dedication agreement with private landowners to create a public right of way (bridleway) to enable adoption by the Council and to authorise  and approve the Council to designate a public right of way (bridleway) across Council land as detailed in Appendix C of the report.

The report details a proposal for the introduction of a “No Waiting At Any Time” Traffic Regulation Order on Highfield Avenue, Bredbury following concerns raised by residents and motorists, regarding inconsiderate parking at the junction of Highfield Avenue and Harrytown. Observations confirmed motor vehicles parking on Highfield Avenue too close to the junction, causing reduced visibility and safety concerns for motorists’ trying to negotiate the junction.

The Area Committee is requested to recommend that the Cabinet Member for Sustainable Stockport gives approves the legal advertising of the following Traffic Regulation Order and subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders, at a cost of £760 to be funded from the Area Committee’s Delegated Budget (Bredbury Green & Romiley ward allocation):-

Proposed “No Waiting At Any Time”

Harrytown (West side) - From a point 7 metres south of the southern kerb line of Highfield Avenue, for a distance of 28 metres in a northerly direction.
