To elect a Chair of the Area Committee until the next Annual Council meeting.

RESOLVED – That Councillor Christine Corris be elected Chair of the Area Committee for the period until the next Annual Council Meeting.

To appoint a Vice-Chair of the Area Committee until the next Annual Council meeting.

RESOLVED – That Councillor Angie Clark be appointed Vice-Chair of the Area Committee for the period until the next Annual Council Meeting.

To approve as a correct record and sign the Minutes of the meeting held on 8 April 2019.

The Minutes (copies of which had been circulated) of the meeting held on 8 April 2019 were approved as a correct record and signed by the Chair.

Councillors and officers were invited to declare any interests which they had in any of the items on the agenda for the meeting.

To receive any announcements from the Chair about local community events or issues.

With deep regret, the Chair referred to the recent death of former councillor, Hazel Lees.  It was stated that Hazel had served as a councillor for the Bredbury Green & Romiley ward between 1996 until her retirement from the Council in 2016 and as Mayor of Stockport in 2010/11.

The Chair invited all those present to stand in silence as a mark of respect to the memory of Hazel Lees.

It was then reported that the annual Romiley Park Funday would be held on Saturday, 22 June 2019 between 11.00 am and 3.00 pm.

Finally, it was announced that an event would be held on Sunday, 23 June 2019 at Hatherlow United Reform Church at 2.30 pm to unveil a Stockport Heritage blue plaque to commemorate the life of prominent suffragist, Gertrude Powicke.

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

No public questions were submitted.

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Robin Boardman (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Werneth Area Committee.

The following comments were made/ issues raised:-

·         A complaint had been received in relation to vegetation growth from blocked gullies on Rushton Drive, Romiley.

·         It was reported that there was significant weed growth on Yew Tree Drive, Bredbury which was impeding drainage into roadside gullies.

RESOLVED – That Robin Boardman be thanked for his attendance.

To receive petitions from members of the public and community groups.

One petition was submitted signed by ten signatories requesting that the Council remove the speed humps on Quarry Road, Romiley.

RESOLVED – That the petition be referred to the Corporate Director for Place Management & Regeneration for investigation.

The Corporate Director for Place Management and Regeneration will make a presentation at the meeting.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) and attended the meeting to make a presentation in respect to proposals to improve air quality in Greater Manchester.

The following comments were made/ issues raised:-

·         Concern was expressed that the piecemeal approach to addressing air quality was contributing to the development of a series of uncoordinated schemes throughout the country.

·         Highways within the remit of Highways England were not within the scope of schemes to address air quality which was a significant omission.

·         Scrappage schemes only served to incentivise those who were looking to acquire a new vehicle and not those who could otherwise be encouraged to give up their car.

·         There needed to be a comprehensive communications scheme to ensure that those that might be affected by the proposals had the opportunity to contribute to the consultation, and in particular sole traders.

·         The completion of the A6 to M60 relief road would have a significant positive impact on air quality in the Werneth area.

·         The pressure to build more new homes would invariably contribute to declining air quality standards as congestion on the existing highway network increased.

·         Funding raised through levying of charges needed to be reinvested in the areas from which they were generated.

·         The installation of ANPR cameras to police the new charging regime needed to be carefully planned to avoid creating ‘rat-runs’.

·         There needed to be a simultaneous programme of improvements to public transport to encourage residents to give up car usage altogether.

The report details a proposal to introduce of a No Waiting At Any Time traffic regulation order on Oxford Drive, Woodley following concerns being raised with regard to parked vehicles on Oxford Drive causing visibility concerns for motorists entering/ exiting Oxford Drive.

The Area Committee is recommended to give approval to the legal advertising of the following traffic regulation orders, and, subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders at a cost of £810, to be funded from the Area Committee’s Delegated Budget (Bredbury & Woodley ward allocation):-

Revocation of “No Waiting Monday to Friday 8am-6pm”

Oxford Drive (South Side) - From a point 15 metres of the intersection of the western kerbline of Werneth Road for a distance of 30 metres in a south westerly direction

Oxford Drive (North Side) - From a point 15 metres of the intersection of the western kerbline of Werneth Road for a distance of 15 metres in a south westerly direction

Proposed “No Waiting At Any Time”

Oxford Drive (North Side) - From a point 15m from the western kerbline of Werneth Road, for a distance of 70 metres in a south westerly direction.

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) details objections received to a proposed No Waiting at Any Time Traffic Regulation Order at Oldmoor Road, Bredbury.

RESOLVED – That consideration of this item be deferred to a future meeting of the Area Committee pending further discussions between ward councillors and officers in relation to the introduction of potential alternative schemes at this location.

This item has been placed on the agenda at the request of Councillor Smart

The Chair reported that this item had been placed on the agenda at the request of Councillor Lisa Smart.

Councillor Smart reported on the measures that had been implemented throughout the Werneth area to improve road safety outside local schools. 

It was reported that the following measures had been implemented or works in progress:-

·         Romiley Primary  - Works to refresh the ‘School Keep Clear’ road markings had been completed and two new advanced warning signs had been ordered.

·         St Christopher’s Catholic Primary School – Officers from Traffic Services had made initial site visits and had developed a feasibility design which was due to be discussed further with the Headteacher and ward councillors.

·         Arden Primary School – New advanced warning signs, pencil bollards and the remarking of School Keep Clear road markings to complement the recent school highway works had been ordered and were due to be installed over the school summer holidays.

However, it was stated that problems continued with regard to inconsiderate parking by some parents at school drop off and collection times.  A discussion took place in relation to measures that might be implemented to mitigate against this issue. 

Councillor Smart stated that it was important that the Area Committee continued to be vigilant to this issue and pressed for action where it was necessary and appropriate to resolve these issue in the future.

RESOLVED – That the position be noted.

To consider an application for a grant of £684 from the ward flexibility budget towards the cost of supporting singing sessions.

Ryan McMurdo attended the meeting and presented an application on behalf of Woodlarks for a grant from the ward flexibility budget towards the cost of supporting singing sessions.

RESOLVED - That approval be given to an application for Ward Flexibility Funding from Woodlarks for a grant of £700 towards the cost of supporting singing sessions.

A representative of Deputy Chief Executive submitted a report (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Werneth Area Committee.

It was requested that an update be provided to members with regard to the enforcement of the unitidy land notice at 15 Marlowe Walks, Bredbury.

Further information was also requested on the commencement date for the planting of replacement trees on land adjacent to Unity Mills, Poleacre Lane, Woodley.

The Area Committee is invited to nominate Ward Spokespersons with whom the Corporate Director for Place Management & Regeneration can consult on highway maintenance and traffic management matters.

A copy of the Ward Spokesperson Protocol approved by the Area Committee at its meeting on 23 May 2011 is attached for information.

The Area Committee is recommended to nominate Ward Spokespersons in accordance with the Protocol.

The Area Committee was invited to nominate Ward Spokespersons with whom the Corporate Director for Place Management & Regeneration could consult on highway maintenance and traffic management matters.
