The Chair reported that an event would be held at Chadkirk Chapel on St Chad’s Day on 3 March 2018 at 2.00 pm where a video would be shown telling the story of St Chad. 

 

It was further reported that the Council had undertaken a successful prosecution in relation to the removal of trees at the Unity Mill site, Woodley.

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report provides details of a new structure in Place Management to bring together the Public Realm, Environmental Enforcement, Greenspace and Waste Management teams into a Neighbourhood Team.

 

The relevant Neighbourhood Manager will attend the meeting to answer any questions from councillors.

Ian Walsmley (Head of Neighbourhoods, Stockport Council) and Charlotte Nicholls (East Neighbourhood Manager) attended the meeting to provide an overview of a new structure in Place Management to bring together the Public Realm, Environmental Enforcement, Greenspace and Waste Management teams into a Neighbourhood Team and outlined how the new service aimed to work closely with members to address those concerns that were of greatest concern to local residents.

 

The following comments were made/ issues raised:-

 

·         Councillors should continue to contact their relevant Public Inspector as their first port of call.

·         In respect of a question relating to the Council’s interactions with TLC, it was stated that the main point of contact would be through Adam Forbes, although on an operational level officers would continue to maintain their current relationships.

·         The next level of the restructure would involve the senior officer level which would be concluded by the end of February which would be followed by front line staff.

 

RESOVLED – That Ian Walsmley and Charlotte Nicholls be thanked for their attendance.

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Robin Boardman (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Werneth Area Committee.

 

The following comments were made/ issues raised:-

 

·         It was requested that details of the commencement of the proposed overnight closures of Crookilley Way roundabout be circulated to members.

·         It was reported that there was a broken gulley on Otterspool Road, Romiley on the Marple-bound carriageway which needed to be replaced.

·         Tree roots had damaged the footway causing a trip hazard on Hayfield Avenue, Bredbury near to its junction with Brookfield Acvenue, Bredbury.

 

RESOLVED – That Robin Boardman be thanked for his attendance.

A representative of the Deputy Chief Executive submitted a report (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Werneth Area Committee.

 

It was reported that since the publication of the report, a planning application had been received for the erection of a chain-link fence at Further Hey, Werneth Road, Woodley and as such the enforcement action with regard to the removal of the wooden fence from the front of the property had been held in abeyance pending the determination of the application.

Greater Manchester's Plan for Homes, Jobs and the Environment - The Greater Manchester Spatial Framework Draft for Consultation pdf icon PDF 126 KB

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The Greater Manchester Plan for Homes, Jobs and the Environment: The Greater Manchester Spatial Framework (GMSF) was approved for public consultation at a meeting of the Joint Greater Manchester Combined Authority (GMCA)/Association of Greater Manchester Authorities Joint Board on 11 January 2019. The formal consultation on the document commenced on 21 January 2019 and will run until 18 March 2019.This is the next stage of the process which follows on from an initial consultation on a first Draft GMSF, which ran from October 2016 to January 2017.

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) detailing the consultation process on the latest iteration of ‘The Greater Manchester Plan for Homes, Jobs and the Environment: The Greater Manchester Spatial Framework.  It was stated that the formal consultation on the document had commenced on 21 January 2019 and would run until 18 March 2019.

 

It was also reported that since the publication of the report, the date for the consultation event in Romiley had now been agreed and would be held on 5 March 2019 at Romiley Primary School between 6.00 pm and 8.30 pm.

 

In addition, it was commented that the Friends of Tangshutt would be holding an event on 17 February 2019 at Romiley Methodist Church between 1.30 pm and 3.30 pm to assist local residents in completing their consultation responses.

The report details a proposal to introduce No Waiting At Any Time traffic regulation orders on Oldmoor Road, Bredbury to address concerns from business proprietors of Oldmoor Road in relation to vehicles parking on the highway causing obstruction and visibility issues to articulated vehicles accessing/exiting premises.

 

The Area Committee is recommended to give approval to the legal advertising of the following scheme and, subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders at a cost of £960 to be funded from the Area Committee’s Delegated Budget (Bredbury & Woodley ward allocation):-

A representative of the Deputy Chief Executive submitted a report (copies of which had been circulated) details a proposal to grant a lease to Stockport Community Shed in respect of the detached former public conveniences within Woodley Precinct.

 

A member commented that the duration of the lease was of such a significant length that this may have a consequential impact on the ability of the Council to redevelop the precinct, if it wished to do so, should the lease be granted on the basis proposed.

 

In response, the Chair commented that the lessee would need to make a significant capital investment in the building and as such would want security of tenure to realise that investment which may account for the proposed duration of the lease.

 

RESOLVED – (1 against) That the Deputy Chief Executive be recommended to grant a lease to Stockport Community Shed in respect of the detached former public conveniences within Woodley Precinct on the basis of the terms set out in the report.

Memorial Seat at Public Open Space on Kimberley Avenue, Romiley

This item has been placed on the agenda at the request of Councillor Lloyd.

The Chair reported that this item had been placed on the agenda at the request of Councillor Lloyd.

 

Councillor Lloyd reported that there had been a proposal to install a bench and remove a hedgerow on open space on Kimberley Avenue, Romiley.  It was stated that the proposal may have the impact of increasing anti-social behaviour, increasing litter and removing a useful barrier between the road and local open space used by young people.

 

Councillor Clark responded that she understood that the original proposal was to install a memorial bench funded by controbutions from local residents at this location which would be supplemented by a litter bin.  It was stated that there had been no discussion or request for the removal of the hedgerow.  However, discussions had since taken place with a view to locating the bench near to the Friendship Inn on Stockport Road which would obviate the concerns that had previously been expressed.

 

Councillor Smart further commented that the Council should respond positively to requests from members of the public to remember local residents who had passed away by providing a community asset, and that the revised location of the bench at the Friendship Inn seemed to be a reasonable solution.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress on decisions taken by the Area Committee since the last meeting and the current position on the Area Flexibility and the Delegated budget.

 

The following comments were made/ issues raised:-

 

·         It was commented that the update with regard to the petition submitted in August 2018 regarding speeding on Woodbank Avenue, Bredbury suggested that a Mobile Speed Indicator Device would be sited at the location in December 2019, and it was requested that the accuracy of this date be checked as it would otherwise represent a significant delay in action on the part of the authority on this issue.

·         It was stated that a Mobile Speed Indicator Device had been erected on Carlton Avenue, Romiley however it did not appear to be functioning and it was requested that this be addressed.  In addition, it was commented that a number of residents had expressed concern with regard to the location of the device and that it would be better sited further up the avenue.
