Chair's Announcements To receive any announcements from the Chair about local community events or issues. Additional documents: Minutes: The Chair expressed the thanks of the Area Committee to 1196 Bredbury, Romiley & Marple Squadron Royal Air Force Air Cadets and the Stockport Sea Cadets TS Hawkins for their work in erecting large poppies on lampposts throughout the Werneth area.
The Chair reminded members of the public that a remembrance service would be held at Romiley and Bredbury War Memorials on Sunday, 11 November 2018 from 2.30 pm and all were welcome to attend. The Chair further expressed his great regret that a number of coping stones at Bredbury War Memorial had recently been stolen. It was stated that temporary replacements had been installed in time for the remembrance service.
Finally, it was reported that St Barnabas Parish Church would be holding ‘Strictly Dancing’ sessions every Friday at 7.30 pm to raise funds for Children in Need.

Public Question Time Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting. You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions. Three public questions were submitted as follows:-
· Relating to the rationale for the exclusion of the University Estate Residents Association from an initial meeting with Greave Primary School to agree the drainage scheme to mitigate against drainage problems on the wider University Estate, Woodley; and what the implications for residents would be of a refusal by the school to implement all of the recommended measures.
RESOLVED – That the Corporate Director for Place Management and Regeneration be requested to respond to the questioner in writing.
· Relating to the prioritisation of the traffic lights at the junction of Hyde Road and Bents Lane.
The Chair stated that traffic lights were the responsibility of Transport for Greater Manchester’s Urban Traffic Control team and that he would pursue the matter initially with the Council’s Traffic Services department to determine whether it was possible to make any further adjustments.
· Relating to the possibility of providing a ‘no cold calling zone’ on Oxford Drive, Woodley.
The Chair responded that this would be a matter for the Council’s Trading Standards Team, and undertook to pass the matter onto the Team for further investigation. |

Public Realm The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality. Additional documents: Minutes: Robin Boardman (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Werneth Area Committee.
The following comments were made/ issues raised:-
· It was requested that the policy with regard to the reporting of missed bin collections needed to be revisited with a view to allowing members of the public to report a problem before 6.00 pm on the day of the incident in order that the matter could be resolved the same day. · It was commented that there had been a number of new litter bins provided throughout the Werneth area, however these were now full or overflowing and needed to be emptied. In response, it was stated that the bins had not initially been added to the collection rota, however this had now been resolved and the problem should not recur in the future. · It was requested that the road markings on Higher Bents Lane at its junction with Harrytown be remarked.
RESOLVED – That Robin Boardman be thanked for his attendance. |

Ward Flexibility Funding - Pure Innovations PDF 2 MB To consider an application for Ward Flexibility Funding received from Pure Innovations for a grant of £1,000 towards the cost of a bread and cake oven to support Pure Innovations ‘The Kitchen’ project. Minutes: A representative of the Deputy Chief Executive submitted a report (copies of which had been circulated) seeking the views of the Area Committee on the current polling arrangements within the Area Committee area in order to inform the Polling District review.
· The proposal to change the polling place for polling district EA from the Bents Lane Social Club to The Queens Arms Public House (The Hodgson Suite) was endorsed on the basis that the site had the benefit of a large car park, was accessible for all users and had access to the polling station independent of the main public house. · Concern was expressed that a number of residents in polling district JG needed to walk past the Guywood Centre (polling place for district JD) to access their polling station at Romiley Methodist Church. · Residents of Heys Avenue in polling district JD had to walk past the polling station for polling district JE (the 1st Romiley Scout Hut) which was located on their street. · Clarification was requested that where possible and appropriate, all of the properties on a given street where included within the same polling district. · It was requested that consideration be given to moving both sides of Bredbury Green such that it all fell within polling district JB.
RESOLVED – (1) That the report be noted.

Green Lane, Romiley PDF 105 KB To consider a report of the Corporate Director for Place Management & Regeneration.
The report details a proposal resolve an anomaly with regard Restricted Waiting on parts of Green Lane in Romiley to consolidate all waiting restrictions on that part of Green Lane to operate Monday-Friday.
The Area Committee is recommended to given approval to the legal advertising of the following Traffic Regulation Orders and, subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders to be funded from the executive budget:-

Green Lane - West side from a point level with the Northerly property line of Spartan House in a Southerly direction for a distance of 34 metres to the entrance at Kimberley House.
