Chair's Announcements

The Chair reported that the local election was due to take place on Thursday, 3 May 2018 and encouraged all residents to use their vote.

 

It was further reported that there would be a litter pick at Woodley Precinct on Sunday, 22 April 2018 from 9am.

4.(ii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

 

One public question was submitted relating to the gritting of residential roads with steep gradients including Richmond Road and High Meadows, Romiley.  It was further suggested that consideration should be given to the introduction of a snow warden scheme where community volunteers were appointed to clear and grit their local area.

 

RESOLVED – That the Corporate Director for Place Management & Regeneration be requested to respond to the questioner in writing.

4.(iii)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Robin Boardman (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Werneth Area Committee.

 

The following comments were made/ issues raised:-

 

·         Concern was expressed in relation to the consistent use of personal protective equipment by contractors working on behalf of the Council.

·         There were a number of barriers and road signs which had been left behind by Council contractors following road works at Ash Court, Woodley.

 

RESOLVED – That Robin Boardman be thanked for his attendance.

Two petitions were submitted as follows:-

 

·         Relating to the introduction of new bus stops on Stockport Road, Romiley.

 

RESOLVED – That the petition be referred to Traffic Services for comment prior to it being forwarded to Transport for Greater Manchester.

 

·         Relating to a request for the Council to undertake a further consultation with local residents in relation to the introduction of a residents permit parking scheme on Church Lane and Kimberley Avenue, Romiley.

 

RESOLVED – That the petition be referred to Traffic Services for investigation.

To consider an application received from Bredbury St Mark Cricket Club for a grant of £500 from the Ward Flexibility Budget towards the cost of cricket shirts.

RESOLVED - That approval be given to the award of a grant of £500 from the Ward Flexibility Budget to Bredbury St Mark Cricket Club towards the cost of cricket shirts.

To consider a report of the Corporate Director for Place Management & Regeneration

 

The report details the findings of the Review of Outcomes tour undertaken on Wednesday, 11 October 2017 and requests that the Area Committee gives consideration to the arrangements for the 2018 tour.

 

The Area Committee is recommended to :-

 

(1)  Comment on and note the findings of the 2017 Annual Review of Outcomes Tour.

 

(2) Nominate a completed development site to be included on the list of sites to be inspected on the 2018 Annual Review Tour; and

 

(3) Nominates Members to attend the Annual Review Tour on October 5 2018.

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report details a proposal to undertake a feasibility study to introduce a number of dropped kerbs in the Higher Bents Lane area.

 

The Area Committee is requested to recommend that the Cabinet Member for Communities & Housing gives approval to the undertaking of a feasibility study, at a cost of £1,000, to provide an accurate assessment of the costs of introducing a number of dropped kerbs in the Higher Bents Lane area.

Oldham Drive, Woodley RPS Petition pdf icon PDF 82 KB

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report details the outcome of an investigation into the introduction of a residents’ permit parking scheme on Oldham Drive, Woodley following the receipt of a petition signed by local residents.  Traffic Services have determined that the proposal did not meet the criteria for the introduction of such a scheme and as such recommend that no further action be taken.  

 

The Area Committee is requested to consider the outcome of the investigation and determine whether it considers it appropriate to recommend that the Cabinet Member for Communities & Housing gives approval to a departure to the approved criteria for the introduction of a residents’ permit parking scheme in the light of the investigation undertaken by Traffic Services.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management & Regeneration (copies of which had been circulated) detailing the outcome of an investigation into the introduction of a residents’ permit parking scheme on Oldham Drive, Woodley following the receipt of a petition signed by local residents. 

 

It was reported that Traffic Services had determined that the proposal did not meet the criteria for the introduction of such a scheme and as such it was recommend that no further action be taken.

 

RESOLVED – That the Cabinet Member be recommended to consider the proposal for the introduction of a residents’ permit parking scheme on Oldham Drive, Woodley in the light of the recommendation from Traffic Services.

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report details a proposal for the introduction of a ‘No Waiting at Any Time’ Traffic Regulation Order on The Ridgway, Chester Walks and Lancaster Close, Romiley following concerns from residents regarding vehicles parked on this section of the road, which resulted in obstructions that delayed bus services and caused issues for passing vehicles.

 

The Area Committee is recommended to give approval to the legal advertising of the package of ‘No Waiting at Any Time’ Traffic Regulation Orders as detailed in the report and, subject to the receipt of no objections within 21 of the advertisement date, the subsequent making of the orders at a cost of £750 to be funded from the Area Committee’s Delegated Budget (Bredbury Green & Romiley ward allocation).
