Chair's Announcements To receive any announcements from the Chair about local community events or issues. Additional documents: Minutes: The reported that the inaugural Food on Friday event in Romiley held on Friday, 22 September had been extremely well attended and thanked all of those who had contributed to its success.
The Chair then thanked Greater Manchester Police for bringing the armed siege in Woodley on 20 September 2017 to a swift and safe conclusion.
It was further reported that a MacMillan Coffee Morning would be held at St Barnabas Parish Church on 30 September 2017 between 10.00 am and 1.30 pm. |

Three public questions were submitted.
The first question related to parking problems on Werneth Road and Oxford Drive, Woodley associated with Greave Primary School.
RESOLVED – That, in accordance with the Code of Practice, the Democratic Services Manager be requested to respond to the questioner in writing.
The second question related to whether Peterhouse Gardens, Woodley was scheduled to be resurfaced.

The third question stated that it had been previously agreed to hold a public meeting in relation to solutions to the drainage issues on the University Estate, Woodley and it was asked when this would take place.
In response it was stated that it was hoped that the proposed public meeting would take place as part of the Open Forum arrangements for the next meeting of the Area Committee on 6 November 2017. |

Public Realm The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality. Additional documents: Minutes: Robin Boardman (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Werneth Area Committee.
The following comments were made/ issues raised:-
· A job had been raised to jet a blocked gully adjacent to Bredbury Library which had caused significant ponding during rainfall. · It was commented that a contractor had replaced paving stones on the footway in Romiley District Centre with tarmac. In response it was stated that a contractor was entitled to put in place a temporary repair, however the Council would pursue the contractor to confirm their intention to put in place at permanent finish.

Ward Flexibility Funding - Greave Primary School PDF 218 KB To consider an application for Ward Flexibility Funding received from Greave Primary School for a grant of £1,000 towards the cost of replacement play equipment. Minutes: Sue Stevenson (Head of Highways and Transportation, Stockport Council) attended the meeting and provided an update on the public consultation being undertaken regarding transport issues and options in Stockport to inform the updating of the South East Manchester Multi-Modal Strategy to 2040.
The following comments were made/ issues raised:-
· Feasibility work was taking place with regard to the provision of a new bridge for walkers and cyclists over the River Goyt to access Woodbank Park which had been proposed as part of the package of schemes included in the Town Centre Access Plan. It was anticipated that woks would commence during 2018. · It was important that all parts of the Borough had direct access to essential health care services by public transport, with particular regard to Stepping Hill Hospital. · Overcrowding of rail services reduced its attractiveness as an alternative to the private car. · Concern was expressed that the proposal to provide discontinuous electrification of the trans-Pennine railway line demonstrated a lack of commitment to rail investment in the North of England. · In response to the comment on rail electrification, a further member suggested that since the announcement that the trans-Pennine railway line would be electrified, there had been advances in technology which meant that most of the aims of full electrification could be achieved with bi-mode trains and digital signalling which would negate the need to undertake expensive electrification works in tunnels and under bridges which had resulted in the escalation of costs on the project. · There was an urgent need to ensure that railway stations were fully accessible. · The potential for introducing Metrolink services to Stockport utilising tram-train technology was welcomed.

To consider joint Report of the Corporate Director for Place Management and Regeneration and the Head of Legal and Democratic Governance.
The report details a proposal to dedicate of a bridleway over Footpath 59 Bredbury and Romiley as part of Town Centre Access Plan Phase 2 works. The TCAP Phase 2 works have been designed to link residential areas of Bredbury with Town Centre development sites for commuter and leisure use.
The Area Committee is recommended to give approval to the entering into of a dedication agreement with the owner of the land, over which the path marked A – B, (currently public footpath 59 Bredbury and Romiley) run, as shown on the plan at Appendix 1. If the landowner dedicates the bridleway, the Council will have maintenance responsibility to bridleway standard for the route.

Carlton Avenue Romiley PDF 77 KB To consider a report of the Corporate Director for Place Management & Regeneration.
Ward Councillors received concerns from residents regarding safety issues when vehicles are leaving Carlton Avenue. Vehicles are parked at the junction of Carlton Avenue and Compstall Road restricting the view for motorists entering into Carlton Avenue causing safety concerns.
Network Management Officers observed vehicles parked on the junction restricting the view of oncoming vehicles around the junction of Carlton Avenue and Compstall Road. A consultation exercise was completed for the four properties affected at the junction, three responded in agreement (75%); there was no response from the remaining resident (25%).
The Area Committee is recommended to give approval to the legal advertising of the following Traffic Regulation Order and subject to no objections being received within 21 days of the advertisement date, the subsequent making of the orders at a cost of £650 to be funded from the Area Committee’s Delegated Budget (Bredbury Green & Romiley ward allocation):-

Parks Event Application - May Day on the Meadow, Tangshutts Playing Fields PDF 79 KB To consider a report of the Corporate Director for Place Management & Regeneration.
The report details an application from the Friends of Tangshutt Fields for their annual May Day on the Meadow event on Bank Holiday Monday 7th May 2017. The event attracts a local community audience and raises funding for local organisations and various charities. Activities include art workshops, sports sessions, music and theatre performances, market stalls, animals and face painting.The event will run from 12 noon until 3pm. Access is required from 8am to 5.30pm.

The Chair reported that Royal Mail had now confirmed that Bredbury Sorting Office would close in the New Year, and that residents had enquired as to the arrangements that would be put in place for the collection of undelivered post.
It was confirmed that it had now been agreed that Romiley Post Office would take on this responsibility from the closure of the Sorting Office.
