Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

The Chair reported that a representative of Greater Manchester Police had been unable to attend the meeting, but welcomed any neighbourhood policing questions to be raised.

 

It was noted that there had been a lack of police attendance at the Area Committee and it was asked that this be looked into and fed back to the neighbourhood police.

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. Four public questions were submitted, relating to:-

 

·       Litter picking and fly tipping in Reddish.

·       Traffic calming measures on and around Carnforth Road; and

·       Peel Moat Open Space.

 

RESOLVED – That the Director of Place Management be requested to respond to the questioners in writing.

A representative of the Assistant Director for Legal & Democratic Governance outlined the procedure approved by the Council for public speaking on planning applications.

The Area Committee is requested to recommend that the Planning & Highways Regulation Committee grants planning permission.

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action within the Heatons and Reddish Area Committee area.

 

The Area Committee is recommended to note the report.

A representative of the Assistant Director for Legal & Democratic Governance submitted a report (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Heatons and Reddish Area Committee.

 

The following comments were made/issues raised:-

 

·       The planning appeal relating to 7 Sheffield Street, Heaton Norris had been dismissed by the Planning Inspectorate.

·       The planning appeal relating to Queens Drive, Heaton Moor has been previously dismissed by the Planning Inspectorate and will be removed from the Planning Appeals Report prior to the next meeting.

 

RESOLVED – That the report be noted.

To consider a report of the Director of Place Management.

 

The report seeks approval of the ‘No Waiting at Any Time’ restrictions at the junction of Harrogate Road and Finsbury Road in Reddish.

 

The Area Committee is asked to approve the legal advertising of the following Traffic Regulation Order at a cost of £850 (to be funded from the Reddish North Delegated Ward Budget) and subject to no objections being received within 21 days from the advertisement date the following order can be made:

Harrogate Road

 

East side from the Northern kerb line of Finsbury Road for a distance of 18 metres in a Northerly direction.

 

Finsbury Road

 

North side from the Eastern kerb line of Harrogate Road for a distance of 15 metres in an Easterly direction (to tie-in with the aforementioned).

The report details the findings of a consultation exercise for the Road Safety around Schools scheme for Whitehill Primary School and seeks approval for the introduction of Traffic Regulation Orders (TROs) and associated signage; implementation of dropped kerbs with tactile paving; pencil bollards; and road markings.

 

The Area Committee is asked to consider and recommend that the Cabinet Member for Parks, Highway and Transport Service approve the legal advertising of the Traffic Regulation Order as set out in Appendix A and shown on Drawing No. 0305 / 60 / WH / 002 & 0305 / 60 / WH / 002.1, subject to no objections being received within 21 days from the advertisement date, that the orders be made.

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding and ward discretionary budget funding (approved only). The report also includes the current position on the highway and traffic management delegated budget.
