The Chair on behalf of the Area Committee informed the Heatons and Reddish residents regarding:-

 

·       Cost of Living Support  – The Chair, read a briefing paper relating to the Cost of Living Support and the Council’s response to the crisis including the promotion of warm spaces across the borough and ongoing work with Age UK and Disability Stockport to support local residents.

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

It was reported that the Neighbourhood Police Inspector Jamie Jeffries (Greater Manchester Police) had been replaced with Sergeant Daniel Jones who was unable to attend the meeting, but welcomed any neighbourhood policing questions or issues to be raised.

 

The Chair informed the Committee that Sergeant Daniel Jones will be attending the next meeting in November 2022 and will respond accordingly.

Open Forum - COVID Commemoration Fund pdf icon PDF 378 KB

To consider a presentation of the Corporate Director for Corporate and Support Services & Deputy Chief Executive.

 

Communities across Stockport and the UK came together in the earliest days of the COVID pandemic to provide support and neighbourliness, and this continued throughout the pandemic.

 

Communities then turned their energy towards commemoration of this period; this happened organically and without statutory intervention.  With this in mind, the Council has used a variety of networks to promote the COVID Commemoration Project and a number of proposals have been received from communities across Stockport.

 

The Area Committee is recommended to note the report and consider the proposals (if any) for projects within the area represented by the Area Committee.

Lindsey Mallory (Service Manager, Public Sector, Stockport Council) attended the meeting and made a presentation in relation to a number of proposals that had been made by residents as part of the COVID Commemoration Project. It was noted that to date, no submissions had been made for the area represented by the Heatons and Reddish Area Committee.

 

The following comments were made/ issues raised:-

 

·       An allocation between £5,000 - £7,000 had been made to each ward for projects.

·       Consultation has been ongoing with local businesses and community organisation regarding any commemorative projects.

·       Members commented that had they been involved a bit earlier in the process they could have involved their networks.

·       Members requested that further details be shared with Councillors in order that it could be shared with local residents and networks to seek any proposals for projects.

·       Members proposed memorial benches in the vicinity of Houldsworth Square, Willow Grove Cemetery, in the vicinity of Reddish Vale Park (Barlow Lane North) but wanted costings relating to weather and vandal proof type benches before any commissioning would be made.

·       It was noted that a wide range of projects had been proposed in other areas, including memorial benches, tree planting, talking heads video, murals and gardens.

 

RESOLVED – (1) That the report be noted.

 

(2) Any suggestions for projects be forwarded to the officer team as soon as practicable.

The report details the installation and associated costs of bollards at two locations in the Heatons.

 

The Area Committee is asked to approve the installation and associated costs for 10 bollards at £350 each at a total cost of £3,500 to be funded from the Area Committee’s Delegated Budget (Heatons North ward allocation).

A representative of the Director of Place Management submitted a report (copies of which had been circulated) detailing the installation and associated costs of bollards at two locations in the Heatons.

 

Members enquired about additional bollards being installed near the war memorial and cash machine in the vicinity for pedestrian safety and parking restrictions. In response, it was noted that further information would be provided regarding the request for additional bollards.

 

RESOLVED – (1) That the Cabinet Member for Highways, Parks & Leisure Services be recommended to approve the installation and associated costs for 10 bollards at £350 each at a total cost of £3,500 to be funded from the Area Committee’s Delegated Budget (Heatons North ward allocation).

 

(2) That the Director of Place Management be asked to investigate the request for additional bollards near the war memorial and cash machine in the vicinity of Heatons South (Didsbury Road and Green Lane) due to pedestrian safety and parking restrictions.

The Area Committee is recommended to give approval to the introduction of the Traffic Regulation Orders as originally advertised.

A representative of the Director of Place Management submitted a report (copies of which had been circulated) detailing a proposal for the introduction of No Waiting at Any Time restrictions at the junction of Harrow Drive with Buckingham Road in Heaton Moor.

 

Members welcomed the report and enquired about the installation of double yellow lines on an unadopted road. In response, members were given the assurance that this could be done by virtue of the highway law despite it being unadopted.

The report provides the results of a consultation on the Mayor’s Challenge Fund (MCF) Bee Network Crossing proposals to provide a new signalised junction on Broadstone Road at the junction with Broadstone Hall Road South and Broadstone Hall Road North, with new pedestrian and cycle crossing facilities (Toucan crossings) on all arms, with associated parking restrictions.

 

The Area Committee is asked to comment on the proposal and recommend that the Cabinet Member (Economy & Regeneration) approves the implementation of the scheme and the legal advertising of the Traffic Regulation Orders set out in Appendix C, and subject to no objections being received within 21 days from the advertisement date, the subsequent making of the orders at an approximate cost of £400,000 to be funded (subject to the approval of the business case by Transport for Greater Manchester) from the MCF Capital fund.

RESOLVED – That the Cabinet Member (Economy & Regeneration) be recommended to approve the implementation of the scheme and the legal advertising of the Traffic Regulation Orders set out in Appendix C of the report, and subject to no objections being received within 21 days from the advertisement date, the subsequent making of the orders at an approximate cost of £400,000 to be funded (subject to the approval of the business case by Transport for Greater Manchester) from the MCF Capital fund.

The report seeks approval for the introduction of an experimental 20mph speed limit order in the area known as Poet’s Corner in Reddish (South of Longford Road West).

 

The Area Committee is asked to approve the legal advertising of the following Traffic Regulation Order and recommend the Cabinet Member for Highways, Parks and Leisure Services approve those parts that are within 15 metres of a Strategic Route, and subject to no objections being received within 21 days from the advertisement date, the subsequent making of the order to be funded externally under the ITB programme:-

A representative of the Director for Place Management submitted a report (copies of which had been circulated) providing details regarding the introduction of an experimental 20mph speed limit order in the area known as Poet’s Corner in Reddish (South of Longford Road West).

 

The following comments were made/issues raised:

 

·       Members enquired about the timescales for implementation. In response it was stated that it would be done before the end of this financial year.

·       Clarification was sought regarding the omission of Longford Road West from the scheme. In response, it was noted that this would need to looked at and would be reported back to the ward councillors in due course.

The report requests the Area Committee to appoint Councillors to lay wreaths on behalf of the Council at the Remembrance Day Services at Heaton Mersey War Memorial, Reddish War Memorial and at St Paul's Church, Heaton Moor on Sunday 13 November 2022.

 

The Area Committee is requested to make appointments at the Remembrance Services indicated.

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.
