To consider an application for Ward Flexibility Funding received from Hurricanes Cheerleading Group for a grant of £140 (£20 from Heatons North, £100 from Reddish North, and £20 from Reddish South wards allocation) towards the cost of competition entry fees.

To consider an application for Ward Flexibility Funding received from the Reddish Sapphires for a grant of £300 (Reddish South ward allocation only) towards the cost of new equipment such as pumps, dresses, and shakers for their 35 members.

To consider an application for Ward Flexibility Funding received from Heatons Sports Club for a grant of £800 (£400 from Heatons North and £400 from Heatons South wards allocation) towards the cost of replacing one set of rugby posts and purchasing essential equipment which will benefit the juniors and local community that utilise the pitch.

To consider an application for Ward Flexibility Funding received from Drawing Board Productions CIC for a grant of £400 (£100 from Heatons North, £100 from Heatons South, £100 from Reddish North, and £100 from Reddish South ward allocations) towards the cost of publishing an arts and culture printed supplement for Stockport residents which will include poems, interviews from artists and a list of upcoming events.

To consider an application for Ward Flexibility Funding received from Alcoholics Anonymous for a grant of £220 (£55 from Heatons North, £55 from Heatons South, £55 from Reddish North and £55 from Reddish South ward allocations) towards the cost of providing a safe meeting place, refreshments, and resources to support members.

To consider an application for Ward Flexibility Funding received from the Belle Vue Brass Band for a grant of £500 from Reddish South ward allocation only towards the cost of raising funds for new uniform.

To consider a report of the Corporate Director for Corporate & Support Services and Deputy Chief Executive.

Erection of new Lidl food Store (Class E) with associated car parking and landscaping.

To consider a report of the Strategic Head of Service & Monitoring Officer (Legal & Democratic Governance)

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action within the Heatons and Reddish Area Committee area.

The Area Committee is recommended to note the report.

To consider a report of the Chief Executive.

The report sets out the changes made to the proposed polling arrangements within the area following the feedback received during the Stage One consultation only. To seek the views of the Committee on the current proposed polling arrangements within the area in order to inform the Polling District Review currently underway.

In the event any further proposals are received via the Stage Two consultation prior to the committee meeting, but after the publication of this report, then an update will be brought to the meeting

The views of the Area Committee are sought on the proposed polling arrangements. Any comments or suggestions will then be considered, together with those received via the Stage Two public consultation. A report containing the final proposals will be submitted to the Corporate, Resource Management & Governance Scrutiny Committee on 11 October 2022, then the Cabinet Meeting on 1 November 2022 and the Council Meeting on 17 November 2022.

Executive Business

To consider a report of the Director for Place Management.

The report details the revised locations for traffic calming features in North Reddish.

The Area Committee is asked to consider the Director’s report and approve the revisions to the legal notices (advertised 23 February 2022) to install speed humps and speed cushions on Houldsworth Street, Priory Lane, Ilkley Crescent, Wharfedale Road, Finsbury Road & Naseby Road in Reddish.

To consider a report of the Director for Place Management.

The report details the installation and associated costs of bollards at two locations in the Heatons.

The Area Committee is asked to approve the installation and associated costs for 10 bollards at £350 each at a total cost of £3,500 to be funded from the Delegated Ward Budget.

The report details an objection which has been received in response to the legal advertising of a Traffic Regulation Order (Manchester Road, Heaton Chapel).

The Area Committee is recommended to approve the order as advertised.

To consider a report of the Director for Place Management.

The report provides the results of a consultation on the Mayor’s Challenge Fund (MCF) Bee Network Crossing proposals to provide a new signalised junction on Broadstone Road at the junction with Broadstone Hall Road South and Broadstone Hall Road North, with new pedestrian and cycle crossing facilities (Toucan crossings) on all arms, with associated parking restrictions.

The Area Committee is asked to comment on  and recommend that the Cabinet Member (Economy & Regeneration) approves the implementation of the scheme and the legal advertising of the necessary Traffic Regulation Orders and subject to no objections being received within 21 days from the advertisement date the order can be made.
