To approve as a correct record and sign the Minutes of the meeting held on 21 November 2011.

Minutes:

The Minutes (copies of which had been circulated) of the meeting held on 21 November 2011 were approved as a correct record and signed by the Chair subject to the deletion of “Ashburton Road” in Minute 5 (b) and its replacement with Ashburn Road.

Community Engagement

4.(a)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

4.(b)

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

Minutes:

Inspector Jonathan Kelly (Greater Manchester Police) attended the meeting to answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the area represented by Heatons and Reddish Area Committee.

 

The following issues were raised/comments made:-

 

·         Instances of burglary, serious acquisitive crime, criminal damage, anti-social behaviour, robbery and theft were all down but there had been a notable increase in theft from motor vehicles.

·         Operation Doc aimed to address the increase in theft from motor vehicles but the public also needed to be more vigilant and not leave valuables in their vehicles.

·         Greater Manchester Police were treating the theft of metal as a top priority.

·         The security of Heaton Moor war memorial.

·         Wild horses in Reddish Vale.

·         On-going investigations in respect to anti-social behaviour in the Alan Road passageway.

 

RESOLVED – That the report be noted and Inspector Kelly be thanked for his attendance and presentation.

4.(c)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and on the Council’s website at www.stockport.gov.uk/areacommittees).

4.(d)

Environmental and Highway Services

The local Area Conditions Officer and the Highways Officer will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

(a) Muhammad Tayyab (Area Conditions Officer) attended the meeting to answer questions from Councillors and members of the public in relation to environmental issues within the area represented by Heatons & Reddish Area Committee.

 

The following issues were raised/comments made:-

 

·         The removal of abandoned vehicles.

·         3 fly posting cases and 40 fly tipping cases had been resolved.

·         A successful prosecution of a resident on Broomfield Drive, South Reddish for fly tipping

·         A reduction in graffiti problems in the Heatons.

 

RESOLVED - That the report be noted Muhammad Tayyab be thanked for his attendance.

 

(b) Sharon Darwin (Highways Officer) attended the meeting to answer questions from Councillors and members of the public in relation to highway issues within the area represented by Heatons & Reddish Area Committee.

 

The following issues were raised/comments made:-

 

·         The timescale for works commencing on Windmill Lane.

·         The inspection of gullies on Sykes Lane.

·         Gullies on Grange Avenue, Balmoral Road and the pooling of water on Mauldeth Road.

·         The Council’s policy for responding to complaints about blocked grids and drains

 

RESOLVED - That the report be noted and the Service Director (Place Management) be requested to circulate the Council’s policy for dealing with complaints relating to blocked grids and drains as well as the schedule for cleansing and maintenance schedule for the Heatons and Reddish area.

This report details carriageway repairs on Lambeth Road and Colwyn Crescent.

 

The Area Committee is recommended to approve the schemes.

A representative of the Service Director (Place Management) submitted a report (copies of which had been circulated) requesting the Area Committee to give consideration to a proposed schemes on Lambeth Road and Colwyn Crescent , Reddish.

 

RESOLVED – That the following schemes be approved at an approximate cost of £11,500 and £8,500 respectively,  to be funded via the Highway Maintenance and Local Initiatives delegated budget (Reddish South ward allocation):-

 

Lambeth Road, Reddish – Plane out and resurface carriageway as required – b/w Reddish Vale Road and Ramsgate Road.

 

Colwyn Crescent, Reddish – Remove flags and bitmac from no’s 2 to 14 and 47 to side of 45 (on Barry Road).

To consider a report of the West Area Housing Manager (Stockport Homes Limited)

 

The report provides an update on the progress of the delivery of Stockport Homes Neighbourhood Action Plans.

 

The Area Committee is recommended to comment on the progress to date and any future actions for inclusion in the 2012- 2013 action plans.

A representative of the Chief Executive, Stockport Homes submitted a report (copies of which had been circulated) updating the Area Committee on progress in the delivery of Stockport Homes (SHL) Neighbourhood Action Plans.

 

The following comments were made/issues raised:-

 

·         Trees on Albion Close were causing damage to properties.

·         Refurbishment of garages on Broomfield Road.

·         Anti-social behaviour on Furness Grove.

·         Informing Councillors of the dates for walkabouts.

·         Tenancy agreements in relation to party fences.

·         Unauthorised visitors gaining access to communal gardens.

·         The removal of trees at Chestnut Villa’s and the need to keep Councillors informed when such work is being carried out.

·         Problems associated with lighting at Chestnut Villa’s.

 

RESOLVED – That the report be noted.

The report details an application from Maria Fernandez Training for the use of Thornfield Park for an on-going weekly Buggy Pushing Post Natal Class.
