Minutes:

The Minutes (copies of which had been circulated) of the meeting held on 25 July 2011 were approved as a correct record and signed by the Chair.

Declarations of Interest

Councillors and officers to declare any interests which they have in any of the items on the agenda for the meeting.

Urgent Decisions

To report any urgent action taken under the Constitution since the last meeting of the Committee.

Community Engagement

4.(a)

Chair's Announcements

To receive announcements from the Chair about local community events or issues.

Minutes:

The Chair reported that a response had been received from Stockport College which had been circulated to Councillors concerning the future security of the Heaton Moor Campus. It was agreed that the College be asked to give consideration to boarding up the windows on the first floor and the Managing Director SK Solutions give consideration to replicating the security measures present at North Reddish Junior and Infant Schools.

4.(b)

Neighbourhood Policing

Councillors and members of the public are invited to raise neighbourhood policing issues with local Neighbourhood Policing Team.

Minutes:

A representative of the Democratic Services Manager reported that a representative of Greater Manchester Police had been unable to attend the meeting.

4.(c)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (questions must be submitted prior to the commencement of the meeting on the cards provided. These are available at the meeting and on the Council’s website at www.stockport.gov.uk/areacommittees).

4.(d)

Environmental and Highway Services

The local Area Conditions Officer and the Highways Officer will attend the meeting to provide an update on matters raised at previous committee meetings. Councillors and members of the public are invited to raise issues affecting local environment quality.

Minutes:

Peter Loughlin (Area Conditions Officer) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental issues within the Heatons & Reddish area. The following issues were raised/comments made:-

 

  • The removal of five abandoned vehicles
  • The issuing of Section 34 Notices
  • 62 flytipping cases and 105 cases of graffiti. There had also been a spate of graffiti in the Heatons in recent days
  • The issuing of Section 46 notices and the associated legal responsibilities for leaving rubbish bags on pavements
  • Fly-tipping at the flats in the vicinity of Crescent Park
  • Emissions from the factory to the rear of Craig Close which was forcing local residents to close their windows

 

RESOLVED - (1) That Peter Loughlin be thanked for his attendance.

 

(2) That the Service Director (Place Management) be requested to investigate the problems associated with the odour emissions from the factory to the rear of Craig Close.

 

4.(e)

Petitions

To receive petitions from members of the public and community groups.

Minutes:

Two petitions were submitted relating to:-


(a) Highway maintenance and speeding vehicles on Brassington Road, Heaton Mersey; and

(b) Traffic calming on Hotterstall Road and Liverstudd Avenue, Reddish

 

RESOLVED - That the petitions be referred to the Service Director (Place Management) for consideration and a report be submitted to a future meeting.

4.(f)

Open Forum

a) Green Circle Waste Site

 

Representatives of the Service Directors Place Management and Place Development will attend the meeting and provide an update in respect to enforcement issues at the Green Circa Waste Site.

 

b) Signpost Stockport

 

Representatives of Signpost will attend the meeting and make a presentation.

Minutes:

(a) Green Circle Waste Site

 

Representatives of the Service Directors (Regeneration) and (Place Management) and of the Environment Agency attended the meeting and provided an update in respect to enforcement issues at the Green Circle Waste site. The following issues were discussed/ comments made:

 

  • A breach of conditions notice had been served on 15 August 2011 and the company had 30 days to comply otherwise the Council would commence with court proceedings.
  • The Council's Environmental Health Team would monitor noise levels at the site over the coming weeks.
  • The Environment Agency was working with the company with a view to addressing the concerns which neighbours had in relation to noise.
  • Councillors requested that copies of the Company's operating permit and the planning permission associated with the site to be circulated.
  • Councillors expressed concern at the time taken to deal with issues at the site in spite of residents highlighting the problems in March 2011.

 

RESOLVED - That the representatives of the Service Directors (Regeneration) and (Place Management) and the Environment Agency be thanked for their attendance and that they be requested to attend the next meeting of the Area Committee to provide an update on progress made in respect to issues associated with the Green Circle Waste Site.

 

(b) Signpost Stockport

 

David Philips, Signpost Stockport attended the meeting and made a presentation in respect to the work of the charity. The following comments were made/issues raised:

 

  • The charity had recently moved from its base at the Torkington Centre to the Heaton Moor Centre. The building had been bought from Stockport Council and Signpost had invested £250,000 in upgrading the building.
  • The charity was run predominantly with the help of volunteers.
  • The role of the Carers' Forum and the relationship between Signpost and the Council.

 

RESOLVED - That Dave Philips be thanked for his attendance and presentation.

The report summarises recent appeal decisions, lists current planning appeals and dates for local enquiries, informal hearings for planning appeals and enforcement action within the Heatons & Reddish Area Committee area.

A representative of the Service Director (Legal & Democratic Services) submitted a report (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Heatons & Reddish Area Committee.

7.

School Crossing Patrols

This item has been placed on the agenda at the request of the Area Committee following discussions at the previous meeting.

Minutes:

Representatives of the Service Director (Place Management) attended the meeting and made a presentation in respect to the recent restructure of the School Crossing Patrol Service. The following issues were raised/comments made:

 

  • Councillors expressed concern that they had not been involved in the consultation process and the way in which information was communicated to schools and parents.
  • The response of Transport for Greater Manchester in relation to the failure of traffic lights in the vicinity of schools.
  • Reviews relating to school crossing patrols in Marple and Cheadle Hulme.
  • The future organisation of the school crossing patrol service.

 

RESOLVED - (1) That the Service Director (Place Management) be requested to write to councillors explaining:-

  • Who had requested a review for school crossing patrols in Marple and Cheadle Hulme;and
  • How the school crossing patrol service is to be organised in the future to be accompanied by the most up to date list of current patrols.

 

(2) That the Service Director (Place Management) be requested to write to Transport for Greater Manchester requesting that they inform the Road Safety section of the Council at the earliest opportunity should there be any failure of traffic lights in the vicinity of schools.

The report provides information in respect to the future use and security of the North Reddish Junior School and Infant buildings.

The report requests the Area Committee to give consideration to the implementation of a footway improvement scheme on Curtis Road/ Carlton Road.

 

The Area Committee is recommended to approve the scheme.

A representative of the Service Director (Place Management) submitted a report (copies of which had been circulated) requesting the Area Committee to give consideration to proposed highway maintenance and improvement schemes.

 

RESOLVED - That the following be approved at an approximate cost of £7800.00 to be funded from the Highway Maintenance and Traffic Management delegated budget (Heatons South Ward allocation):

 

To remove stumps/root prune where required and reinstate footways providing new trees as and where required on Carlton Road/ Heyscroft Road/ Brompton Road/ Fylde Road and Curtis Road.

A representative of the Democratic Services Manager submitted a report of the Service Director (Place Management) (copies of which had been circulated) requesting the Area Committee to give consideration to the outcomes of an investigation into traffic calming on Appleton Road, Heaton Chapel and to consider the introduction of a traffic regulation order for No Waiting at Any Time at the junction of Appleton Road with Broadstone Road.

 

RESOLVED - (1) That the Executive Councillor (Transportation) be recommended to approve the following:-

 

Introduce No Waiting at Any Time:

 

Broadstone Road

 

North West side, from a point 10 metres South West of the South Westerly kerb line of Appleton Road to a point 15 metres North East of the North Easterly kerb line of Appleton Road.

 

Appleton Road

 

Both sides from the North Westerly kerb line of Broadstone Road for a distance of 10 metres in a North Westerly direction.

 

(2) That the following be approved at an approximate cost of £11,550 to be funded from the Highway Maintenance and Traffic Management delegated budget (Heatons North Ward allocation)

 

Introduce (4) Flat Top Speed Humps (4.5 metres Long, 75mm High):

 

Appleton Road

 

From a point approximately 25 metres North West of the North Westerly kerb line of Broadstone Road; from a point approximately 6 metres North of the Northerly kerb line of Thorpe Grove; from a point approximately 13 metres North of the Northerly kerb line of Rudyard Grove; from a point approximately 13 metres South West of the South Westerly kerb line of Broadstone Hall Road North.

 

Introduce 20mph Zone Speed Limit:

 

Appleton Road

 

From its junction with Broadstone Road to its junction with Broadstone Hall Road North.

 

Thorpe Grove

 

From its junction with Appleton Road for its full length.

 

Rudyard Grove

 

From its junction with Appleton Road for its full length.

 

Nelstrop Crescent

 

From its junction with Nelstrop Road to its junction with Appleton Road.
