Minutes:

The Minutes (copies of which had been circulated) of the meeting held on 23 May 2011 were approved as a correct record and signed by the Chair subject to the following amendments:-

 

  • Minute 6 (ii) corrected to read "Heatons and Reddish Area Committee."
  • Minute 6(v) (a) corrected to read "introduction."

Community Engagement

4.(a)

Chair's Announcements

To receive announcements from the Chair about local community events or issues.

Minutes:

With regret the Chair announced the recent death of former Councillor Owen Breen. The Committee held a minute's silence in memory of Owen.

4.(b)

Neighbourhood Policing

Councillors and members of the public are invited to raise neighbourhood policing issues with local Neighbourhood Policing Team.

Minutes:

Sergeant Steve Jones (Greater Manchester Police) attended the meeting to answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the area represented by Heatons & Reddish Area Committee.

 

The following comments were made/issues raised:-

 

·        Crime across the board was reduced year to date, particularly robberies in Reddish.

·        There had been a recent spike in Reddish for car crime but an arrest had been made last week.

·        Graffiti patrols in Heaton Norris Park.

·        Off road motorcycle use in Brinnington and the Reddish Vale area.

·        Burglaries in the Heatons resulting from insecurities.

·        The Rock Café and the impact of PCSO John Gallagher leaving.

 

RESOLVED - That Sergeant Jones be thanked for his attendance.

 

4.(c)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (questions must be submitted prior to the commencement of the meeting on the cards provided. These are available at the meeting and on the Council’s website at www.stockport.gov.uk/areacommittees).

4.(d)

Environmental and Highway Services

The local Area Conditions Officer and the Highways Officer will attend the meeting to provide an update on matters raised at previous committee meetings. Councillors and members of the public are invited to raise issues affecting local environment quality.

Minutes:

(a) Peter Loughlin (Area Conditions Officer) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental issues within the Heatons & Reddish area. The following issues were raised/comments made:-

 

  • Problems of fly posting and fly tipping evident in all four wards but particularly a problem in the vicinity of industrial parks.
  • Grafitti problems in Lancashire Hill subway.
  • Flytipping at the entrance to Reddish Vale.

 

RESOLVED - That Peter Loughlin be thanked for his attendance.

 

(b) Sharon Darwin (Highways Officer) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to highway issues within the Heatons & Reddish area. The following issues were raised/comments made:-

 

  • The inspection of link roads in the Heatons and Reddish area.
  • The alleyway near to Wentworth Road.
  • The trip hazard threshold of 25mm.
  • Stolen grids and the timescale for their replacement.

 

RESOLVED - (1) That Sharon Darwin be thanked for her attendance.

 

(2) That the Executive Councillor (Transportation) and Service Director (Environment) be informed that the Area Committee was of the opinion that the current trip hazard threshold of 25mm is too high and request that consideration should be given to reducing this threshold.

To receive petitions from members of the public and community groups.

Open Forum

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

Area Flexibility Funding

To consider any applications for Area Flexibility Funding or to receive feedback from organisations who have received funding.

 

(a)   Heatons Churches Partnership

Minutes:

(i)         Heaton's Churches Partnership

 

A representative of the Democratic Services Manager submitted an application on behalf of the Heaton's Churches Partnership to contribute to the holding of a local event.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £600.00 (Heatons North and South ward allocation) for funding towards the holding of a  local event.

 

(ii)     Heaton Mersey Village Conservation Group.

 

A representative of the Democratic Services Manager submitted an application on behalf of the Heaton Mersey Village Conservation Group for funding towards the Farmer's Market.

 

RESOLVED – That Democratic Services Manager be requested to make a grant of £1000.00 (Heatons North and South ward allocation) for funding towards a Farmer's Market.

 

(iii)     Didsbury Road Estate Residents Association

 

A representative of the Democratic Services Manager submitted an application on behalf of the Didsbury Road Estate Residents Association for funding towards Planters.

 

RESOLVED – That the Democratic Services Manager be recommended to make a grant of £200 to the Didsbury Road Estate Residents Association for funding towards Planters.

 

5.

Development Applications

To consider a report of the Service Director (Regeneration).                                   

 

 

The following development applications will be considered by the Committee:-

Removal of a 10 metre high O2 Hutchinson Engineering Flexicell Type1 street pole and one radio equipment cabinet, to be replaced by the installation of a 12.5 metre high shared Vodafone and O2 Hutchinson Engineering Saturn 451T replica telegraph pole and one shared radio equipment cabinet next to the pole.

 

The Area Committee is recommended to grant planning permission

(2) That the Managing Director NPS be informed of the Area Committee's concern in respect to the future security of the site once it has been vacated and that the Area Committee would wish for a report to be submitted to a future meeting outlining what measures would be taken to ensure site security.

10.

Traffic Regulation Orders - Windmill Lane

This item has been placed on the agenda at the request of the Area Committee. The Service Director (Environment) has been invited to attend the meeting and provide an update.

Minutes:

A representative of the Service Director (Environment) attended the meeting to provide an update on progress made in relation to the introduction of Traffic Regulation Orders in respect to the opening of the new primary school.

 

RESOLVED - (1) That the Service Director (Environment) be requested to liaise with ward councillors concerning the areas which were to be consulted on the proposals.

 

(2) That the Service Director (Environment) be requested to submit a report to the next meeting outlining any objections to the proposed TRO's and that he be requested to formulate a schedule of temporary measures to be introduced if for any reason proposals would be delayed.

11.

Use of Commuted Sums In the Heatons and Reddish Area Committee Area. pdf icon PDF 20 KB

To consider a report of the Service Director (Communities)

 

The report requests the Area Committee to consider the use of commuted sums for play provision in the Heatons and Reddish Committee area and to approve the location of the play areas where these sums are to be spent.

 

The Area Committee is requested to decide and approve the allocation

of the commuted sums described in the report and associated appendix

as follows:

  • The allocation of commuted sum no 967 – land adjacent to 8 Wilton Street, Reddish - £501.53. to North Reddish Park play area to a future project.
  • The allocation of commuted sum no 966 – 376 Reddish Road, Reddish £836.55 to Unity Park play area, Reddish Road to a future project.
  • The allocation of the commuted sums of £669.24 and £334.62 in 2.2 and 2.3 as detailed in the report.
