The Minutes (copies of which had been circulated) of the meeting held on 8 February 2016 were approved as a correct record and signed by the Chair.

Councillors and officers were invited to declare any interests they had in any of the items on the agenda for the meeting.

The local Area Conditions Officer and the Highways Officer will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Janette Sadgrove (Public Realm Service) submitted a report (copies of which were circulated) providing an update on issues relating to public realm and enforcement matters in the Heatons and Reddish area.

The following comments were made/issues raised:-

·         Highway safety inspections were currently being carried out on the dark green routes. Monthly and quarterly inspections remained ongoing.

·         Concerns in respect to the pooling of water on in the vicinity of Highbury Flats.

·         Carriageway resurfacing works on (i) Station Road from Sandfold to Bradfield Close (ii) on the A6 Wellington Road North from Church Road to Stitch Lane (Northbound side only)

RESOLVED – That the report be noted.

To receive petitions from members of the public and community groups.

A representative of the Democratic Services Manager submitted a petition in relation to planning proposals on Brighton Road.

RESOLVED – That the petition be referred to the Corporate Director for Place Management and Regeneration.

Councillor John Taylor submitted a petition on behalf of residents of Tatton Court, Derby Road requesting the Council to investigate the introduction of a traffic light controlled crossing on Heaton Moor Road between its junctions with Derby Road and Broomfield Road.

RESOLVED – That the Corporate Director for Place Management and Regeneration be requested to investigate the introduction of a traffic light controlled crossing on Heaton Moor Road between its junctions with Derby Road and Broomfield Road and submit a report to a future meeting.

Local Flood Risk Management Strategy

To consider a report of the Chief Executive.

The Council has a duty under the Flood and Water Management Act 2010 to develop and consult on a Local Flood Risk Management Strategy for Stockport. The strategy is intended to demonstrate the Council’s understanding and role in managing the flood risk within the borough of Stockport and its role in working with other key stakeholders and the local community.

Local Flood Risk Management

A representative of the Chief Executive submitted a report (copies of which had been circulated) and made a presentation in respect to the development of a Local Flood Risk Management Strategy for Stockport.

The following comments were made/issues raised:-

·         Councillors expressed concern at the problems created by people using patterned concrete on their driveways without the installation of appropriate soak aways. This resulted in water flowing onto the Highway with resultants flooding and pooling of water.

·         Drainage capacity was a major problem in many parts of the borough with systems being unable to cope with heavy rainfall.

RESOLVED – That the report be noted.

A representative of the Democratic Services Manager submitted a number of Area Funding application forms(copies of which had been circulated) as follows:-

a)    Friends of Stockport Cemeteries

Requesting funding towards the purchase of a blue plaque and replica paving stone to be placed on the house where Joseph Lister (VC) lived in Reddish.

RESOLVED – That the Democratic Services Manager be requested to make a grant of £1,000 (to be divided equally between the Reddish North and South wards) to the Friends of Stockport Cemeteries towards the purchase of a blue plaque and replica paving stone to be placed on the house where Joseph Lister (VC) lived in Reddish.

b)    Stockport Bowls Development Group

Requesting funding towards teaching classes of children from St Elizabeths and Tithe Barn primary schools how to play bowls.

RESOLVED – That the Area Committee does not wish to make a grant on this occasion.

c)    Friends of St Mary’s School

Requesting funding towards a project to improve the large school playground.

RESOLVED - That the Area Committee does not wish to make a grant on this occasion.

To consider a report of the Chief Executive.

The Stockport Town Centre Access Plan (TCAP) is a package of measures which aims to transform the accessibility and connectivity to and around Stockport town centre. The plan considers access by all modes of travel and specifically aims to ease congestion for buses and general road traffic and encourage walking and cycling. TCAP is funded as part of the Greater Manchester Growth Deal.

TCAP is part of the Investing in Growth component of Stockport Council’s Investing in Stockport Programme. Investing in Growth will see a range of ambitious projects launched across Stockport, aimed at ensuring your town continues to grow and meet the needs of modern day life.

The purpose of this scheme is to provide pedestrian and cyclist improvements, improve the perceived safety issues at the subway system and inner roundabout island and to formalise this as a cycle route connecting the Town Centre Access Package ‘TCAP’ scheme 903 Lancashire Hill shared-use pedestrian/ cyclist path scheme (Penny Lane to the Town Centre) to provide a cycle link to the Trans Pennine Trail ‘TPT’ at Tiviot Dale. In addition, this scheme will compliment TCAP scheme 906 (Belmont Way-A6 to Lancashire Hill cycle scheme).

The scheme includes the introduction of a CCTV system, the cutting back/ removal of vegetation/ trees and drainage, lighting, signing improvements.

A representative of the Chief Executive submitted a report (copies of which had been circulated) providing the Area Committee with an opportunity to comment on proposed traffic regulation orders associated with the scheme prior to consideration by the Executive.

RESOLVED – That the Executive Councillor (Supporting Places) be recommended to approve the implementation of the proposed scheme and associated traffic regulation orders as detailed in schedules 1 and 2 of the report.

The report outlines a proposal to repaint the ironworks, street lights, pedestrian guard rails, benches and bollards within Houldsworth Square, Reddish.

The Area Committee are requested to consider the proposals detailed in the report.

RESOLVED – That the following be approved as an approximate cost of £6, 670.00 (£5,670 Reddish North ward and £1,000 Reddish South ward) to be funded via the Area Committee delegated budget:-

To re-paint the metal works and lighting columns within Houldsworth Square.

RESOLVED – That the installation of 12 bollards on Didsbury Road, Thornhill Road and Brompton Road Heaton Mersey as detailed in the report be approved at an approximate cost of £3,000 (Heatons South ward allocation) to be funded via the Area Committee delegated budget.

RESOLVED – That the Executive Councillor (Supporting Places) be recommended to approve the proposals detailed in the report.

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee and on Area Flexibility Funding.

RESOLVED – That the report be noted and the Corporate Director for Place Management and Regeneration be requested to contact the Heatons North Ward Councillors in respect to the implementation of a 20mph zone on numerous streets south of Heaton Moor Road.

To consider a report of the Chief Executive

The report provides an update on the recent consultation on the Town Centre Access Plan (TCAP) Phase 2 and the proposed amendments to these schemes following more detailed appraisal and the consultation feedback.

The Scrutiny Committee is requested to comment on the proposed schemes to be included in the TCAP Phase 2 and support their inclusion in the final business case.
