Public Realm The local Area Conditions Officer and the Highways Officer will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality. Minutes: Janette Sadgrove (Public Realm Service) submitted a report (copies of which were circulated) providing an update on issues relating to public realm and enforcement matters in the Heatons and Reddish area.
The following comments were made/issues raised:- · Highway safety inspections were currently being carried out on the dark green routes. Monthly and quarterly inspections remained ongoing. · Concerns in respect to the pooling of water on in the vicinity of Highbury Flats. · Carriageway resurfacing works on (i) Station Road from Sandfold to Bradfield Close (ii) on the A6 Wellington Road North from Church Road to Stitch Lane (Northbound side only)

Petitions To receive petitions from members of the public and community groups. Minutes: A representative of the Democratic Services Manager submitted a petition in relation to planning proposals on Brighton Road.
RESOLVED – That the petition be referred to the Corporate Director for Place Management and Regeneration.
Councillor John Taylor submitted a petition on behalf of residents of Tatton Court, Derby Road requesting the Council to investigate the introduction of a traffic light controlled crossing on Heaton Moor Road between its junctions with Derby Road and Broomfield Road.
RESOLVED – That the Corporate Director for Place Management and Regeneration be requested to investigate the introduction of a traffic light controlled crossing on Heaton Moor Road between its junctions with Derby Road and Broomfield Road and submit a report to a future meeting.

Local Flood Risk Management Strategy
To consider a report of the Chief Executive.
The Council has a duty under the Flood and Water Management Act 2010 to develop and consult on a Local Flood Risk Management Strategy for Stockport. The strategy is intended to demonstrate the Council’s understanding and role in managing the flood risk within the borough of Stockport and its role in working with other key stakeholders and the local community.

A representative of the Chief Executive submitted a report (copies of which had been circulated) and made a presentation in respect to the development of a Local Flood Risk Management Strategy for Stockport.
The following comments were made/issues raised:- · Councillors expressed concern at the problems created by people using patterned concrete on their driveways without the installation of appropriate soak aways. This resulted in water flowing onto the Highway with resultants flooding and pooling of water. · Drainage capacity was a major problem in many parts of the borough with systems being unable to cope with heavy rainfall.

Requesting funding towards the purchase of a blue plaque and replica paving stone to be placed on the house where Joseph Lister (VC) lived in Reddish.
RESOLVED – That the Democratic Services Manager be requested to make a grant of £1,000 (to be divided equally between the Reddish North and South wards) to the Friends of Stockport Cemeteries towards the purchase of a blue plaque and replica paving stone to be placed on the house where Joseph Lister (VC) lived in Reddish.
b) Stockport Bowls Development Group
Requesting funding towards teaching classes of children from St Elizabeths and Tithe Barn primary schools how to play bowls.
RESOLVED – That the Area Committee does not wish to make a grant on this occasion.
c) Friends of St Mary’s School
Requesting funding towards a project to improve the large school playground.

0527-907 TCAP Lancashire Hill Roundabout, Pedestrian and Cyclist Improvement Scheme PDF 85 KB To consider a report of the Chief Executive.
The Stockport Town Centre Access Plan (TCAP) is a package of
measures which aims to transform the accessibility and connectivity
to and around Stockport town centre. The plan considers access by
all modes of travel and specifically aims to ease congestion for
buses and general road traffic and encourage walking and cycling.

Town Centre Access Plan Phase 2 Consultation Update Report To consider a report of the Chief Executive
The report provides an update on the recent consultation on the Town Centre Access Plan (TCAP) Phase 2 and the proposed amendments to these schemes following more detailed appraisal and the consultation feedback.
The Scrutiny Committee is requested to comment on the proposed schemes to be included in the TCAP Phase 2 and support their inclusion in the final business case.
