The Minutes (copies of which had been circulated) of the meeting held on 3 February 2014 were approved as a correct record and signed by the Chair.

4.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

4.(ii)

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

Minutes:

A representative of the Democratic Services Manager reported that a representative of Greater Manchester Police had been unable to attend the meeting.

4.(iii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Minutes:

Members of the Public were invited to submit questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee subject to the exclusions set out in the code of practice.

 

One question was submitted relating to the consultation process undertaken by the planning department when determining a planning application.

 

RESOLVED – That the Corporate Director for Place Management and Regeneration be requested to provide a written response to the questioner within seven days.

4.(iv)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Janette Sadgrove (Public Realm Service) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by Heatons and Reddish Area Committee.

 

The following comments were made/issues raised:-

·         Estate visits had taken place at Leamington Court and Criterion Street

·         Heatons North ward dark green routes were currently being inspected by the highways safety inspector.

·         A Stockport Homes Community Clear Up and Estate Walkabout would be held in w/c 17 March on the Marbury and Blackbrook Road Estate, Heaton Chapel.

·         An update on enforcement action relating to fly tipping, illegal advertising on the highway and fly posting.

 

RESOLVED – That Janette Sadgrove be thanked for her attendance and report.

A representative of Shopmobility will attend the meeting and make a presentation.

 

Neighbourhood Action Plans

 

To consider a report of the West Area Housing Manager (Stockport Homes Limited)

Minutes:

Shopmobility

 

John Leatherbarrow, Shopmobility, attended the meeting and made a presentation in respect to the work undertaken by Shopmobility, a scheme which lends manual wheelchairs, powered wheelchairs and powered scooters to members of the public with limited mobility to shop and to visit leisure and commercial facilities within the town or shopping centre.

 

RESOLVED – That the report be noted and John Leatherbarrow be thanked for his attendance and presentation

 

Neighbourhood Action Plans

 

The West Area Housing Manager (Stockport Homes Ltd) submitted a report (copies of which had been circulated) updating the Area Committee on progress in the delivery of the Neighbourhood Action Plans.

 

RESOLVED – That the report be noted.

Area Flexibility Funding

To consider any applications for Area Flexibility Funding or to receive feedback from organisations who have received funding.

A representative of the Democratic Services Manager submitted Area Funding applications (copies of which had been circulated) for the Area Committee’s consideration as follows:-

 

a) Harrogate Road Allotment Society

 

In relation to the purchase of a second hand green house and other items for use at the allotment.

 

RESOLVED – That consideration of the application be deferred to enable the applicant to attend the meeting and address the Area Committee.

 

b) HART (Healing Art)

 

In relation to the purchase of arts and crafts materials and course fees.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £668 (to be divided equally between the four wards) towards the purchase of arts and crafts materials and course fees.

 

c) Manchester and Stockport Canal Society

 

In relation to the purchase of a plaque to mount at the Community Centre in North Reddish Park.

 

RESOLVED – (One against) That the Democratic Services Manager be requested to make a grant of £300 (Reddish North Ward allocation) toward the purchase of a plaque to mount at the Community Centre in North Reddish Park.

 

d) Nelstrop Road Allotments

 

In relation to the purchase of a second hand portaloo and paving flags

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £450 (Heatons North Ward allocation) towards the purchase of a second hand portaloo and paving flags.

A representative of the Democratic Services Manager outlined the procedure approved by the Council for public speaking on planning applications.

The Area Committee are recommended to grant planning permission.

In respect of plan no.54060 for the erection of 10 no apartment sheltered housing scheme with 2 no carers/communal living costs (Class C2) at former Bardsley Nursery, Grafton Street, Heaton Norris,

 

a member of the public spoke against the application and a representative of the applicant spoke in support of the application,

RESOLVED – That consideration of the application be deferred to enable further discussions to take place between the Corporate Director for Place Management and Regeneration and the applicant concerning the orientation of the proposed development.

RESOLVED – That consideration of this item be deferred to a future meeting to enable the ward Councillors to meet on site with representatives of Greater Manchester Police and a representative of the Corporate Director for Place Management and Regeneration to discuss traffic enforcement and traffic management issues at the site and in the local area.

RESOLVED – That approval be given to an application from Four Heatons Traders Association to hold their annual Summer Fayre/ Community Festival at Heaton Moor Park on Sunday 22 June 2014 and for the use of the St Andrews Road Playing Field for event car parking, subject to the Corporate Director for Place Management and Regeneration confirming with the applicant that provision will be made to ensure that the St Andrews Road Playing Field is returned to its original state following the event.
