Community Engagement

4.(a)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

The Chair reminded councillors that the Summer Festival would soon take place in Heaton Moor Park and that an event application would be submitted to a future meeting of the Area Committee.

4.(b)

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

 

Anti- Social Behaviour – Heaton Moor Road

 

This item has been placed on the agenda at the request of Councillor Anthony O’Neill.

Minutes:

A representative of the Democratic Services Manager reported that a representative of Greater Manchester Police had been unable to attend the meeting.

 

Councillor Anthony O’Neill invited residents of Heaton Moor Road to report to the Area Committee on problems which they had experienced with anti-social behaviour on Heaton Moor Road. The residents explained that the anti-social behaviour was at its worst on a Thursday, Friday and Saturday evening with drunken, rowdy behaviour and littering. They also suggested that a local take away was not operating within its permitted hours of operation and asked that this be investigated as a lot of the problems were associated with people gathering at the takeaway.

 

RESOLVED – That the concerns of the Area Committee be referred to the North Area Inspector (Greater Manchester Police), the Service Director (Place Management) and the Public Realm Inspector and that an update be reported to the next Area Committee.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

4.(d)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Robin Boardman (Public Realm Service) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by Heatons and Reddish Area Committee.

 

The following comments were made/issues raised:-

 

·         Highway safety inspections along strategic and linked walked routes would be carried out in Reddish North and South wards in April 2013.

·         Local Initiative schemes on Warbeck Close and road in the Heatons North ward.

·         Estate walkabouts on the Coronation Street and Dumbarton Road Estates both of which were in generally good condition.

 

RESOLVED – That the report be noted and Robin Boardman be thanked for his attendance and presentation.

Petitions

To receive petitions from members of the public and community groups.

Minutes:

Councillor Paul Moss reported that he had received a petition from residents of Warbeck Close concerning the poor state of the carriageway and that he would send this to the Democratic Services Manager for consideration

4.(f)

Open Forum

Friends of Heaton Chapel Station

 

This item has been placed on the agenda at the request of Councillor David Sedgwick.

Minutes:

Friends of Heaton Chapel Station

 

Rory Alkin, Friends of Heaton Chapel Station, attended the meeting and reported on a number of issues and on-going projects at the Station.

 

The following comments were made/issues rasied:-

 

·         Problems of vandalism and anti-social behaviour at the station.

·         Renovation works at the station and aspirations for the future which included the restoration of an upper room at the station which could be utilised by the Community.

·         The station was not currently accessible for disabled people and the group were lobbying Network Rail to remedy this.

 

RESOLVED – That Rory Alkin be thanked for his attendance and presentation.

 

Greenspace

 

Peter Fuller, Greenspace attended the meeting and made a presentation in respect to the Council’s consultation on proposed savings in the Parks and Recreation Service.

 

RESOLVED – That the Executive Councillor (Public Realm) and the Service Director (Place Management) be made aware of the Area Committees grave concerns that the public consultation was inadequate, there was a general lack of information so that people could not respond in a meaningful way and that they be requested to re-run the consultation again using best practice and providing more information including what the current services provision is.

4.(g)

Area Flexibility Funding

To consider any applications for Area Flexibility Funding or to receive feedback from organisations who have received funding.

Friends of Reddish Vale Park

 

Peter Fuller, Friends of Reddish Vale Park attended the meeting and requested additional funding towards the production of Leaflets. The Area Committee had previously made a grant, however the productions costs were higher than originally anticipated and there was a shortfall in funding of £518.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £518 ( Reddish North Ward - £218, Reddish South Ward - £200 and Heatons North Ward - £100) to the Friends of Reddish Vale Park for funding towards leaflet production.

5.

A representative of the Service Director (Place Management) submitted a report (copies of which had been circulated) detailing proposals to make amendments to the Council’s residential parking policy and seeking the comments of the Area Committee on the proposed changes.

 

The following comments were made/ issues raised:-

 

·         Councillors suggested that the current scheme remain and that the consideration of the policy be reviewed at a future date.

 

RESOLVED – That the Service Director (Place Management) be informed that the Area Committee would wish to see the current policy remain in place with a view to it being reviewed in the future.

Introduction of 1 hour Parking Tariff in Council Pay and Display Car Parks and On Street Pay and Display Bays pdf icon PDF 27 KB

To consider a report of the Service Director (Place Management)

 

The report requests the Area Committee to comment on proposed changes to the current pay and display tariff through the introduction of an hourly charge and highlights the likely effects of this change. This hourly charge will enable visitors to easily extend their parking time in one hour increments. This will enable people to spend more time in the boroughs car parks and on street parking if needed and encourage them to spend more time in the boroughs centres and so support their economies.

A representative of the Democratic Services Manager submitted a report of the Service Director  (Place Management) requesting the Area Committee to give consideration to a number of Highway Maintenance and Local Initiative Schemes in the Heatons North Ward.

 

RESOLVED - That the Service Director (Place Management) in consultation with the ward councillors be authorised to determine to proceed or otherwise with the following schemes:-

 

Claremont Avenue, Heaton Chapel – patching to carriageway speed

hump and surrounding carriageway outside 2.  At an approximate cost of £7500.00

 

Brownsville Road, Heaton Moor – Part resurface from the Junction of    

Heaton Moor Road up to and including the junction at Cedar grove.

At an approximate cost of £22,000.00

 

Mauldeth Road, Heaton Moor - Footway Improvement works.

At an approximate cost of £15,000.00
