Neighbourhood Policing Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team. Minutes: The Chair reported that this item would be considered in conjunction with agenda item 4 (f) Open Forum – Community Safety Unit and Neighbourhood Policing Annual Report.

Public Question Time Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres. You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions. Public Realm The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality. Minutes:
Janet Sadgrove and Robin Boardman (Public Realm Service) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by Heatons and Reddish Area Committee.
The following comments were made/issues raised:-
· One section 34 Fixed Penalty Notice had been issued for non-compliance · Six fly tipping cases were currently under investigation. · Strategic driven inspections had taken place in Reddish North and South this month. · Extensive carriageway repairs had taken place on Station Road and there had been an estate walkabout for Thornley Lane South and Ambleside Road. · There were currently four on going fly tipping investigations in the Heatons. Brighton Road, Heaton Mersey seems to be becoming a fly tipping hotspot. · Annual safety inspections for the Dark Green routes would be taking place in the next few weeks in Reddish North and South. · The recent resurfacing work on Didsbury Road had been completed to a poor standard and it was suggested that the system of surface dressing needed scrutiny as it was clearly deficient. Councillors enquired what action would be taken to resolve the surfaces which were already deficient. · The Council policy for pedestrians and cyclists sharing the footway was circulated. · The resurfacing of Gladstone Grove and Mauldeth Road had also been completed to a poor standard.

Open Forum Community Safety Unit and Neighbourhood Policing Annual Report.
A representative of the Community Safety Unit and the Neighbourhood Policing Team will attend the Area Committee to provide their annual report. Minutes: Community Safety Unit and Neighbourhood Policing Annual Report
Inspector Peter Smith (Greater Manchester Police) and Jon Faulkner, Community Safety Unit, attended the meeting and reported on the work of the Neighbourhood Policing Team and the Community Safety Unit in the past year.
The following comments were made/issues raised:-
· The Safer Stockport Partnership Plan 2012-2014 · The Stockport Reducing Re-offending Strategy 2012-15 · Stockport Domestic Abuse Strategy 2012-2014 · Strategies for dealing with the Festive Crime Threat. · Police operations including Alloy, Treacle, Gotham, Advent, Adventor and Corralero. · Local police operations including the use of Licensing enforcement and bike crushing events. · Improving communication with the public including use of the Ringmaster community messaging system and the Safer Stockport Partnership website. · How the Neighbourhood Policing Team would be arranged throughout Stockport in the future and which officers would be based in the North of the Borough. · The provision of fencing at the Green Lane Allotments to deter thieves.

Area Flexibility Funding Non Executive BusinessTo consider any applications for Area Flexibility Funding or to receive feedback from organisations who have received funding.
(i) Stockport Bowls Development (ii) Thornley Lane South barriers
Minutes: A representative of the Democratic Services Manager submitted Area Flexibility Funding Applications (copies of which had been circulated) as follows:
(i) Stockport Bowls Development Group requesting £600 for funding towards the Junior and Over 65 coaching programme.
RESOLVED – That the Democratic Services Manager be requested to make a grant of £600 (to be divided equally between the Reddish North and South ward allocations) to the Stockport Bowls Development Group for funding towards the Junior and Over 65 coaching programme.
(ii) Residents requesting funding towards the replacement of barriers on Thornley Lane South.
REOSLVED – That the Democratic Services Manager be requested to make a grant of £60.20 to residents of Thornley Lane South for funding towards replacement of barriers. |

Train Stations in the Heatons and Reddish This item has been placed on the agenda at the request of Councillor Dean Fitzpatrick Minutes: A representative of the Democratic Services Manger reported that this item had been placed on the agenda at the request of Councillor Dean Fitzpatrick.
Councillor Fitzpatrick expressed concern that some of the Train Stations across the area were not meeting disability access requirements and requested that a report be submitted to a future meeting outlining any issues relating to the Heatons and Reddish area with reference to the borough as a whole. He further suggested that representatives from Network Rail be invited to discuss this issue.
RESOLVED – That the Service Director (Place Management) be requested to submit a report to a future meeting outlining any issues relating to disabled access at train stations in the area and the borough and that representatives of Network Rail be invited to attend the meeting at which the report is to be submitted in order to contribute to the discussion. |
