Minutes:

The Minutes (copies of which had been circulated) of the meeting held on 16 July 2012 were approved as a correct record and signed by the Chair subject to the replacement of Mrs R Jones with Mrs J Jones in respect to Minute 12 ‘Nomination of Authority Governors.’

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

 

Supplementary Planning Document for Woodford

 

The Area Committee is requested to note that a Supplementary Planning Document (SPD) for Woodford will be issued for public consultation from 3rd Sept 2012 up to and including 15th Oct 2012

 

The SPD consultation document will be available to view on the Council’s website at www.stockport.gov.uk/woodfordspd as well as at the Council’s main reception at Fred Perry House and all libraries and local information centres in Stockport during their regular opening hours.

 

In addition, the Council will be holding two Open Days at Woodford Community Centre, Chester Road, Woodford on: Friday 7th Sept 3pm – 8pm and Saturday 29th Sept 10am – 3pm.

Minutes:

The Chair informed the Area Committee that the Supplementary Planning Document for Woodford would be issued for consultation from 3 September 2012 up to and including 15 October 2012.

 

He reminded Councillors that the deadline for nominations for the Pride in the Heatons and Reddish Awards 2012 was Wednesday 12 September 2012 and strongly encouraged Councillors to submit nominations as soon as possible.

4.(b)

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

Minutes:

Inspector Smith (Greater Manchester Police) attended the meeting to answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the area represented by Heatons & Reddish Area Committee.

 

The following issues were raised/comments made:-

 

·         A spate of vehicle crime in the Heaton Norris area.

·         There had been 200 fewer victims of crime this year when compared to the same time last year. However, shoplifting had increased and was putting extra pressure on resources.

·         Continued efforts to remind the public to secure their properties.

·         An increase in recorded anti-social behaviour in Heaton Moor associated with the former Stockport College site on Buckingham Road which was now in the process of being demolished.

·         Problems associated with anti-social behaviour on Betley Road, Reddish.

 

RESOLVED – That Inspector Smith be thanked for his attendance and presentation.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

One question was submitted relating to the former Bulls Head Pub site.

 

RESOLVED – That the Service Director (Place Management) be requested to provide the questioner with a written response within 7 days.

4.(d)

Public Realm

The local Public Realm Officer will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Peter Loughlin (Public Realm Service) attended the meeting to report on current issues and to answer questions from councillors and members of the public in relation to public realm issues within the area represented by Heatons & Reddish Area Committee.

 

The following issues were raised/comments made:-

 

·         The monthly & quarterly routes in both Heatons North and Heatons South were having a walked inspection this month and all actionable defects noted would be programmed for repair within 28 days.

·         Reddish North and Reddish South monthly and quarterly routes had been walked in July and repair works on defects noted were on-going.

·         Annual route inspections commenced in July (across the borough):- Reddish North/Reddish South and Heatons North routes inspections were on-going and any actionable defects noted would be programmed for repair within 56 days. Heatons South routes were due to be walked in September.

·         A potential prosecution in relation to a duty of care offence relating to business waste.

·         A warning letter had been sent in relation to litter on land following information passed by Environmental Health concerning a property on Wellington Rd North and the landowner had complied with the notice requirements.

·         One fixed penalty notice had been issued for dog fouling on Grafton Street next to Lloyd St play area

·         Nine section 34 Notice formal Duty of Care notices had been complied with in relation to Trade Waste issues -One business had now been issued with a Fixed Penalty Notice for non-compliance of the original notice Section 34 Notice served on them and one case had now been passed to Legal Services for consideration for prosecution.

·         Timescales for responding to reports made to the call centre.

·         The interaction between the Public Realm and Planning Service when issuing Enforcement Notices.

·         The process for removing illegal signage on the highway.

·         A reminder that the Area Committee wished for notices to be erected in the local vicinity alerting the public when a Fixed Penalty Notice for dog fouling had been issued.

Friends of the Vale

 

A representative of the Democratic Services Manager submitted an application for Area Flexibility Funding from Friends of the Vale for funding toward a reprint of the Brinnington, Reddish and Heatons A to Z walking and cycle maps.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £441 to the Friends of the Vale for funding toward the reprint of the Brinnington, Reddish and Heatons A to Z walking and cycle maps (To be divided equally between the four wards with the amount dependent on the decision of the Brinnington & Central ward Councillors)

MOVED AND SECONDED – That planning permission be refused due to the detrimental impact the proposed development would have on the residential amenity of local residents, the proliferations of such uses in the locality and the perception of fear in the local community arising from the proposed use.

RESOLVED – That consideration of the report be deferred until the next meeting to enable Councillors to give further consideration to the proposals and that the Service Director (Place Management) be requested to provide details relating to the £1003.86 accrued from development no.943 (89/91 Heaton Road South) to enable the Area Committee to determine how that commuted sum should be spent.
