To approve as a correct record and sign the Minutes of the meeting held on 16 October 2023.

The Minutes (copies of which had been circulated) of the meeting held on 16October 2023 were approved as a correct record and signed by the Chair.

Councillors and officers were invited to declare any interests which they had in any of the items on the agenda for the meeting.

To receive any announcements from the Chair about local community events or issues.

The Chair on behalf of the Area Committee informed the Heatons and Reddish local residents regarding the Reddish Christmas Lights switch on event that was due to take place on the 30 November 2023. The event would take place between 4.00pm – 6:30pm.

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

The Chair reported that a representative of Greater Manchester Police had been unable to attend the meeting, but welcomed any neighbourhood policing questions or issues to be raised.

It was commented that members received regular emails from Greater Manchester Police and that the number of burglaries in the area had reduced.

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available in the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

One public question was submitted, relating to Agenda Item 8 –‘Clifton Road and Alan Road, Heaton Moor’ and signage relating to the Moor Top car park in Heaton Moor.

RESOVED – (1) That the issues raised by the questioner be considered as part of the discussion on Agenda Item 8 –‘Clifton Road and Alan Road, Heaton Moor’.

(2) That the Director of Place Management be requested to respond to the questioner in writing.

To consider an application for Ward Flexibility Funding received from African and Caribbean Community Association for a grant of £215.20 (£53.80 from Heatons North, £53.80 from Heatons South, £53.80 from Reddish North, £53.80 from Reddish South) towards the cost of organising a celebration of International Men’s Day, with health talks and activities regarding prostate cancer, diabetes and high-blood pressure.

To consider an application for Ward Flexibility Funding received from Sustainable Living in the Heatons (SLH) for a grant of £500 from the Heatons North ward allocation towards the cost of purchasing wood to mend and strengthen the damaged sides of the raised herb bed in Heaton Moor.

Diana Scotcher attended the meeting and submitted an application received on behalf of Sustainable Living in the Heatons for a grant of £500 from the Ward Flexibility Funding Budget (£500 from Heatons North ward allocation only) towards the cost of wood to repair and strengthen the damaged herb bed in Heaton Moor.

RESOLVED – That approval be given to an application from Sustainable Living in the Heatons for an increased grant of £529 from the Ward Flexibility Funding Budget (£529 from Heatons North ward allocation only) towards the cost of purchasing wood to mend and strengthen the damaged sides of the raised herb bed in Heaton Moor.

To consider a report of the Deputy Chief Executive.

The following development applications will be considered by the Area Committee:-

A representative of the Assistant Director for Legal & Democratic Governance outlined the procedure approved by the Council for public speaking on planning applications.

Advertisement consent for the installation of a mixture of illuminated and non-illuminated signage across the site, including:

·       Non-illuminated individual lettering signs to the elevations of the Units within Blocks 5 and 6 facing onto Greg Street;

·       Internally illuminated light box signs to the front elevations of the new industrial units facing the internal courtyards;

·       An internally illuminated entrance totem sign;

·       An externally illuminated site and tenant directory sign; and

·       Two small non illuminated directional signs.

The Area Committee is recommended to grant planning permission subject to conditions.

RESOLVED – That planning permission be granted subject to the following conditions:

1) That wording be added to the approved plans to include a condition which states that the colours shown on the tenant directory sign for the individual blocks are not included.

2) That the illuminated signs are to be switched off at night outside of the site operational hours.

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action within the Heatons and Reddish Area Committee area.

A representative of the Assistant Director for Legal and Democratic Governance submitted a report (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Heatons and Reddish Area Committee.

RESOLVED – That the report be noted.

To consider a report of the Director of Development and Regeneration.

The report provides an update on delivering Reddish District Centre Action Plan, initial thoughts on how the £5,000 from UK Shared Prosperity Fund is to be allocated and support for Large Local Centres.

The Area Committee is asked to:-

a)    note the progress made in developing the Reddish District Centre Action Plan.

b)    provide feedback on priority projects to allocate the £5,000 UKSPF to.

c)    note the plans to develop an information portal to support businesses and organisations in large Local Centres.

A representative of the Assistant Director for Legal & Democratic Governance submitted a report of the Director of Development and Regeneration (copies of which had been circulated) providing an update on the delivery of the Reddish District Centre Action Plan, initial thoughts on how the £5,000 from UK Shared Prosperity Fund was to be allocated and support for Large Local Centres.

The following comments were made/issues raised:-

·         Members expressed thanks to residents and local groups for their hard work and involvement. It was noted that there was a buzz and a lot of positive feeling in the area as a result and that members were looking forward to future work.

·         The contribution a business would need to make towards the cost of the Urban Front project following a successful application was queried. In response it was clarified that with previous applications this had been a 50% contribution up to a total value of £600.

RESOLVED – That the report be noted.

To consider a report of the Director of Place Management.

The report provides details relating to the prohibition of waiting and restricted waiting on parts of Clifton Road and Alan Road in Heaton Moor.

The Area Committee is asked to approve the legal advertising of the following Traffic Regulation Orders as shown in Appendix A and subject to no objections being received within 21 days from the advertisement date the following orders can be made:

The report provides details relating to proposals to change the existing Experimental Prohibition of Driving (except for Permit Holders) when Temporary Road Signage is in place between the hours of 8am to 9.30am and 2.30pm to 3.50pm, Monday to Friday Traffic Regulation Order to that of a Permanent Traffic Regulation Order.

The Area Committee is asked to comment on and recommend that the Cabinet Member for Parks, Highways & Transport Services approves the Traffic Regulation Order set out in Appendix A and be established on a permanent basis.

Members discussed the potential to use Automatic Number Plate Recognition cameras to ‘police’ such schemes in the future rather than to rely largely on the goodwill of parents and volunteers.

To consider a report of the Director for Place Management.

The report provides details of a request by the Neighbourhood Team for £700 to purchase Spring Flowering Bulbs for Heaton South. The bulbs would be shared with community groups to plant in the Heaton South Ward.

The Area Committee is asked to approve funding to purchase additional bulbs for Heaton South.

A representative of the Assistant Director for Legal & Democratic Governance submitted a report of the Director of Place Management (copies of which had been circulated) detailing a request by the Neighbourhood Team for £700 to purchase Spring Flowering Bulbs for Heaton South. The bulbs would be shared with community groups to plant in the Heaton South Ward.

RESOLVED – That approval be given to funding the purchase of additional bulbs for Heatons South at a cost of £700 from the Delegated Ward Budget (Heatons South ward)

To consider a report of the Assistant Director for Legal and Democratic Governance.

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.

The Area Committee is recommended to note the report.

A representative of the Assistant Director for Legal & Democratic Governance submitted a report (copies of which had been circulated) updating the Area Committee on progress on decisions taken by the Area Committee since the last meeting and the current position on the Area Flexibility and the Delegated budget.

The representative of the Assistant Director for Legal & Democratic Governance also requested that the Area Committee give consideration to the nomination of projects or schemes for funding from the Ward Discretionary Budget.

In response it was stated that Reddish South ward councillors wished to pursue a scheme to improve biodiversity in Reddish Vale through the rejuvenation of two ponds within the park.

RESOLVED – (1) That the report be noted.

(2) That the Director of Place Management be requested to submit a report to a future meeting of the Area Committee detailing proposals for the use of Ward Discretionary Funding for the making of improvements to biodiversity in Reddish Vale through the rejuvenation of two ponds within the park.
