The Chair wished to mark International Women’s Day and thank all women across Heatons and Reddish for everything they contribute to the social, cultural, political and economic life across the wards and celebrate their achievements.

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

It was reported that the Neighbourhood Police representative (Greater Manchester Police) was unable to attend the meeting, but welcomed any neighbourhood policing questions or issues to be raised.

 

The following comments were made/ issues raised:-

 

·         It was noted that the Neighbourhood Policing Teams were undergoing reorganisation which was being implemented this week.

·         Members expressed concern over the issue of speeding in the area and requested that a representative of Greater Manchester Safer Roads Partnership be invited to the next meeting to provide an update and discuss the matter.

·         Requested an update in relation to Community Speedwatch.

·         It was commented that a partnership approach with the police and local authority was required to develop a strategy to tackle local speeding related issues.

 

The Chair informed the Committee that Sergeant Daniel Jones would be attending the next meeting in April 2023 and would respond accordingly.

A representative of the Assistant Director - Legal & Democratic Governance (Monitoring Officer) submitted a report (copies of which had been circulated) summarising recent appeal decisions; listing current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action within the Heatons and Reddish area.

 

It was reported that since the publication of the agenda, there had been a number of updates to the report as follows:-

 

·         That the appeal against the refusal of planning permission for the extension of existing GRP chimney shroud by 1.5m with internal works comprising of the removal and replacement of 3 antennas internal upgrade of existing equipment room and ancillary works at Manchester Road, Heaton Norris had been allowed.

·         That the enforcement appeal at Unit 3A Demeter Buildings, Brighton Road Heaton Mersey had been dismissed.

·         In relation to the enforcement notice at Land at 613-615 Gorton Road, Reddish, Members were advised that an alternative scheme for the development of the site had been approved and included the demolition of the existing unauthorised structures and a rebuild of the extension in brick and matching materials.

 

RESOLVED – That the report be noted.

To consider a report of the Director of Development and Regeneration.

 

The report provides an update on developing an Action Plan for Reddish including recommendations on how the £5,000 for 2022/23 is to be allocated.

 

The Area Committee is recommended to:

 

(1)  Note the partnership approach to developing the Reddish Action Plan;

(2)  Comment on the actions within the Reddish Action Plan;

(3)  Comment on the allocation of funding to priority projects listed in Section 4.3 of the report.

A representative of the Director of Development and Regeneration submitted a report (copies of which had been circulated) providing an update on developing an Action Plan for Reddish including recommendations on how the £5,000 for 2022/23 is to be allocated.

 

The following comments were made/ issues raised:-

 

·         It was requested that a briefing on the summer events be made arranged with Members following the election.

·         It was commented that there was overwhelming support within the community for restarting ReddFest.

·         It was noted that a large sum of money had been allocated to Reddish in Bloom.

·         In response, it was stated that the proposed funding was to be confirmed and the group had expressed that the suggested funding was more than required. It was confirmed that any surplus funds would be reallocated to other projects particularly with regard to ReddFest and the rising cost of organising an event.

·         Members expressed support for the project as a whole but disappointment with the amount of funding available and how the funding had been distributed across the borough. It was commented that the funding would be more impactful if distributed based on need as opposed to equal shares.

·         In response, it was stated that part of the role of the District Centre Managers was to understand the funding streams available. Whilst the amount allocated was not significant, the money was being used to accelerate projects in the local area.

·         Thanked officers for their work and for engaging with ward Members and the community.

 

RESOLVED – That the report be noted.

8.

Enforcement of Moving Traffic Contraventions Under Part 6 of the Traffic Management Act 2004 pdf icon PDF 407 KB

To consider a report of the Director of Place Management.

 

The report provides the Area Committee with proposals for Stockport Council as Highway Authority to acquire powers to enforce moving traffic contraventions under Part 6 of the Traffic Management Act 2004 (“the 2004 Act”). The report also informs the Area Committee of the process required to submit an application to undertake additional enforcement powers. The submission of any such application will enable Stockport Council to take control of future enforcement once the Regulations are in force.

A representative of the Director of Place Management submitted a report (copies of which had been circulated) detailing proposals for Stockport Council as Highway Authority to acquire powers to enforce moving traffic contraventions under Part 6 of the Traffic Management Act 2004 (“the 2004 Act”). The report also informed the Area Committee of the process required to submit an application to undertake additional enforcement powers which would enable Stockport Council to take control of future enforcement once the Regulations were in force.

 

The following comments were made/ issues raised:-

 

·         Members expressed support for the council to submit an application to undertake additional enforcement powers and welcomed the opportunity to suggest amendments to the future moving traffic enforcement locations.

·         It was suggested that the enforcement of a weight restriction be considered on Denby Lane, Reddish South in light of feedback from local residents.

·         Concern was expressed regarding the current Traffic Regulation Order list and the inaccuracies relating to ward boundaries.

·         It was noted that the Moving Traffic Order Locations appendix contained a series of inaccuracies relating to the wards specified and suggested that an exercise is done in conjunction with local Members to confirm that the locations are contained within the appropriate wards.

·         Welcomed the Prohibition of Right Turn Traffic Regulation Order on Georges Road, however noted issues with people travelling northwards onto the A6 and queried whether appropriate arrangements were in place.  

·         It was queried what the financial implications of the measures would be and if any increase in budget would be made available.

·         In response, it was reported that the measures would mainly be enforced through enforcement cameras as opposed to officers on the ground and   the traffic contravention enforcement would cover the cost of the works.

·         It was queried how the council were engaging with members of the public in relation to the public consultation.

·         In response, it was stated that the consultation was being held online however alternative access both on and offline was available upon request.

9.

The report details the objections which have been returned in response to the legal advertising of a Traffic Regulation Order.

 

The Area Committee is recommended to give approval to the introduction of the Traffic Regulation Orders as originally advertised.

A representative of the Director of Place Management submitted a report (copies of which had been circulated) detailing objections which have been returned in response to the legal advertising of a Traffic Regulation Order.

 

It was reported that members of the public had identified an error within the report relating to the number of people who had objected in response to the legal advertising of the Traffic Regulation Order and requested that the item be deferred to a future meeting of the Area Committee following investigation.

 

It was queried whether the three formal objections contained within the report were from residents Reddish South. In response it was confirmed that further detail would be provided in the report submitted to a subsequent meeting of the Area Committee.

 

RESOLVED – That consideration of this item be deferred to a future meeting of the Area Committee pending an investigation of the inaccuracies in relation to the number of objectors.  

10.

School Street Scheme for St Thomas’s Primary School pdf icon PDF 270 KB

To consider a report of the Transport Strategy Manager.

 

The first part of the report provides an update on consultation to date and initial

conversations with the School. The second part of the report looks at potential future

steps, including decisions to be taken by the Area Committee.

 

The Area Committee is recommended to:-

 

(1)  Confirm the funding request in the total sum of £12,285 (minus the £1,000 already received) to come from the Delegated Ward Budget to allow all activities to be taken forward.

(2)  Agree the revised timescales as shown in Paragraph 6 above.

(3)  Agree the preferred approach for signoff

a) request an Urgent Decision or

b) make the decision at Area Committee.

A representative of the Transport Strategy Manager submitted a report (copies of which had been circulated) providing an update on the consultation to date and initial conversations with the School and potential future steps, including decisions to be taken by the Area Committee.

 

The following comments were made/ issues raised:-

 

·         It was noted that the public response to the scheme was divided, however the responses explained a number of reasons why it was necessary to have some level of enforcement around schools.

·         Members expressed support for the scheme and commented that anti-social driving was an ongoing issue.

·         It was noted that no one solution would be satisfactory to the whole community and the need for a scheme that took the view of all stakeholders into account was expressed.

·         It was commented that one scheme encompassing both school campuses would be preferable and requested that this option be considered.

·         It was commented that the £5,000 estimated for local authority staff administration and project support time should be taken from central wages budget as opposed to the Area Committee’s Delegated Budget as a large proportion of the cost of the overall scheme.    

·         It was commented that whilst concern had been expressed around the impact of the scheme on residents and commuters access to homes and public transport, school safety was paramount.

 

RESOLVED – (1) That approval be given to the allocation of £12,285 from the Area Committee's Delegated Budget (Heatons North ward allocation) towards the cost of the proposed School Street Scheme for St Thomas’s Primary School. 

 

(2)  That the 'key dates' outlined in paragraph 7 of the report that illustrates the elongated timescales for the implementation of the scheme should a decision on the implementation of experimental traffic regulation orders be required to wait until the next meeting of the Area Committee be noted.

 

(3)  That the Cabinet Member for Highways, Parks & Leisure Services be recommended to exercise the Area Committees delegation to act as highways authority with regard to this specific scheme to facilitate the approval of any such experimental Traffic Regulation Orders.

The report details the results of a consultation on the City Region Sustainable Transport Settlement (CRSTS) proposals for a proposed Toucan crossing on Broadstone Road at Keswick Road and seeks a recommendation that the Cabinet Member (Economy and Regeneration) approves the scheme.

 

The Area Committee is requested to recommend that the Cabinet Member for Economy and Regeneration gives approval to the implementation of the scheme legal advertising of the Traffic Regulation Orders detailed within appendix C and, subject to no objections being received within 21 days from the advertisement date, the subsequent making of the orders to be funded from the Government’s City Region Sustainable Transport Settlement (CRSTS) and Transforming Cities Funding.

A representative of the Director of Place Management submitted a report (copies of which had been circulated) detailing the results of a consultation on the City Region Sustainable Transport Settlement (CRSTS) proposals for a proposed Toucan crossing on Broadstone Road at Keswick Road.

 

It was commented that Members welcomed the report and noted the positive impact that the proposals would have particularly for parents with young children.

 

RESOLVED - That the Cabinet Member for Economy & Regeneration be recommended to give approval to the implementation of the scheme and the legal advertising of the Traffic Regulation Orders detailed within appendix C and, subject to no objections being received within 21 days from the advertisement date, the subsequent making of the orders to be funded from the Government’s City Region Sustainable Transport Settlement (CRSTS) and Transforming Cities Funding.

The report details an application from Stockport County Supporters Co-operative to hold their annual half-marathon on Sunday 3rd September 2023 with a circular route being run from and back to Stockport County Football Club along the Trans Pennine Trail between the Woolpack Bridge through Mersey Vale and on into Manchester. The event will start at 9.30am and finish at 12.30pm, setting up from 9.00am.

 

The Area Committee is recommended to give approval to the application subject to organiser obtaining and submitting the appropriate papers, event plans, health & safety documentation, licences and/or insurances and fees and charges.

The Local Government Boundary Commission for England has undertaken a review of the council’s electoral arrangements and made recommendations for new warding patterns, to be used for the May 2023 Local Elections onwards.

 

A consequence of the borough’s new warding arrangements is that the existing boundaries of the council’s seven area committees are no longer coterminous with the new ward boundaries that will be place for the 2023/24 municipal year and that the council must therefore establish new arrangements.

 

The Area Committee is recommended to consider the revised boundaries for area committees and to make a recommendation for consideration by the Cabinet prior to a final decision being made by the Council Meeting on 30 March 2023.
