To approve as a correct record and sign the Minutes of the meeting held on 18 October 2021.

The Minutes (copies of which had been circulated) of the meeting held on 18 October 2021 were approved as a correct record and signed by the Chair.

Councillors and officers were invited to declare any interests they had in any of the items on the agenda for the meeting.

No declarations of interest were made.

The Chair on behalf of the Area Committee encouraged the Heatons and Reddish residents to get double vaccinated and the booster vaccine.

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Six public questions were submitted as follows: -

·         Relating to the ‘Grafton Street Play Area’

·         Relating to the ‘Trial Scheme – increased traffic and additional safety around Broadstone Hall School’

·         Relating to the ‘Responses to the Active Neighbourhood Trial’

·         Relating to the ‘Active Neighbourhood Scheme’

·         Relating to the ‘Heaton Chapel Active Neighbourhood Trial’

·         Relating to the ‘Active Neighbourhood Trial’

Formal responses would be shared with each of the questioners and the Committee.

To receive petitions from members of the public and community groups.

No petitions were submitted.

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

A representative of Strategic Head of Service (Legal & Democratic Governance and Monitoring Officer) reported that no organisations had indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

To consider an application for Ward Flexibility Funding received from the United Stockport Circuit for a grant of £200 (£50 from each ward allocation) towards the cost of setting up a Drive-In Carol Service over Christmas.

A representative of the Strategic Head of Service & Monitoring Officer (Legal & Democratic Governance) submitted an application for Ward Flexibility Funding received on behalf of United Stockport Circuit  towards the cost of setting up a Drive-In Carol Service over Christmas.

RESOLVED – That approval be given to an application from United Stockport Circuit for a grant of £200 from the Ward Flexibility Funding Budget (£50 from each ward allocation) towards the cost of setting up a Drive-In Carol Service over Christmas.

To consider an application for Ward Flexibility Funding from the Friends of Reddish South Station for a grant of £500 (£250 from Reddish North and £250 from Reddish South ward allocations only) towards the cost of creating a V.E Day 1945 themed mural with the 1^st/4^th Reddish Beavers and Cubs, which will be placed at the station for 8 May 2022.

A representative of the Strategic Head of Service & Monitoring Officer (Legal & Democratic Governance) submitted an application for Ward Flexibility Funding received on behalf of Friends of Reddish South Station towards the cost of creating a V.E Day 1945 themed mural with the 1st/4th Reddish Beavers and Cubs, which will be placed at the station for 8 May 2022.

A representative of the Strategic Head of Service & Monitoring Officer (Legal & Democratic Governance) submitted an application for Ward Flexibility Funding received on behalf of Arts Central Youth Theatre towards the cost of putting on a two night pantomime production in April/May 2022 and an end of year show in June/July 2022 for a theatre group for children in Reddish who cannot afford to join fee-paying theatre groups.

RESOLVED – That approval be given to an application from Arts Central Youth Theatre Group for a grant of £1,000 from the Ward Flexibility Funding Budget (£500 from Reddish North, £200 from Heatons North, £200 from Heatons South and £100 from Reddish South ward allocations) towards the cost of putting on a two night pantomime production in April/May 2022 and an end of year show in June/July 2022 for a theatre group for children in Reddish who cannot afford to join fee-paying theatre groups.

A representative of the Democratic Services Manager outlined the procedure approved by the Council for public speaking on planning applications.

The refurbishment, alteration and extension of 20 Brook Road, comprising the erection of a single storey rear extension and a dormer roof extension.

The Area Committee is requested to grant planning permission.

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action within the Heatons and Reddish Area Committee area.

A representative of the Corporate Director for Place Management and Regeneration submitted a report of the Strategic Head of Service & Monitoring Officer (Legal & Democratic Governance) (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Heatons and Reddish Area Committee.

This report is to update the Committee on the progress of the Heatons Active Neighbourhood scheme and to seek approval to retain some of the Heatons Active Neighbourhood measures on a temporary basis whilst further consultation and approval processes are undertaken.

The Area Committee is requested to recommend that the Cabinet Member (Economy and Regeneration) approves the recommendation to retain some of the Heatons Active Neighbourhood measures on a temporary basis whilst further consultation and approval processes are undertaken.

A representative of the Corporate Director (Place) and Deputy Chief Executive submitted a report (copies of which had been circulated) providing an update on the progress of the Heatons Active Neighbourhood scheme and to seek approval to retain some of the Heatons Active Neighbourhood measures on a temporary basis whilst further consultation and approval processes are undertaken.

The following comments were made/issues raised: -

·         The Committee welcomed the report and were happy with the discussions around Ash Grove and have to date received positive feedback from local residents.

·         It was commented that the trial has been well received in the community and welcomed the temporary extension to the 20mph speed limit and the one-way system.

·         It was noted that some local residents were of the view that their concerns were not being listened to, but from the report and comments it is clear that those comments were listened to and acted upon.

·         Propose to keep elements of the trial in Broadstone Road North.

RESOLVED - That the Cabinet Member (Economy and Regeneration) be recommended to approve the recommendation to retain some of

the Heatons Active Neighbourhood measures as detailed within paragraphs 4.1 – 4.7 of the report on a temporary basis whilst further consultation and approval processes are undertaken.

The report addresses an anomaly at the junction of Buckley Street and Aigburth Grove in Reddish.

A representative of the Corporate Director (Place) and Deputy Chief Executive submitted a report (copies of which had been circulated) providing details of a proposed highway maintenance scheme on Priory Lane,  Reddish – Footway Resurfacing to link path between Priory Lane and David Street at a

cost of £7,500.

Councillor David Wilson welcomed the report and commented that it was in an area of a very popular school.

Councillor Kate Butler commented that the flooding in the area made it difficult to pass for those going to school and church and welcomed the report despite the costs and it being on an unadopted highway.

RESOLVED – That approval be given for the following proposed highway maintenance scheme to be funded by this Area Committee’s Highway Maintenance and Traffic Management delegated budget at a cost of £7,500 and authorises the Deputy Chief Executive & Corporate Director for Place Management & Regeneration to order the work:-
