The Minutes (copies of which had been circulated) of the meeting held on 9 December 2019 were approved as a correct record and signed by the Chair.

To consider an application for Ward Flexibility Funding from Drawing Board Productions for the cost of a new independent monthly not-for-profit community newspaper for the Heatons and Reddish area.

Amanda Fourie attended the meeting and submitted an application for Ward Flexibility funding on behalf of Drawing Board Productions towards the cost of a new independent monthly not-for-profit community newspaper for the Heatons and Reddish area.

RESOLVED – That, approval be given to an application from Drawing Board Productions for a grant of £700 from the Ward Flexibility Funding Budget (£250 from the Heatons North ward allocation and £150 from each of the  Heatons South, Reddish North and Reddish South ward allocations) towards the cost of a new independent monthly not-for-profit community newspaper for the Heatons and Reddish area.

A representative of the Deputy Chief Executive submitted a report (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcement activity within the area represented by the Heatons and Reddish Area Committee.

To consider a report of the Corporate Director for Place Management and Regeneration.

The report sets out the findings of a consultation exercise for Road Safety around Schools – Abingdon Primary School and to seek approval for the introduction of Traffic Regulation Orders (TROs), associated signage and dropped kerbs.

The Area Committee is requested to recommend that the Cabinet Member for Sustainable Stockport gives approval to the legal advertising of the package of Traffic Regulation Orders contained within the report, and subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders at a cost of £5,250 to be funded from the Road Safety around Schools programme.

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) detailing the findings of a consultation exercise for Road Safety around Schools – Abingdon Primary School and to seek approval for the introduction of Traffic Regulation Orders, associated signage and dropped kerbs including: -

·         Introduction of no waiting at any time restrictions at the junction of Abingdon Road and Ambleside Road;

·         Introduction of no waiting at any time restrictions at the junction of Abingdon Road/Dumbarton Road and Dalkeith Road;

·         Replacement of red tactile paving at the school entrance on Abingdon Road with the buff tactile paving; and

·         Installation of 6no. pencil bollards on Abingdon Road along the frontage of the school.

RESOLVED - That approval be given to the proposals for Road Safety around Schools in the vicinity of Abingdon Primary School as detailed in Section 3 of the report, and to the legal advertising of the following package of traffic regulation orders and, subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders at a cost of £5,250 to be funded from the Road Safety around Schools Programme: -

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) detailing the findings of a consultation exercise for Road Safety around Schools – Norris Bank Primary School and to seek approval for the introduction of Traffic Regulation Orders, for 20mph speed limits and give way markings on Norris Hill Drive; Winchester Drive; Blandford Road; Ridgemont Avenue; The Square; and The Green, Heaton Norris.

The Area Committee has previously considered and given approval to a proposed 20mph spped limit covering the entire lengths of Wittenbury Road, Marlcroft Avenue and Mossfield Close at its meeting on 23 September 2019 and has been included in the Traffic Regulation Order Schedule for this proposal for the purposes of statutory advertising.

RESOLVED - That approval be given to the proposals for Road Safety around Schools in the vicinity of Abingdon Primary School as detailed in Section 3 of the report and to the legal advertising of the following package of traffic regulation orders and, subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders at a cost of £4,650 to be funded from the Road Safety around Schools Programme: -

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

Two public questions were submitted in relation to the ‘Mayor’s Cycling and Walking Challenge Fund – Heaton Cycle Links’ (see Minute 12 below) raising concerns in relation to ongoing maintenance, the protection of trees, impact on Conservation areas and the process of public consultation.

In response, assurance was provided that in relation to the Leegate Road scheme discussions with residents and land-owners were ongoing addressing concerns raised during the consultation events.  It was stated that the Council’s Conservation and Arboricultural Officers would also be involved in discussions for matters relating to the maintenance of the trees. If proposed works were going ahead residents would be kept informed of any details relating to any traffic management needed to enable the safe implementation of the scheme. It was also noted that regarding Kingsleigh Road, two options to improve the crossing were proposed as part of the consultation process. The details of which were available on the Council’s website.

To consider a report of the Corporate Director for Place Management and Regeneration.

This report provides results of a consultation on the Mayoral Challenge Fund (MCF) proposals for an improved foot and cycle route between the Fallowfield Loop in Reddish and the Trans-Pennine Trail in Heaton Mersey. Key components include:

·         Surfacing and lighting of paths at Nelstrop Road and Meadow Gardens;

·         An upgraded Toucan crossing on the A6;

·         Cycle Improvements at Buckingham Road;

·         A new cycle access and improvements to Leegate Road;

·         Foot and cycle crossing improvements at Leegate Rd / Mauldeth Rd roundabout;

·         A cycle route on Kingsley Rd;

·         Surfacing and lighting of paths near Priestnall School;

·         Surfacing and lighting of paths at Heaton Mersey Common;

·         A new controlled crossing of Didsbury Road; and

·         Improvements to the Trans-Pennine Trail near Meltham Road.

The Area Committee is asked to recommend that the Cabinet Member (Economy and Regeneration) approve the schemes described in the report.

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) detailing a series of proposals to enhance the walking and cycling links on various roads and paths in the Heatons and providing the results of a consultation on the Mayor’s Challenge Fund proposals for an improved foot and cycle route between the Fallowfield Loop in Reddish and the Transpennine Trail in Heaton Mersey.

The following comments were made/issues raised: -

·         Concern was expressed in relation to who would be responsible for the maintenance of any trees in the development and would there be any proposed maintenance policy. In response, it was stated that the scheme was part of the capital fund, that needed to be spent by March 2022, however, the fund would not be carried over for maintenance schemes, but Transport for Greater Manchester and the Mayor are aware of the concerns.

·         Concern was expressed relating to traffic calming speed bumps and the access for cyclists along the routes. In response, it was stated that “speed cushions” were being looked at with a gap between the cushions for the cyclists to use.

·         Clarification was sought regarding the replacement for the gates and the proposed barriers and whether it would be fit for purpose. In response, it was commented that the gates and barriers were not yet designed but would need to be accessible for a double push-chair and a mobility scooter.

·         A discussion took place in relation to the breakdown of the costs in terms of each stage of the scheme and the opportunities for the community groups to get involved in the scheme across the area.

·         It was noted that a number of respondents to the consultation enquired about the “drawings” and be able to view in detail. In response, the Committee were informed that the “drawings were available for viewing on the website and at Fred Perry House and once finalised following the consultation, would be shared with Ward Councillors and other interested parties.

·         Clarification was sought in relation to the upgrade of Nelstrop Road North and if any discussions had taken place with Manchester City Council. In response, it was commented that discussions were ongoing with Manchester City Council who were happy with the proposals to date.

·         It was noted that the issues raised relating to maintenance of the trees and the pathway needed to be emphasised and that some sort of assurance needed to be given for a long-term maintenance budget to be put in place.

RESOLVED – (1) That the results of the recent consultation exercise carried out with residents and businesses around the Heatons and Reddish area in relation to an improved foot and cycle route between the Fallowfield Loop in Reddish and the Transpennine Trail in Heaton Mersey be noted.

(2) That approval be given to Proposals A,B,D,E,G,I and L (as detailed in Section 3 of the report) and to the legal advertising of the associated package of Traffic Regulation Orders (as detailed in Appendix C of the report), insofar as they related to Local Distributor and Local Access Roads within their purview. and subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the Orders.

(3) That the Cabinet Member for Economy & Regeneration be recommended to give approval to Proposals C2, F1, H, J and K (as detailed in Section 3 of the report) and to the legal advertising of the associated package of Traffic Regulation Orders (as detailed in Appendix C of the report), insofar as they related to Strategic Highways and District Distributor Roads, and subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the Orders.

This report gives details of the results of the consultation exercise carried out for the Heaton Norris Park Bridge proposals to replace the current Hatton Street footbridge over the M60 and associated links to Heaton Norris, Heaton Moor and Heaton Chapel including a pocket Park on Belmont Street, 20mph zones, a crossing on the A6, works at Manchester Road and in Manchester Road Park. 

The Area Committee is requested to recommend the Cabinet Member (Economy and Regeneration) approve the proposed measures and associated traffic regulation orders.

The following comments were made/issues raised: -

·         Clarification was sought regarding the timescales for the planning application for the Heatons Norris Park Bridge to be submitted. In response, it was commented that it would take about 6 months to submit the planning application due to a delay by Highways England announcing their investment programme for 2020-2025.

·         Clarification was sought regarding Manchester Road and discussions with British Rail and the MOT garage regarding the new cycle and pedestrian bridge over the M60. In response, it was commented that discussions were in the preliminary stages, but no agreement had been made.

·         Concerns were expressed regarding the flooding around the Manchester Road park area and the issues raised by the Friends of Manchester with Green Space and the Environmental Agency and whether the “friends group” would be involved in any future discussions. In response, it was commented that the scheme was being developed with the community and the “friends group” will be involved in the discussions.

·         Concern was raised regarding the traffic management on Eaton Road in the vicinity of the west aside of the A6 with queues of cars trying to beat the traffic lights to turn into Vaughn Road. The concerns were noted and assurance was given that it would be looked into as part of the scheme.

·         It was noted that the proposals for the scheme are very positive for the area including the pocket park and for the residents living in the neighbourhood.

RESOLVED – That the Cabinet Member for Economy & Regeneration be recommended to give approval to the proposed measures for improved connections to the proposed new Heaton Norris Park Bridge (as detailed in Section 3 of the report) and:-

(i)            give the necessary approvals to permit the submission of a planning application for a new cycling and walking bridge over the M60 and A560 (Great Egerton Street) and the associated ramps and steps.

(ii)              given approval to the legal advertising of the associated package of Traffic Regulation Orders (as detailed in Appendix D of the report), and subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the Orders.

To consider a report of the Democratic Services Manager.

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.

The Area Committee is recommended to note the report.

A representative of the Deputy Chief Executive submitted a report (copies of which had been circulated) updating the Area Committee on the progress on decisions taken by the Area Committee since the last meeting and the current position on the Area Flexibility and the Delegated budget.

The Chair reported that he had received the details of quotes received by the Council for the repair of the wall at the entrance to Heaton Mersey Common and the removal of graffiti, and requested that the Area Committee gives consideration to the delegation of authority to allocate funding from the Area Committee’s Delegated Budget for the completion of these works within the current financial year.

RESOLVED – (1) That the report be noted.

(2) That authority be delegated to the Deputy Chief Executive, in consultation with the Chair and Highway Ward Spokespersons for the Heatons North and Heatons South wards, to give approval to the undertaking of works to the wall at the entrance to Heaton Mersey Common and the removal of graffiti to be funded from the Area Committee’s Delegated Budget at a cost not exceeding £3,000 (50% from each of the Heatons North and Heatons South ward allocation).
