Scrutiny Review Panel: Understanding the Inequalities of Health Outcomes Across the Borough pdf icon PDF 1 MB

This review focuses on the lived experience of ethnic minority communities and feedback from services on what they do/plan to do in order to better support people from ethnic minority backgrounds and people with SMI (severe mental illness).

The Director of Public Health submitted a report (copies of which had been circulated in advance of the meeting) which built upon the report submitted to the previous meeting of the panel. The panel was asked to consider and review the progress of the work to date, agree the format of the final report, and agree the outlined next steps for finalising the review report.

 

 

The following comments and issues were raised:

  • The Chair thanked officers involved for the comprehensive draft report presented to the Panel. 
  • On page 10 of the report, the ‘Public Health England actions for local areas to take’ were referenced, and it was asked how this would be included into the report. In response, it was highlighted that the sections included on guidance for health inequalities showed the need to follow the evidence and guidance available to ensure it would be reflected within the recommendations.
  • The wider work in the field within Greater Manchester was mentioned and there was question on how this other work might help to shape the outcomes of the review. It was highlighted in reply that there was work taking place within Greater Manchester partners and the Integrated Care Board partners and further references to this would be made in the final report.
  • There was a question around best practices in different areas and how the Council incorporate some of the initiatives to better engage ethnic minority communities. It was noted that the targeting for some of the campaigns could be learnt from Manchester City Council, in relation to providing more inclusive imagery.
  • It was asked who the target audience was and how the changes being proposed would be made effective. It was noted in reply that it would be up to the panel to determine the key target audiences for the report. It was also highlighted there was some strong data particularly in regard to the service user, persons with lived experience and carers perspective which could be effectively used to influence best practice in Stockport.
  • The Chair noted the Panel’s appreciation for all those people who have shared their lived experiences in order to inform the review.
  • It was noted that there was a range of committees that could help develop best practices from the findings of the report.

 

RESOLVED: That the report was considered and the panel agreed to the proposed format of the final report and noted the next steps.

 

4.

Discussion of Key Issues Raised and the Next Steps for the Review

To discuss the key issues raised during the scrutiny review and agree the next steps for the review including the collation of the recommendations and identifying any gaps in the review process.

The following comments and issues were raised:

  • The Chair asked if there were any other areas that needed to be covered to finalise the report. It was noted that the final recommendations would need to be brought back to meeting for agreement.
  • The Democratic Services Manager then outlined that the draft final report would need to be submitted on 26 February 2025 to the Adult Social Care and Health Scrutiny meeting on 6 March 2025. It was also noted that the Corporate Leadership Team would see the report before then going to Cabinet on 18 March 2025. 
  • It was noted that officers would need to be made aware of groups who should be consulted on the report before it moves to the formal meetings.
  • It was noted that part of the recommendations, it could be recommended that the work is kept under review, given the limited time available to approach all stakeholders.
  • Councillor Abell noted his intention to step back from the Adult Social Care and Health Scrutiny Committee, and asked if this would affect the reviews progress. It was confirmed in the reply that the review would continue, and this would not have an impact on the production of the final report.
