Better Care Fund 2nd Quarter Return and Monitoring Report

A joint report of the Chief Finance Officer (Stockport Clinical Commissioning Group) and the Borough Treasurer (Stockport Council) was submitted (copies of which had been circulated) inviting the Sub-Committee to consider the Better Care Fund (BCF) Quarter 2 Monitoring Returns and providing an update on the finance performance of the BCF as at 30 September 2018 (Quarter 2).

 

Clarification was sought, and provided, that the Disabled Facilities Grant could be used with other Registered Social Landlords.

 

Concerns were expressed about the underspend on mental health budgets given the pressure on services. It was clarified that the current underspend had arisen due to delays in implementing new assessment models that were now in place from 1 October 2018 and that it was anticipated that spending on service delivery would be in line with projections.

 

RESOLVED – That

 

(i)    the revised expenditure plan of reallocating £0.385m of the GP Enhanced Care budget to support Continuing Health Care market capacity to reduce the number of Delayed Transfers of Care be endorsed;

 

(ii)   the BCF monitoring returns for Quarter 2 2018/19 be approved, and

 

(iii) the finance performance of the BCF as at 30 September 2018 (Quarter 2) be noted.
