Members of the public were invited to submit questions to the Cabinet on any matters within its powers and duties, subject to the exclusions set out in the Code of Practice.

 

One public question was submitted relating to how requests to remove developable and other designations in the draft Local Plan would be consulted upon and carried forward to the revised local plan and how requests for Local Green Space designations would be integrated into and considered as part of the process and carried forward to the revised local plan.

 

RESOLVED – That the Chief Executive be requested to respond to the questioner in writing.

To consider a report of the Cabinet Member for Climate Change & Environment.

 

To meet statutory requirements set out in the Planning and Compulsory Purchase Act 2004 (as amended) the council, as Local Planning Authority, has to prepare and maintain an up-to-date local plan.  The purpose of the report is to set out details relating to the emerging draft Stockport Local Plan and seek Cabinet agreement that it be subject to a period of public consultation commencing in early September 2024 and continuing into October 2024.

 

The Cabinet is recommended, having regard to any comments made by members of the scrutiny committee, to

 

(1) approve the emerging draft Stockport Local Plan set out in Appendix 1 to the report and the draft updated policies map set out in Appendix 2 for consultation between 02/09/2024 and 28/10/2024.

 

(2) delegate the making of minor amendments to the emerging draft Stockport Local Plan and/or the draft updated policies map prior to the consultation commencing to the Assistant Director Place Making and Planning in consultation with the Deputy Leader of the Council.

 

(3) In light of the outcome of the General Election, delegated authority is sought to the Leader of the Council in consultation with the Chief Executive to delay the commencement of the consultation in the event that changes to national policy are made that would result in a need for the council to review its approach in the local plan.

The Cabinet Member for Climate Change & Environment (Councillor Mark Roberts) submitted a report (copies of which had been circulated) setting out the statutory requirement in the Planning and Compulsory Purchase Act 2004 (as amended) that the council, as Local Planning Authority, had to prepare and maintain an up-to-date local plan. 

 

The purpose of the report was to set out details relating to the emerging draft Stockport Local Plan and seek Cabinet agreement that it be subject to a period of public consultation commencing in early September 2024 and continuing into October 2024.

 

RESOLVED - (1) That approval be given to the emerging draft Stockport Local Plan set out in Appendix 1 to the report and the draft updated policies map set out in Appendix 2 for consultation between 2 September 2024 and 28 October 2024.

 

(2) That authority for the making of minor amendments to the emerging draft Stockport Local Plan and/or the draft updated policies map prior to the consultation commencing be delegated to the Assistant Director for Place Making and Planning in consultation with the Deputy Leader of the Council.

 

(3) That in light of the outcome of the General Election, authority be delegated to the Chief Executive, in consultation with the Leader of the Council, to delay the commencement of the consultation in the event that changes to national policy are made that would result in a need for the council to review its approach in the local plan.
