Youth Justice Plan 2022/23 pdf icon PDF 243 KB

To consider a report of the Cabinet Member for Children, Families and Education.

 

The Youth Justice Plan is a statutory annual plan that is required under Section 40 of the Crime and Disorder Act 1998. The report sets out the Youth Offending Partnership’s responsibilities in producing this plan and states that it is the duty of each local authority, after consultation with the partner agencies, to formulate and implement an annual youth justice plan.

 

The Cabinet is requested to endorse the report and recommend that the Council Meeting adopt the Youth Justice Plan.

The Cabinet Member for Children, Families & Education (Councillor Wendy Meikle) submitted a report (copies of which had been circulated) detailing the Youth Justice Plan 2022/2023 which outlined achievements against last years’ plan, priorities for the future and opportunities/challenges for the forthcoming year.

 

The following comments were made/ issues raised:-

 

·         The youth justice system had a high staff retention rate and low sickness absence.

·         The voice of children was referenced throughout the report with a focus on ensuring that young people were heard.

·         Concern was expressed that it remained the case that the only custodial sentence facility was in Wetherby which mean that young people were placed some distance from their families and carers who wanted to visit them.

·         The report recognised the strengths, challenges and risks, particularly with regard to ongoing economic uncertainty.

·         The reduction in the number of permanent exclusions from schools was welcomed.

 

RESOLVED – That the Youth Justice Plan 2022/2023 be endorsed and that the Council Meeting be recommended to adopt the plan.

Establishment of the GM Integrated Care Partnership Board pdf icon PDF 236 KB

To consider a report of the Cabinet Member for Health & Adult Social Care.

 

The report details a proposal to establish the Greater Manchester Integrated Care Partnership (GM ICP) as a joint committee and to agree the terms of reference for the GM ICP.

 

The Cabinet is recommended:-

 

(1) To establish the GM Integrated Care Partnership as a joint committee of the ICB and ten local authorities.

 

(2) To appoint Cllr Holloway as member and Cllr Meikle as substitute member of the authority as members of the GM ICP.

 

(3) To note the proposed Terms of Reference of the GM ICP (Appendix B).

The Cabinet Member for Health & Adult Social Care (Councillor Keith Holloway) submitted a report (copies of which had been circulated) detailing a proposal to establish the Greater Manchester Integrated Care Partnership (GM ICP) as a joint committee and outlining the terms of reference for the GM ICP.

 

It was noted and welcomed that the Partnership included a wide range of representation from across the health and social care sectors.

 

RESOLVED - (1) That approval be given to the establishment of the Greater Manchester Integrated Care Partnership as a joint committee of the Integrated Care Board and the ten Greater Manchester local authorities.

 

(2) That the Terms of Reference of the Greater Manchester Integrated Care Partnership be noted.

 

(3) That Councillor Keith Holloway be appointed as a member of the Greater Manchester Integrated Care Partnership and Councillor Wendy Meikle as substitute member.

To consider a report of the Cabinet Member for Finance & Resources.

 

The report details proposaed for proposed polling arrangements for Stockport in order to inform the Council meeting’s determination of polling districts, polling places and polling stations for forthcoming elections.

 

The Cabinet is recommended to:-

 

(1) Consider the report, make any observations and or suggested amendments.

 

(2) Request that the Council Meeting give approval to the proposed polling arrangements for Stockport as detailed in the report.

The Cabinet Member for Finance & Resources (Councillor Malcolm Allan) submitted a report (copies of which had been circulated) detailing proposals for future polling arrangements for Stockport as a result of a review of Polling Districts, Polling Places and Polling Stations following a consultation period.

 

The Cabinet Member for Finance & Resources reported that following a request that investigations take place in relation to the potential for the provision of a new mobile polling station to serve electors in polling district HG7, a site visits had subsequently taken place and arrangements were now being made to provide a new polling station on the car park adjacent to Bradshaw Hall Playing Fields, Cheadle Hulme.  It was stated that subject to final confirmation of these arrangements, this proposal would be included within the report for the approval of the Council Meeting on 17 November 2023.

 

The following comments were made/ issues raised:-

 

·         The use of schools as polling stations in some circumstance had resulted in the closure of schools on polling day.  In response, it was stated that this decision was left to the management of the school and depended on the configuration of the building and practicality of allowing members of the public into an operational school site.

·         The work of the Elections Team in producing this report was commended.

 

RESOLVED – That the Council Meeting be recommended to adopt the proposals for Polling Districts, Polling Places and Polling Stations as detailed in the report.
