Local Plan 'Issues Paper' PDF 150 KB To consider a report of the Corporate Director for Place Management and Regeneration
The report sets out the Local Plan Issues Paper which describes the broad framework for this phase of work, and sets out the timescales for its approval and public consultation.
The Scrutiny Committee’s comments are sought on the content of the work in progress with regard to the draft Issues Paper document and on the updated consultation plan.

The Local Plan Issues Paper was a work in progress that had been subject to comment from internal stakeholders and councillors prior to this point. The draft was intended to allow comment on whether the document was framed in the right way and covered all the necessary areas, having partly been framed as a result of a number of internal consultation meetings and a ‘showcase’ briefing for officers from all services. The Issues Paper was written in such a way so as to be accessible to members of the public.
The report would be considered by the Cabinet at its meeting to be held on 18 July 2017.
The Cabinet Member for Economy and Regeneration (Councillor Kate Butler) attended the meeting to respond to Members’ questions.

A6 Town Centre Corridor PDF 79 KB To consider a report of the Corporate Director for Place Management and Regeneration
The report provides an overview of the proposed A6 Town Centre Corridor Masterplan and the concept of the ‘Stockport Mile’ aimed at enabling the A6 to play a central role in the life, attractiveness and animation of the town centre. The Masterplan seeks to improve the quality and identity of the A6 Corridor while redressing the balance between pedestrians, cyclists and motor vehicles through the town centre.
The Scrutiny Committee is requested to comment on the proposed draft masterplan and support its adoption to inform future development of the corridor, following consultation with key stakeholders.

The following comments were made/issues raised:-
· Some Members expressed concern about the consultants’ proposal to narrow the A6 and the subsequent increase in journey times which would result. · A Member enquired how much the consultants had been paid to produce the masterplan. · A Member expressed support for making the A6 more inclusive and expressed a wish for further reports on the A6 Corridor that were not restricted to the section of the A6 in the town centre. · There was a lack of information in parts of the report about sustainability, for example flood management. · A Member expressed the view that it was too soon to consider the proposals in the report and that it should have waited until after the completion of the A6 to Manchester Airport Relief Road, whether it was clear the A6 to M60 Relief Road would be constructed and until after the Greater Manchester Spatial Framework was finalised. · A Member requested to see the traffic modelling for the scheme.

Scrutiny Review Topic Selection 2017/2018 PDF 779 KB To consider a report of the Democratic Services Manager.
The report outlines a suggested process for the selection of Scrutiny Review topics for 2017/2018.
The Scrutiny Committee is invited to consider the selection of Scrutiny Review topics to be carried out during the 2017/2018 municipal year

A Member raised the possibility of a scrutiny review on Driverless Cars and the impact of new technology on motor vehicles. However, the Scrutiny Committee wished to consider other options and it was:-
