The Chair referred to the recent death of HRH The Prince Philip, Duke of Edinburgh.

Members of the Scrutiny Committee and Officers observed a minute’s silence as a mark of respect to his memory. 

To approve as a correct record and order that the Minutes of the meeting held on 28 January 2021 be signed.

The Minutes (copies of which had been circulated) of the meeting held on 28 January 2021 were approved as a correct record and signed by the Chair subject to the amendment of Minute 9, third paragraph, “The Committee were informed that the road leading to ‘Snake Pass’ would now be included in the area as part of the changes to the approach” to correctly read as follows: -

“The Committee were informed that the road leading to ‘Woodhead Pass’ would now be included in the area as part of the changes to the approach”.

Councillors and officers were invited to declare any interests they had in any of the items on the agenda for the meeting.

The report outlines the findings and recommendations of the joint Scrutiny Review Panel.

This Scrutiny Review was jointly commissioned by this Scrutiny Committee and the Adult Social Care and Health Scrutiny Committee. The Panel considered a range of information from health partners, notably from the Greater Manchester Health and Social Care Partnership and Stockport Clinical Commissioning Group, alongside proposals for Integrated Care Systems contained within the recent Health and Care White Paper.

The Final Report was agreed at the final Review Panel Meeting on 25 March 2021.

The Committee is invited to comment on the report and approve its submission to the Cabinet.

The Lead Councillor, Councillor Carole McCann, submitted the final report (copies of which had been circulated) outlining the findings and recommendations of the joint Scrutiny Review Panel on the Council’s Relationship with its Health Partners.

The Scrutiny Review had been commissioned by this Scrutiny Committee and the Corporate, Resource Management & Governance Scrutiny Committee.

The Panel had considered a range of information from health partners, notably from the Greater Manchester Health & Social Care Partnership and Stockport Clinical Commissioning Group, alongside proposals for Integrated Care Systems contained within the recent Health and Care White Paper.

The Final Report had been agreed at the final Review Panel Meeting on 25 March 2021.

The following comments were made/issues raised:-

·         The Committee welcomed the report and the recommendations that were included in the final report.

·         It was commented that communication was at the heart of the initiative and between partners and this gap had been identified during the review process. In response, it was noted that great strides are being made with digital communication and sharing information, resources and intelligence and that it was part of the NHS’s long term plan and its priorities.

·         Data sharing has been ongoing in the NHs for some years between private companies e.g. Boots and Virgin Health Care with information relating to diabetes and opticians. In response, it was stated that reviewing data sharing was one of the recommendations in the report and that it was about balancing the amount of information people would want to be shared and the sensitivities around that and the report was requesting that it be reviewed.

The Cabinet Member for Adult Care and Health (Councillor Jude Wells) welcomed the final report and the recommendations by the Scrutiny Review Panel and commented that the partnership arrangements with the health and third sector has been working well but there were some barriers and due to the pandemic things have improved in a short period of time.

RESOLVED – That the draft Final Report be approved for submission to the Cabinet.

To consider the report of the Strategic Head of Service & Monitoring Officer (Legal & Democratic Governance).    

The report provides the Forward Plan of agenda items for future meetings of the Adult Social Care & Health Scrutiny Committee.

The Board is asked to consider and note the report.

A representative of the Strategic Head of Service & Monitoring Officer (Legal & Democratic Governance) submitted a report (copies of which had been circulated) setting out the planned agenda items for the Scrutiny Committee’s next meeting and any relevant Forward Plan items.  

The Chair commented on the report and welcomed the number of agenda items and invited guests that had been considered by the Scrutiny Committee over the last year and invited the Committee to propose agenda items for the Forward Plan for the new municipal year.

The following agenda items were proposed: -

·         Volunteer Sector – delivery of services across Stockport

·         Stockport NHS Foundation Trust Update – 6-12 months

·         St Thomas Gardens – outcomes of the future consultations

·         Waiting Lists in local areas – practicalities and processes and how it is managed across the NHS

·         Maternity Services

·         Joint Strategic Needs Assessment (JSNA) Update

·         Update on the Joint Scrutiny Review and the Integrated Care Systems

·         Service Providers Update – coping with increasing Mental Health in local areas

RESOLVED – (1) That the report be noted.    

(2) That the following agenda items be scheduled in the Forward Plan for 2021/22: -
