e. the application having first been referred to the Secretary of State to give him the opportunity to call in the application for his own determination should he wish to do so.

(2) (9 for, 1 against) That in the eventuality that the application is not called-in, the Deputy Chief Executive & Corporate Director for Corporate and Support Services be authorised to determine the application subject to the applicant entering into a Section 106 agreement to secure developer contributions toward open space, biodiversity net gain and highways improvement.
