The Resident Parking Policy was updated at the December cabinet meeting. As part of that agreement it has been decided that a prioritised approach to the backlog of residents parking zone (RPZ)/ resident parking schemes (RPS) requests will be implemented.
This report provides an update on the residents parking zones/ schemes.
The area committee is recommended to note that preferred priorities with regards to the delivery of potential schemes within their area will be discussed at ward briefings and note the potential costs and the resource requirements for scheme delivery.

The following comments were made/issues raised:-
· Members expressed their frustrations at the delay to the production of this report, and noted that residents may feel underwhelmed at the proposals given the prohibitive costs and criteria involved in applying for residents’ parking schemes.
· Members expressed concern that the budget may allow for only one larger residents parking scheme to be granted through the area committee’s delegated budget per year, due to the considerable costs of each potential scheme.
· It was commented that a ‘one size fits all’ policy may not be the correct approach for the borough, with different parking pressures being present in different areas.
· Members welcomed the proposal to pass the decision making authority for the residents’ parking schemes to the ward members.

The following comments were made/issues raised:
· Concerns were expressed relating to the charges to ward budgets as there may be higher demand in some areas particularly those with a high proportion of terraced housing where there could often be issues with regard to on-street parking. Some wards were likely to struggle to meet the costs of all the proposed schemes.
· Commuter traffic was causing a lot of issues particularly in the Manor ward. It was felt that this should be addressed as a Boroughwide problem and the costs shared more fairly.
· Members requested that a breakdown of consultation costs be provided.
· In response to a Member’s question, the Area Committee was advised that there would not be a cost to an individual Ward for the initial consultation, it would only be if matters moved to a formal part of the process.
· Members felt it was important that residents’ support for the schemes was gained before any monies were sought from the Area Committees.

The following comments were made/ issues raised:-
· Members expressed concern regarding the change to the scheme from a free to a paid scheme and the associated costs from £4,000 to £6,000 and would impact the Area Committee’s Delegated Budgets.
· Concern was expressed regarding the fairness and bureaucracy of the process relating to existing schemes and new schemes and the potential for charges that would apply.
· The associated costs should not be put on the Area Committee’s Delegated Budgets.
· Members sought clarification regarding the fairness, equality and democratic process of the report and the impact it would have on communities, as the size of the areas vary across the borough and the smaller communities would be impacted the most.
· It was suggested that the payment process be updated and that consideration be given to ‘parking scratch-cards’ and additional parking permits being issued to residents to assist with care workers, nurses and builders visiting etc
· It was queried as to the schemes that would be deemed to predate the moratorium. It was clarified that this information would be sent to ward councillors.

The following comments were made/ issues raised:-
· Members were advised that the criteria for the development of residents parking zones contained guidelines which should be viewed as indicative. The guidelines were as follows:-
- There was a daytime problem if around 60% of the cars did not belong to residents and around 85% of the kerb space available was parked on for more than six hours of the day.
- There was a night time problem if around 40% of the cars did not belong to residents and around 85% of the kerb space available was parked on for more than four hours of the night.
· Clarification was sought on whether the costs of the schemes, which represented a significant proportion of r Area Committees’ Delegated Budgets, would be recoverable from the parking permit monies paid by residents.
· Charging points for electric vehicles should be taken into account as a matter of course. Their location would be particularly problematic where the scheme was in an area with a high proportion of terraced properties.
· Clarification was sought on the situation for parking permits for blue badge holders who relied on a visitor.

The following comments were made/ issues raised:-
· There was limited enforcement of existing residents permit parking schemes, and it was queried whether residents could provide evidence of parking contraventions. In response it was stated that ‘free schemes’ would continue to receive limited enforcement, and that residents should report any issues so that enforcement could be targeted appropriately.
· It was noted that responsibility for initiating schemes lay with area committees and this introduced new pressures on the already limited ward delegated budgets which had not seen any increase to fund these proposals.
· It was commented that resident parking schemes needed to become self-funding and cost-neutral to the Council and any revenue generated would be reinvested into the maintenance and enforcement of the schemes.
· The cost to area committees’ budgets would be different depending on the nature of the proposed scheme.
· Members questioned whether the decision-making around potential parking schemes would be member, officer or resident led. It was commented that decisions would be led by member discussions in the first instance, with officers assisting to balance the needs of the area. It was noted that the aim of this was to provide more adaptable and bespoke schemes for local residents.
· Consideration needed to be given to the arrangements for the provision of permits for carers as they may need to park in multiple schemes across the borough to provide essential care and should not be subject to unreasonable costs or inconvenience to do so.
RESOLVED – (1) That the report be noted.
(2) That the Chair write to the Cabinet Member for Sustainable Stockport detailing the concerns expressed by the Area Committee with regard to the updated Resident Parking Policy.

· The changes are huge from a free scheme to a paid scheme and would impact the Area Committee’s Delegated Budgets. In response, it was noted that the increase in costs is associated to the scheme and there would be a consultation followed by the development of the scheme.
· Clarification was sought regarding the charges and whether it would be to the company or the employee. In response, it was stated that the details were not known, but clarification would be sought and communicated to the Committee.
· It was queried as to the schemes that would be deemed to predate the moratorium. It was clarified that this information would be sent to ward councillors.

The following comments were made/ issues raised:-
· The cost of each scheme to the Area Committee’s Delegated Budget was prohibitively expensive and consideration should be given to providing an additional budgetary allocation to Area Committees for this specific purpose.
· Resident permit parking schemes needed to receive a level of enforcement commensurate with expense incurred by local residents.
· Concern was expressed in relation to the arrangements for residents’ carers to attend properties the subject of a residents permit parking schemes and the expense associated with this.
· Clarity was requested on how the level of the financial contribution to be made by Area Committees was calculated.
· It was not proposed that there would be a budgetary reimbursement of the initial investment made by Area Committees resulting from the fees levied on residents.
· The flexibility provided for within the scheme was welcomed.
· It was queried whether any additional officer time would be allocated to clear the backlog of schemes resulting from the moratorium on new schemes that had been introduced pending the introduction of the policy. It was clarified that recruitment was taking place to provide additional capacity in this area.
· It was queried what the arrangements were for amendments to existing schemes and whether this would incur the full costs to the Area Committee’s budget identified in the report.
