To consider a report of the Executive Councillor (Health & Wellbeing)
The Joint Health and Wellbeing Strategy is a requirement of the Health & Social Care Act 2012 to be developed jointly between the Council and NHS, involving other Stakeholders. The Stockport Strategy emphasises six key themes:
· Early intervention with Children and Families
· Healthy Weight and Physical Activity
· Mental wellbeing
· Alcohol
· Prevention and Maximising intervention
· Healthy Ageing and Quality of Life
The focus is based on the importance of intervening early to support people to remain independent and healthy. The Strategy provides a template for meeting the challenges of delivery for a range of bodies - statutory, voluntary and community as well as other organisations outside Health and Social Care. The Strategy was developed following extensive local consultation with Stakeholders and the public.
The Executive is recommended to:
1. approve the Joint Health and Wellbeing Strategy, subject to the incorporation of minor modifications arising from the Executive consideration and the meeting of the Clinical Commissioning group on 11 July;
2. delegate approval of any minor modifications to the Corporate Director for People in conjunction with the Executive Councillor (Health & Wellbeing), and
3. agree that an easy read version of the Strategy be prepared for dissemination so that the interest and engagement of local people can be continued.

The Executive Councillor (Health & Wellbeing) submitted a report (copies of which had been circulated) inviting the Executive Meeting to consider the draft Joint Health & Wellbeing Strategy that had been developed in conjunction with partners in accordance with the requirements of the Health and Social Care Act 2012. The Strategy had six key themes, with a focus on the importance of intervening early to support people to remain independent and healthy. The Strategy had been subject to extensive consultation with the public and stakeholders.
RESOLVED – That
(i) the Joint Health & Wellbeing Strategy be approved, subject to the incorporation of minor modifications suggested by the Executive and arising from the meeting of the Clinical Commissioning Group on 11 July 2012;
(ii) approval of any minor modifications be delegated to the Corporate Director for People in conjunction with the Executive Councillor (Health & Wellbeing), and
(iii) an ‘easy read’ version of the Strategy be prepared for dissemination so that the interest and engagement of local people could be continued.
Joint Health and Wellbeing Strategy

The draft Joint Health and Wellbeing Strategy is now in the final process of adoption by the Council and is being submitted to the Scrutiny Committee before consideration by the Executive on 9 July 2012. The Strategy is a requirement of the Health and Social Care Act 2012.
The Strategy has been through an extensive period of consultation with the public and stakeholders, including this Scrutiny Committee.

A representative of the Service Director (Adult Social Care) submitted the final draft of the Health and Wellbeing Strategy (copies of which had been circulated) inviting the Scrutiny Committee’s comments before submission to the Council’s Executive. The Strategy had been amended to reflect the comments made by the Scrutiny Committee at its meeting on 13 March 2012.
The following comments were made/ issues raised:-
· It was important to have meaningful outcome measures to underpin the Strategy. For those aspirations where measures could not be developed there was a role for Scrutiny to hold commissioners to account for making improvements in these areas, such as integration and partnership working.
· Having greater emphasis on mental health would be beneficial. It may be appropriate for the Scrutiny Committee to focus on mental health for the upcoming year.
· The delivery of the Strategy depended on the activity of commissioners and for its aims to be operationalised across a number of partners and service areas.
· Consideration should be given to developing a ‘Wellbeing/ Health Impact Assessment’ for important decisions of the Council, in the same vein as Equality Impact Assessments.
RESOLVED – (1) That the Joint Health & Wellbeing Strategy be endorsed, subject to the comments made, and the Executive be recommended to approve the Strategy.
(2) That the Chief Executive be requested to give consideration to the feasibility of implementing a Health and Wellbeing Impact Assessment as part of the Council’s decision making process as a means of measuring and implementing the Joint Health & Wellbeing Strategy.

To consider a report of the Corporate Director for People.
The Draft Joint Health and Wellbeing Strategy has been developed in response to the Health and Social Care Bill which will make it a statutory requirement for each Health and Wellbeing Board to develop such as Strategy to set the strategic vision and priorities that will inform the commissioning of Health Services in a locality. The Strategy, informed by the Joint Strategic Needs Assessment, has six priority areas:-
· Alcohol
· Healthy ageing and quality of life for older people with complex needs, including end of life care
· Identifying who is at risk of early ill-health or dependency and minimising these risks through appropriate services and support
· Early intervention with children and families
· Physical activity / healthy weight
· Mental wellbeing
The Scrutiny Committee is invited to comment on the Draft Strategy.

A representative of the Corporate Director for People submitted a report (copies of which had been circulated) providing the Committee with an update in respect to the draft Joint Health and Wellbeing Strategy which had been developed in response to the Health and Social Care Bill which introduced a statutory requirement for each Health and Wellbeing Board to develop such a strategy, setting out a strategic vision and priorities which would inform the commissioning of Health Services in a locality.
The following comments were made/issues raised:-
· The approved Strategy will provide an overarching framework for all the commissioning plans for the NHS, Social Care, Public Health and other services in Stockport.
· The draft Strategy was informed by the Joint Strategic Needs Assessment which had six priority areas –(i) Alcohol (ii) Healthy ageing and quality of life for older people with complex needs including end of life care (iii) Identifying who are at risk of early ill health or dependency and minimising these risks through appropriate services and support (iv) Early intervention with children and families (v) Physical activity/healthy weight and (vi) Mental Wellbeing.
· The draft Strategy was an expression of the high level challenges facing the borough in the long term. It was hoped that the strategy would be in place by July 2012.
· Dealing with alcohol misuse was recognised as a major priority. Councillors identified elderly, isolated males as a group who should not be overlooked and that reference should be made to this group in the Strategy.
· Reference should be made to what is being done to address Smoking within the Strategy.
· Councillors agreed that whilst it was extremely important to identify key priorities with the Strategy, it was just as important to clearly identify who or which organisations would take responsibility and take action to address them.
· Efforts have been made to involve members of the public to develop the strategy in Stockport and to encourage people to think about ways in which we can improve health and prevent ill health.
RESOLVED – (1) That the report be noted and subject to consideration being given to the comments of the Scrutiny Committee, the draft Strategy be approved.
(2) That the Corporate Director for People be requested to liaise with the Chair of the Scrutiny Committee should there be any substantial changes to the draft Strategy prior to its consideration by the Executive.
