The report provides details of a new structure in Place Management to bring together the Public Realm, Environmental Enforcement, Greenspace and Waste Management teams into a Neighbourhood Team.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) providing details of the new structure in Place Management to bring together public realm, environment enforcement, greenspace and waste management into a Neighbourhood Team.

Ian Walsmley (Head of Neighbourhoods, Stockport Council) and Peter Cooke (West Neighbourhood Manager) attended the meeting to provide an overview of a new structure in Place Management to bring together the Public Realm, Environmental Enforcement, Greenspace and Waste Management teams into a Neighbourhood Team and outlined how the new service aimed to work closely with members to address those concerns that were of greatest concern to local residents.

 

It was commented that while members had been provided with information relating to the creation of the new structure in Place Management and the responsibilities for the functions of the Neighbourhood Team, there was less clarity with regard to the backfilling of those roles previously performed by officers making up the new team.  In response, it was stated that until the Neighbourhood Team had become fully formed, members should maintain their existing contacts.

 

RESOLVED – That Ian Walsmley and Peter Cooke be thanked for their attendance.

Mark Glynn (Strategic Head of Place Management, Stockport Council) and Adam Forbes (Central Neighbourhood Manager) attended the meeting to provide an overview of a new structure in Place Management to bring together the Public Realm, Environmental Enforcement, Greenspace and Waste Management teams into a Neighbourhood Team and outlined how the new service aimed to work closely with Members to address those concerns that were of greatest concern to local residents.

 

The following comments were made/ issues raised:-

 

·         Support was given to the role of the Public Realm Inspector and it was enquired whether it would be possible for the Central Stockport area to acquire the temporary assistance of an additional Public Realm Inspector because of the volume of Public Realm enquiries in the Central Stockport area. The Brownfield First initiative would see more properties and residents in the town centre, and therefore a potential increase in the number of public realm enquiries.

·         A Member enquired how many Officers would be working in each of the Neighbourhood Teams.

·         The decision not to include highways officers and traffic enforcement officers in the teams was queried.

 

RESOVLED – (1) That Mark Glynn and Adam Forbes be thanked for their attendance.

 

(2) That a progress report on the new structure be submitted to the Area Committee in six months’ time.

The following comments were made/ issues raised:-

 

·         The approach set out in the report was generally welcomed.

·         The retention of the specialist knowledge and the role of the Public Realm Inspectors as Members’ first port of call was supported. The differing areas of expertise should help solve some of the more intractable problems.

·         The decision not to include highways officers and traffic enforcement officers in the teams was queried.

The following comments were made/ issues raised:-

 

·         Councillors should continue to contact their relevant Public Inspector as their first port of call.

·         In respect of a question relating to the Council’s interactions with TLC, it was stated that the main point of contact would be through Adam Forbes, although on an operational level officers would continue to maintain their current relationships.

·         The next level of the restructure would involve the senior officer level which would be concluded by the end of February which would be followed by front line staff.
