Proposal to fully restore the exterior of St. George’s former vicarage and convert into 5 apartments with the addition of 2 roof lights and a dormer door to access external terrace on second floor. Demolition of later addition (single storey garage) to allow for new glazed extension to listed building to create circulation link for new apartment building, housing a further 8 apartments. Additional 6 semi-detached houses, set in vicarage gardens.

 

The Committee is recommended to grant planning permission, subject to:-

 

·         the viability case being accepted (following receipt of the District Valuer’s assessment); and

·         St George’s Church providing confirmation in writing that the three missing pollarded lime trees on The Avenue can be reinstated.

 

Should there remain outstanding issues, the Committee is requested to recommend that the Corporate Director for Place Management and Regeneration is authorised to determine the application pending resolution of the outstanding matters.

(2) That listed building consent be granted.

a member of the public spoke against the application; and

 

a representative of the applicant spoke in support of the application.

 

It was then

 

RESOLVED – (1) That the Planning and Highways Regulation Committee be recommended to grant planning permission and listed building consent, subject to conditions including – but not limited to – the planning permission’s time period being limited to ensure that development commences within one year.

 

(2) That it be requested that the Planning and Highways Regulation Committee:-

 

·         be provided with details of the community engagement events carried out with the school; and

·         amongst other conditions being imposed, agree conditions relating to withdrawing permitted development rights, electric vehicle charging points, relevant highway works being carried out prior to occupation, the need for demolition and construction management, additional school crossing signage and landscaping and re-planting of trees (prior to occupation or within six months of completion).
