RESOLVED – That approval be given to the redesignation of the Woodford Neighbourhood Forum.

To consider a report of the Cabinet Member for Economy & Regeneration.
The report invites the Cabinet to consider a request to continue with the designation of the Woodford Neighbourhood Forum after 5 years of its original designation, as required by the Localism Act 2011.
The Cabinet is invited to recommend to the Council Meeting that it re-designate the Woodford Neighbourhood Forum.

The Cabinet Member for Economy & Regeneration submitted a report (copies of which had been circulated) inviting the Cabinet to consider an application to renew the designation of the Woodford Neighbourhood Forum following the original designation on 17 October 2013.
RESOLVED – That the Council Meeting be recommended to approve the designation of Woodford Neighbourhood Forum.

The Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) regarding the re-designation of the Woodford Neighbourhood Forum and the submission of the Woodford Neighbourhood Plan to the Council.
The designation of the Forum was for a period of five years which would expire on 17 October 2018 and the Woodford Neighbourhood Forum had therefore submitted information to support its redesignation. There was no significant change to the application from the original application. Where there is no designation for a Forum, there is no legal means by which the Neighbourhood Plan can be advanced or by which existing members of the Forum are able to act in relation to it.
The Cabinet Member for Economy and Regeneration (Councillor Kate Butler) attended the meeting to respond to Members’ questions.
RESOLVED – (1) That the Cabinet and Council Meeting be advised that this Scrutiny Committee supports the re-designation of the Woodford Neighbourhood Forum.
(2) That Members of the Scrutiny Committee be provided with a link to the report on Neighbourhood Plans submitted to the meeting of the Local Development Framework Working Party held on 19 September 2918.
