Road Safety around Schools Update

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The Council’s overall strategic transport ambition is to increase the numbers of children walking or cycling to school, both to reduce congestion on roads, improve local air quality, and improve health outcomes. In order for this to be achieved, it is important that walking or cycling to school is, and is perceived to be, a safe option for children and their families.  Work has continued to progress the Council’s programme of activity to improve road safety around schools across the borough. The purpose of this report is to provide an update on the 2017/18 road safety around schools programme and the recommended list of schools for the 2018/19 financial year.

 

The Area Committee is invited to comment on the report.

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) providing an update on the 2017/18 Road Safety Around Schools Programme and detailing the recommended list of schools for inclusion in the 2018/19 financial year.

 

The following comments were made/ issues raised:-

 

·         It was requested investigations take place to identify potential funding streams for the upgrading to a puffin crossing of the existing pelican crossing on Bramhall Lane South outside Pownall Green Primary School.

·         Concern was expressed in relation to the safety of pupils from Cheadle Hulme School and Greenbank School negotiating the junction of Highfield Road, Heathbank Road and Claremont Road, Cheadle Hulme and it was requested that consideration be given to the inclusion of this area within the Road Safety Around Schools Programme.

·         It was commented that Lane End Primary School had incorrectly been identified in the report as being within the Cheadle Hulme North ward, rather than Cheadle Hulme South ward.

·         It was requested that the methodology by which schools had been selected for inclusion within the programme be circulated to members of the area committee.

 

RESOLVED – (1) That the report be noted.

 

(2) That the Corporate Director for Place Management & Regeneration be recommended to include Cheadle Hulme School and Greenbank School within the Road Safety Around Schools Programme.

The Area Committee welcomed the year-long public relations campaign to tackle illegal and inconsiderate parking and improve road safety around schools in Stockport, and the allocation of additional funding to enable the deployment of additional enforcement officers.

The following comments were made/ issues raised:-

 

·         Where initiatives had been undertaken with local schools there had been positive feedback about the efficiency of having the additional measures implemented.

·         In relation to a question about slippage in the current year’s programme it was clarified that this was in most part due to the time taken to progress particular schemes where a component involved a Traffic Regulation Order, due to the lengthy legal processes involved.

·         Concerns were expressed that few schools in Hazel Grove had been included in the programme and clarification was sought on the criteria used. Following the explanation of the matrices used to determine priority further concerns were expressed that economic considerations were being too great a weight over the safety of pupils given that this need not necessarily correlate to levels of affluence of parents.

 

RESOLVED – That the report be noted and the Corporate Director for Place Management & Regeneration be requested to circulate further information in relation to the scoring matrices used to identify priority schools for inclusion in the Road Safety around Schools Programme.

(NOTE: The Chair was of the opinion that this item, although not included on the agenda, should be considered as a matter of urgency in accordance with Section 100B(4)(b) of the Local Government Act 1972 in order that the Area Committee could give prompt consideration to the inclusion of local schools within the road safety programme for 2017/18 and 2018/19).

 

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) providing an update on the 2017/18 Road Safety Around Schools Programme and detailing the recommended list of schools for inclusion in the 2018/19 financial year.

 

The following comments were made/ issues raised:-

 

·         The proposed inclusion of St Christopher's Catholic Primary School in the 2018/19 programme was welcomed.

·         It was commented that the location of Arden Primary School had incorrectly been identified as Elmfield Drive within the report.

·         The additional enforcement of parking restrictions outside schools was welcomed.

·         It was commented that the enforcement of parking restrictions associated with the operation of schools was targeted within 300 metres of the school building.

·         With regard to Greave Primary School it was commented that parking issues were often experienced on Pennine Road near its junction with Clough Meadow which was some distance from the school.

·         The Council was seeking to procure a camera enforcement vehicle to enforce the zig-zag markings outside schools.

 

RESOLVED – That the report be noted.
