(Note: the Chair was of the opinion that this item, although not included on the agenda, should be considered as a matter of urgency in accordance with Section 100B(4)(b) of the Local Government Act 1972 in order that the Scrutiny Committee had the opporunity to comment on the content of the report prior to further decisions being taken in respect of property services)

A representative of the Deputy Chief Executive will make a presentation at the meeting outlining the current situation with respect to property services following the liquidation of Carillion PLC.

An ‘exempt’ report is also being submitted for consideration by the Scrutiny Committee. This report is exempt from publication and will be circulated to Committee members only.

A representative of the Deputy Chief Executive made a presentation to the Scrutiny Committee on developments with the Stockport Property Alliance in light of the liquidation of Carillion PLC in June 2018 and the measures taken by the Council to continue to provide property and estate management services.

The presentation included information relating to upcoming procurement processes, the disclosure of which may have prejudiced the Council in future negotiations and so the public were excluded from the meeting at this point.

RESOLVED – That the presentation be noted.

The Deputy Chief Executive provided a verbal update to the Scrutiny Committee in relation to ongoing work to respond to the liquidation of Carillion Plc which was part of the Stockport Property Alliance and with whom the Council had a number of contracts for property related services. The update included further information about the recent Cabinet decisions in respect of the Alliance contract.

RESOLVED – (1) That the update be noted.

(2) That the Deputy Chief Executive be requested to report back to the Scrutiny Committee in September 2018 if required.

The Deputy Chief Executive provided a verbal update to the Scrutiny Committee in relation to ongoing contingency planning by the Council following the beginning of liquidation proceedings against Carillion Plc which was part of the Stockport Property Alliance and with whom the Council had a number of contracts for property related services.

The Chair and members paid tribute to officers for their hard work in responding to the challenges the liquidation of Carillon presented to the Council.

RESOLVED – (1) That the update be noted.

(2) That, in event of it being needed, the Democratic Services Manager be requested to make arrangements for a further briefing for members of the Scrutiny Committee on developments with Carillion to take place in advance of the next Committee meeting.

(3) That the Deputy Chief Executive be requested to provide an update to the next meeting of the Scrutiny Committee on further developments.

The report will outline the Council’s contingency planning in respect of ongoing uncertainty over the future of Carillion.

The Deputy Chief Executive submitted a report (copies of which had been circulated) updating the Scrutiny Committee on developments with the Council’s contingency planning following the beginning of liquidations proceedings of Carillion Plc which was a part in the Stockport Property Alliance and with whom the Council had a number of contracts for property related services.

RESOLVED – That the report be noted and that the Deputy Chief Executive be requested to arrange to brief Scrutiny Committee members on developments as the situation develops.
