A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management & Regeneration (copies of which had been circulated) providing an overview of the pre-existing Highways Advertising arrangement and detailing proposals for the introduction of additional boundary signage for the purposes of identifying additional boundary locations with an accompanying potential for Highway Advertising.
The following comments were made:-
· At such a time that new signage was erected to replace existing signs, the old signage and poles should be removed at the same time.
· When specific proposals for new signage were produced, ward councillors should be consulted in advance of any works taking place.

The Area Committee was requested to comment on the proposals and the revised boundary signage arrangements would subsequently be approved by the Cabinet Member for Communities and Housing.
The following comments were made/issues raised:-
· It was clarified that there was no opportunity to have signage without advertising as there was no budget to facilitate this.
· The suggested approach could lead to a lack of consistency across the borough.
· More information was required on the crests for different areas of the borough and what they meant. Different areas of the borough had different historical links.
· The boundary of some of the borough’s district and local centres was a community recognition of the boundary of those areas. It was recognised that the boundary between certain areas was unclear. This process presented an opportunity to rectify any areas of uncertainty.
· It was important that quality signage was used which would help to improve the quality of the environment.
RESOLVED –(1) That the report be noted.
(2) That the revised boundary signage arrangements be re-considered by this Area Committee in twelve months’ time.

Councillors were broadly supportive of the proposals, but requested that signs should not be located on roundabouts; sponsorship should be proportionate to the signage and priority be given to sponsorship from businesses local to the area in question.

· What would happen when the boundary to a district centre was also the boundary to the borough.
· It was proposed that there should be no mention of the towns with which Stockport was ‘twinned’.
· The sponsorship of the signs by local companies would be time limited on a contractual basis and in accordance with the Council’s policy on this issue.
