To consider a report of the Leader of the Council; the Portfolio Holder for Reform and Governance and Portfolio Holder for Economy and Regeneration.

 

The purpose of the report is to outline emerging community engagement and conversation activity taking place throughout the course of this year and to consider opportunities for Area Committee led engagement during this period.

 

The Area Committee are asked to consider options for local engagement and identify any preferred approach(es) they may wish to explore further.

RESOLVED – That the item be deferred for consideration by the Chair and one member from each political group represented on the Area Committee, and reported back to the Area Committee if necessary.

RESOLVED – (1) That the report be noted and that in be considered in conjunction with the Local Scrutiny Review on Community Engagement.

 

(2) That the Democratic Services Manager be requested to make arrangements for an extraordinary meeting of the Area Committee to consider the regeneration of Marple.

The following comments were made/ issues raised:-

 

·         The ward committees that covered the area committee area provided an immediate form of engagement for residents.

·         Ward councillors were well engaged with local groups and activities.

·         Rather than ask councillors, the views of residents should be sought on how they wished to engage.

·         There were opportunities to engage with young people through school councils.

 

RESOLVED – That the report be noted.

The following comments were made/ issues raised:-

 

·         An event on the issue of public transport, highways issues and traffic congestion may be a possibility, although the standing Open Forum item on the Area Committee’s agenda could be used to facilitate this.

·         A number of the suggestions in the report already took place through the well developed Partnership bodies which operated in the Cheadle area. If necessary, issues raised at the Partnerships could subsequently be considered at the Area Committee.

·         Community engagement events should address issues of inclusivity and accessibility with regard to attendance by members of the public.

 

RESOLVED – That the item be considered further at the meeting of the Area Committee to be held on 26 September 2017 after the consultation on the Stockport Local Plan has taken place.

It was commented that the Werneth Area Committee had a long history of piloting new ways of engaging with members of the public.

The Leader of the Council submitted a report (copies of which had been circulated) outlining emerging community engagement activity taking place throughout the course of the year and requesting the Area Committee to consider opportunities to lead on engagement during this period.

 

The following comments were made/issues raised:-

·         Councillors endorsed the principles of engagement detailed in the report and were keen that young people’s voices were heard.

·         Area Committees had been in place since 1974 and there was a real opportunity to be bold and look at new ways of working.

·         In light of Stockport Together Heatons Place initiative, it was important that consideration be given to engage with elderly residents.

·         Efforts should be made to improve engage with residents from the priority area and community groups in those areas.

·         There was a real opportunity to make some worthwhile change and all options however radical should be considered.

·         Themed meetings at previous meetings of the Four Heatons Area Committee had been extremely successful in engaging with the public.

 

RESOLVED – That the report be noted and referred to the Cabinet for consideration.
