To consider a report of the Children & Young People’s Scrutiny Committee.

 

As part of the Scrutiny Work Programme approved by the Council, the Children and Young People Scrutiny Committee decided to conduct a scrutiny review in respect to Children’s Mental Health. The Committee were aware that the Health and Wellbeing Scrutiny Committee conducted a similar review in 2013/2014 and consequently determined that the review would very much focus on the support provided to children and young people in schools.

 

The report sets out the final recommendations for consideration by the Executive.

 

The Executive is recommended to receive the report and request officers to prepare a formal response.

The Lead Councillor (Councillor Paul Porgess) of the Scrutiny Review “Improving Children’s Mental Health” attended the meeting to present the final report of the Review (copies of which had been circulated) and to answer questions from executive councillors.

 

RESOLVED – (1) That the Corporate Director for People be requested to prepare a response to the “Improving Children’s Mental Health” Scrutiny Review and the recommendations contained therein for consideration by the Executive.

 

(2) That the gratitude of the Executive be recorded for the work undertaken by the Scrutiny Review Panel “Improving Children’s Mental Health” and others involved in the Review.

To consider a report of Councillor Paul Porgess (Scrutiny Review Panel – Lead Councillor)

 

The report sets out the final recommendations of the Scrutiny Review Panel following their review ‘Improving Children’s Mental Health.’  The Committee were aware that the Health and Wellbeing Scrutiny Committee conducted a similar review in 2013/2014 and consequently determined that the review would very much focus on the support provided to children and young people in schools.

 

The Scrutiny Committee are invited to consider and comment on the report and are asked to approve the recommendations contained in the report so that they may be submitted to the Executive for consideration.

The Scrutiny Review Panel Lead Councillor (Councillor Paul Porgess) submitted a report (copies of which had been circulated) outlining the findings and recommendation of the Scrutiny Review Panel ‘Improving Children’s Mental Health.’ Councillor Porgess invited the Committee to comment on the report and asked that the final recommendations be endorsed so that the report may be submitted to the Executive for consideration.

 

The following comments were made/issues raised:-

·         The training provided to all school staff in respect to the mental well-being of pupils.

·         Councillors welcomed the Stockport Family approach to integrated working and information sharing between interested parties.

·         The important role that the voluntary sector has to play both at the present time and in the future.

·         The Team Around the School aspiration was highlighted as an extremely significant strategy for providing support to schools on issues relating to mental health and Councillors were keen to have updates on the success of its implementation.

 

The Committee welcomed the recommendations detailed in the report and thanked those members and officers who had participated in the review.

 

RESOLVED – That the report be approved and that it be submitted to the Executive for consideration.
